Raven's Peak, also known as Tarkin's compound was an Imperial fortress located on a mountain in the Seswenna sector capital planet Eriadu, Governor Wilhuff Tarkin's homeworld. It consisted of several facilities built inside the mountain's rock as well as a tower rising on top of it. The facility, informally known as Tarkin's compound, was heavily defended and accessible only through the air or a dedicated a dedicated sky rail system that connected the Raven's Peak starfighter depot with the main complex. A well guarded hangar on the lowest level of the facility, directly connected to the rail line terminal was the only access point of the complex. The compound's landing bay was a sprawling cave-like chamber guarded by TK stormtroopers who were also tasked with servicing stationed ships, checking them for homing beacons and loading supplies and weapons. A control room overlooked the landing bay and was manned by an officer and two Imperial weapons technicians who oversaw the landing and departure of starships, checked their clearance codes and checked the zone's security systems. Apart from the landing bay, the only other access point to the facility was a sky rail line which sprawled all the way from a base station that doubled as a starfighter depot to a terminal next to the Raven's Peak hangars. The line could be traversed by special rail cars that dangled from the rails and used powered cogs to move from the base station to the terminal and back. The command tower was the main focus of the facility and included a heavily fortified conference room located directly on top of the mountain peak, the peak itself being used as the centerpiece of the conference table and supporting a holoprojector. Around the table were six chairs, one of which had a higher back than the others and was reserved for Governor Tarkin himself. The room featured a large window overlooking the valley below; both the window and the chamber's entrance could be sealed with double blast door that could withstand a bomb attack. Inside the main complex was a control station which monitored all aspects of the site security, including the corridor security cameras and perimeter sensors. It was manned by weapons technicians who could reroute the power as needed or raise alarms to on site security in case of a perimeter breach.

Talus
Talus was roughly the same size as its sister planet, Tralus. Both orbited a common center of gravity and were together known as the Double Worlds. Talus was one of the five habitable planets in the system, and was a temperate world very similar to Corellia. It had a wide range of climates and terrain, including forests, grass plains and mud flats.
The planet was mostly inhabited by three sentient species: Humans, the Drall and the Selonians. Although the three species mostly lived peacefully, there was a history of political conflict amongst them, usually marked by sporadic violence. Talus was also home to farmers and miners, including a noteworthy Zabrak colony.

Greetings and Salutations fellow JvS members! It is with great pleasure we would like to announce a change the Whill Council has made to the Consult the Whills Location Requests boards! Previously, each type of location (new planets, government, temporary, business etc...) were each in a separate board and thread. Sometimes, unfortunately, a location request would get missed for a bit longer than we would like. To avoid this going forward, we are condensing the location request boards to a single board with a standardized form here. It is our hope that simplifying the process of requesting any new locations will be less confusing and intimidating to our members as well as easier for us to see and get to any requests. My sincerest apologies for the delay in a ruling on this, but we believe we have finally come to a decision on this request.
Currently, we are not accepting any additions to the energy resistance metals and alloys locations list. This does not mean we will not consider doing so in the future; just not at this time.
However, if a location is noted as having the material in question on Wookieepedia or in any canon material, and that location is NOT represented by any boards/threads on Jvs, the current rules as written provide a path to getting the material.
It is the stance of the Whill Council that this line allows for the acquiring of listed restricted materials in locations not represented on JvS by their own boards/threads.
But there are limitations.
Because there is no way of reliably tracking every potential mining operation post in the limitless number of planets if they take place in the Open Space threads or JotW, using this means of acquiring these materials would be subject to some restriction. Using Open Space and/or JotW threads can only be used for gaining minimal amounts of any of the listed materials (for use for PCs or named NPCs).
No large-scale mining can take place in these threads to circumvent the officially listed locations for use in Open RP.
Lastly, if members wish to use any materials gained from these non-JvS represented locations in Open RP, it would be wise for them to keep a record of their posts doing so. While many of our members will likely not mind use of personal equipment made from rare materials, it is best not to be caught unprepared in the case of someone calling for an investigation into an item's legitimacy.

After some discussion I believe the Whill Council is able to make a more official and concrete ruling on this issue.
The current stance of the Whill Council is that JvS General Rule #5, as outlined in the post above, stands.
What this means is that no wholly new technology can be created, nor existing technology improved upon to the point it would be a new technology in itself (added functionality/traits never seen/exhibited in SW Canon). That being said, some leeway can be given to allow equivalency through creative uses of currently existing technology in ways or scenarios they have not been seen in, while still being essentially the same technology. This upholds the spirit of rule #5 while still allowing wiggle room.
For example, again, the plasma eel is noted as only being used by ground forces as a man-portable rocket; but there is nothing saying that it could not also be used in space combat engagements. For ships too small to be equipped with the longer range magma missile launchers instead attaching the smaller plasma eels could act as an equivalent to proton torpedos carried by smaller local SW universe tech-based ships. The only different would be that it would be launched from a ship instead of by a person on the ground. Existing technology used creatively without fundamentally changing it.
Another example would be the dovin basals. While YV ships do not utilize shield tech as it is known on local universe ships, dovin basals are being noted as acting as protective technology for their ships. Dovin basals are able to protect YV ships by drawing incoming starfighter fire into the event horizon of the singularity it generates. While this would not be an unlimited protection, the equivalency to local shield tech is there and the protection they provide can be made equivalent for the sake of balance in any combat engagement. They even have the added bonus of dovin basals being able to disable the shields of other ships (though it would be highly unlikely it would be able to do this while also defending itself from attack itself and there is a counter measure that exists in local tech to counteract this while also destroying the YV ship it would seem).
Strategically placing dovin basals on larger YV ships to provide them with protection that would be seen as equivalent to local starship shield tech would be allowed. These would need to be new classes of ships if there are no canon/legends equivalents with these noted attributes, but that is what the Databank is for. The same goes for smaller ships; dovin bassals would be seen as providing equivalent protection to shielding when compared to similarly sized/outfited local tech-based ships. The only differences would be if the ship model is noted as having stronger/weaker shields. Again, that would be in the purview of the Databank.
Something that you have brought up that would not necessarily be allowed would be the engineering of vonduun crabs to give them resiliency to starfighter fire. On the Wookieepedia page it is specifically noted that they are not capable of withstanding starfighter fire. Breeding a new species that is resistant to starfighter fire would be seen as a significant enough change that it would need to be classified as a new technology. This would be a fundamental change to how the existing vonduun crab works. Would it also retain its incredible resistances to other forms of damage as well? What would stop someone from then creating an armored suit of this new breed of vonduun crab and using it to claim invulnerability or increased resistance to attacks from starfighters?
That being said, if you could figure out how to get vonduun crabs, as they exist currently, integrated onto a ship it would theoretically receive the same protections as if a person were wearing it. These would only be the protections that they are noted as having in canon though.
With other weaponry it would be easy enough to say that new, more effective breeds of YV tech have been created that compare in range/power to local tech. You are using the same technology and not changing its functions or attributes in a way that would not make it unrecognizable or have to be reclassified as a new technology. It is the same tech, but just improved for balance for use on JvS. Just like the "unimproved" versions, these "balanced" version would likely still need to exhibit some of the same downsides as their other iterations to keep them in line with the technology as it exists in SW canon.
With YV tech the line can be a bit blurred and it may need to be taken on a case by case basis when taking into the account how fundamentally different their technology is and how it operates, but the same ways we balance older tech to be in line with newer canon tech can still be applied.

This is actually an interesting question that unfortuantely I can only partially answer at this time without conferring with my colleagues.
The Database of Ships and Space Stations offers an avenue for ship design, so as long as you stay within the parameters there should be no problems creating new ships and such.
I will also note that the Yaret-Kor, one of the technologies in question, is noted as being difficult to counter, with even deflector shields having difficulty minimizing damage. It also does not say that rocks are the only materials it could melt down to turn into ammunition. The Wookieepedia page says as such:Given the YV very well almost won the war, I think it is safe to say that these weapons are quite formidible and effective.
As far as the developing of new technologies to function as local SW Universe tech, with the YV it is a tough call. Seeing as how they can genetically manipulate their technology to mutate and grow to functiona as they need it to, it would theoretically be possible for them to create new technologies to imitate the local tech of the SW Universe. But they are also extremely limited by their xenophobic views and vehement hatred of actual technology due to what happened in their own Universe with the droids that took it over. One could interpret the need to mimic the locals' tech as heresy of the highest degree because it would imply that the artifical technology (the local tech) was superior, and thereby also implying that their own tech was inferior (the YV tech).
With that being said, for now I will refer you to number five of the General Rules of JvS, but I will take this question up with the others and hopefully we will get back to with a more concrete answer.As a final note, though, I will also remind you of the Closed RP rules. So long as all involved parties in an RP agree that something is allowed, it can be done. It won't affect any Open RP for balance and fairness reasons, but you can write whatever you want in Closed RP or in the Journal of the Whills.

Imperial Strategic Command Built as the centerpiece of renewed Imperial authority, during the reconstruction of Muunilinst, the Imperial Strategic Command served as the focus of the militaristic governance that was the First Order in its early years. Prior to the recapture of Coruscant, Muunilinst had been the nucleus of what would become a renewed Galactic Empire. As such, during the rebuilding of a planet, wounded by a fierce Mandalorian raid, Nicademus Delvardus, then Supreme Commander of the Imperial Military, gathered together the necessary minds to build an imposing structure that would be a physical manifestation of their resurging power. From many days and weeks of planning, the ISC was born.
After the moving of the capital, though it lost its political prominence, the Imperial Strategic Command still served as a major hub for commanding the region once known as the Oversector Outer and, later, the Imperial Sector under Pellaeon and the succeeding Fel dynasty. The sectors surrounding Muunilinst were once the core of the First Order's industries and manpower given the presence of worlds like Bastion, Yaga Minor, Agamar, and Mygeeto. It has served as an office, from time to time, for high-ranking Imperial officers such as Grand Admiral Kasalle, Grand Marshal Zahn, and Director Piett when the time was necessitated. As such, ISC is where orders for Outer Rim deployments, both Army and Navy, tend to be funneled through from High Command on Coruscant.
Within its massive structure are some key facilities, such as a wing dedicated to the training of Stormtroopers, a division of Imperial Intelligence which operates from its halls, a department for officers of Army and Navy designations, a number of rooms with state-of-the-art technology for planning and strategic discussions, even a tower that is utilized, on occasion, by the Imperial Knights. It is both a fortress and a marvel dedicated to the future of the Imperialist cause.

Pzob "Gamorr can put a boar on Pzob, but we can't…" ―Common expression for when a seemingly easy task could not be accomplished Pzob was a planet in the Herios sector of the Outer Rim Territories, settled by Gamorreans from the world of Gamorr a long period of time prior to the Battle of Yavin. The settlers, organized into various clans, constantly waged war on each other. All other concerns were secondary to the fighting, and as a result Pzob's inhabitants had a nearly non-existent relationship with advanced technology. The planet was covered in dark, dense forests with tall trees, an environment that greatly appealed to the colonists. Pzob's remote location, combined with the relative primitiveness of its inhabitants, led to it being considered a backwater world. However, this also contributed to the planet going untouched by all major galactic conflicts.
The Galactic Empire established a secret military base on Pzob in 18 BBY, intending to use the troops stationed there to man the Eye of Palpatine, an enormous warship. However, the ship was sabotaged by Jedi, and the stormtroopers on Pzob were left to their own devices. Nearly all of them were eventually killed in either internal fighting, or in Gamorrean attacks.
