Executive Branch - The Triumvirate (Chief of State)While the Republic had a single IC leader in the past, we are changing this up. And while yes, a single Leader works for the First Order, the government is kind of an Autocracy.
So, how are we going to run things? Well, we are going to be running the Galactic Alliance similar to how it was run circa 44ABY in Legends. There will be a Triumvirate of leaders, which will consist of a representative from the Military Sector, Civilian Sector, and the Jedi Order. These three will be a purely NPC arm of the Alliance. Meaning that no one player will fill these roles. It also means that we are not waiting for days/weeks/months on end for someone to be around to write it. Whether this changes down the road, is entirely up for review. But for the time being, they will remain NPCs (which we can name).
Their role will be to run the Galactic Alliance. This means, that where before the Senate would run every minutiae of the Republic, much of this will be passed off to the Triumvirate. Their role will be to make decisions on who we go to war with, what policies are enacted, etc, etc. More details on their roles can be found in the link provided in the title for this section.
There is a number of systems which can also be implemented, such as the Office of the Chief of State and The Advisory Council that people are more than welcome to write NPCs/their own PCs being apart of. Provided that kind of RP interests you. However, it is not a mandatory thing, and will not grant you any fancy perks.
Now. Being that the Triumvirate will be NPCs, you may be wondering how this will work since no one person will have control of them. Well, the plan will be that we will discuss things from an OOC perspective, and make a decision either through a vote or just getting a feel for how many people are up for something. From there, the decision will be mentioned as having been made IC by the Triumvirate, and orders will be passed down to characters IC. People are more than welcome to write out interactions with the Triumvirate at any time, whether it is by themselves or with someone else.
Obviously this will open up some possibility for abuse. People can write the Triumvirate in what ever manner they see fit. And some people might intentionally write them to look bad or like evil people. To prevent this abuse, there will be a handful of people OOC to keep an eye on these interactions. They'll make sure that the NPCs are being kept true to how they should be portrayed. Abuse of the NPCs will be met with a talk OOC, and revocation of the right to use them. Any super apparent abuse of power by these NPCs will also be ignored IC and OOC.
So before you start planning some super coup because you're going to make the NPC leaders out to be corrupt, let me stop you now.
Legislative Branch - The Galactic Alliance SenateSo here is where we get into the biggest changes. Much like its canon counterpart, the Galactic Alliance Senate will differ vastly from the Republic Senate of old. Where the Republic Senate held a vast majority of the power, this has now all been offloaded to The Triumvirate. Meaning we will not be bogged down by weeks of lengthy Senate discussions and meetings to make decisions. From here on out, they will serve as a body to 'elect' new members to The Triumvirate and pass new legislation.
It will consist of the Chair of the Senate, along with Senators from each world and associated Legate's. How this works, is that each Senator has a single vote and represents the world as a whole. Legate's on the other hand, are representatives of any other 'major' species that calls that world home and assist the Senator. Legate's hold no voting power unless appointed to act in a Senator's stead. The Chair of the Senate acts as the head of the Senate and moderates any debates/votes that are held there.
How this will translate to use on JvS, will depend entirely upon whether there is anyone interested in writing Senators and getting political RP going. This outline will serve as a basis for the system, and anyone is welcome to write within it.
Obviously, decisions will mostly be made/agreed upon OOC. However, decisions can also be made IC and be transferred to OOC agreement. The system will be monitored both IC and OOC, just as it was in Canon. IC by the Judicial Branch and OOC by the writers. While we wont dictate your actions if the Senate writers decide to vote IC, we will trust that any such action will be done in line with how the Galactic Alliance would run. Meaning that you can't move a vote to give yourselves more power or something.
Judicial branch - The Polis of LawRight, so this is one of the only things that the Wookieepedia has next to no information about. At the current time, we are still hashing out the exact details of how this will run, but Horkos laid out his ideas here:
boards.jedivsith.com/post/102882/threadBut the biggest role they will have, will be to keep an IC oversight of the Senate, and enforce the law throughout the Galactic Alliance. Horkos has fleshed out a fairly detailed run down of how he envisions it running and the various departments. Now, to make this very clear, not every single one of those departments will need to be run in detail. For the most part, they will likely only ever get passing mentions.
The point of it, much like the Senate and Triumvirate, is to have an outline/framework of how it works and if people feel inclined/want to write that aspect, then they can. You are more than welcome to pick and choose just what area you detail further in your RP. If you want to write a member of the GAG, than feel free to. If you want to write or include in your RP stuff to do with a Sector court, feel free too.
This will obviously be monitored by OOC writers, just to avoid abuse of such things. As to who actually leads this IC as the head of the Judiciary... Well that is still up for discussion. It can be a PC or an NPC.
Galactic Alliance LawsSo, this point hasn't really been described/discussed in any great detail. Which is something we can certainly expand upon. But the idea of it will be to outlaw a lot of the stuff that is illegal across most worlds (ie: murder, slavery, theft, etc). From there, each world can uphold a stricter/more defined set of laws. But each planet's jurisdiction will end at the system border. Beyond that, they will have to enlist the Judiciary and get the criminal extradited depending upon which world the person is found on and the crime they committed.
Whether we detail this to any length or not officially is entirely up for discussion. But we can also sort out a way for the Sector Rangers to figure into this (if they return/are still around).
The Jedi OrderAt this point, you may be wondering how we will figure into all of this. Well, we will be retaining our usual position as basically Super-Cops and Negotiators. If two worlds are having a dispute, we'll go in and try defuse the situation and sort things out. If a Sith or Knight of Ren pops up and starts causing trouble, we will show up to put them down. We will also be working with the Military to lend our support to Galactic Alliance forces fighting the First Order. As before, we won't have any of our own armies, but we will still make use of forces leased to us by the GA and Planetary Governments. Whether that is in the form of space ships or soldiers.
