Idea for developing RP of all kinds: The JvS Prestige System

So, I was talking to someone a while ago, and they lamented how there isn't really a bounty hunting presence anymore. I agreed, and went about researching what it would take to bring it back, more out of curiosities sake than anything.
While I was researching, the idea hit me that the site has made huge leaps and bounds in developing RP, what with the Spontaneous RP planning thread, the comeback of the GBA, and other noteworthy aims and goals of the site. But, at the very same time, character diversity remains somewhat limited, with the majority of the "old" professions (Such as bounty hunting, assassin work, thieving, and other more "Player versus Player" professions) being more or less extinct. In the past, we've tried to bring back the old player versus player guilds, such as the thieves guilds, the bounty hunting and assassins guilds, and various other guilds as well, but none of them really stuck.
I think the reason none of them stuck is because we used old guild formats, that is, a player versus player format, when our site has really moved into a cooperative writing format.
I thought to myself, why not reformat the old guilds to a more cooperative writing format? Having once done that, I realized things could be taken even further; that individual guilds for things like thieving and bounty hunting and smuggling weren't needed. Rather, a single overarching guild was capable of tracking all of this, in a very simple format, in a way that could potentially generate role play for everyone simultaneously. The idea that emerged was the JvS "Prestige" system, a system that fostered role play on all levels, particularly for the following professions:
Bounty Hunter
Pirate
Smuggler
Thief
Law Enforcement
Jedi
Hunt Saboteur
Criminal
Sith

The system is based on registered individuals taking turns either attacking or defending. When defending, they are facilitating roleplay for a registered individual who is attacking. Likewise, when they are attacking, they are roleplaying with someone who is "defending". Registered writers flip back and forth between these two modes, attacking and defending, and create a reciprocity based system that allows their own career/profession as well as others to flourish.
When attacking, the individual (upon registration) has recorded a personal or NPC character to use in the system. Their character can be any of the professions listed above, who will then take on a defender in a SL based upon their occupation. (IE: A Bounty Hunter "Attacks", his victim might be RPed by the defender, or, perhaps, the defender might RP a hunt saboteur). It is specified by the attacker how involved the SL will be (On a graded scale of S, A, B, C, D, and F accordingly), With F being the lightest and most lenient, something akin to a newcomers first story line, and S being an incredibly involved and detailed story line of the most intricate and complex sort. Prestige "points" are awarded for each SL that is completed, with different levels of prestige being awarded to different grades: this promotes and rewards higher level writing.
In defending, an individual (upon registration) has selected a particular planet to "Sponsor". This means that they will write "defense" story lines exclusively on this planet, or in its system. This is to insure that multiple people wont RP on the same planet, so as to use a larger portion of the boards, and to give variety to defense SL's as a whole; more so though, this is put in place to develop an RP presence on a planet that otherwise might not have one. A defender works with an attacker to establish a SL (A Jedi, for example, might make use of a Jedi mission and require you to write a bad guy, while an assassin might have you write his victim), with the grade of the SL being selected by the attacker. Each grade represents not only the level of writing involved in the SL, but also the DIFFICULTY for the attacker. An attacker would thus have an easy time ending a grade F SL, and would receive small prestige for it, whereas a grade S SL might be incredibly hard to finish, but would have greater rewards.
Sl's are graded by a group of judges, and the level to which they are judged depending on the grade of the SL. Infraction reports, disagreements that spill out onto the boards, and other unseemly behavior will have a negative impact on the SL's outcome, as well as potentially set an individual behind in points.
Prestige eventually builds up in ranks, with each rank qualifying an individual to different grade SL's, as well as a IC renown in our JvS universe. This would sponsor roleplay for practically any profession, and would give credence and fame to those who want to become a galactic "house hold" name, be they bounty hunter, smuggler, Jedi, or any other individual. Ranks would be divided into five ranks, with each rank being how infamous that individuals profession is.

Rank 4: Quadrant
Rank 3: Region
Rank 2: Sector
Rank 1: System

I dunno. It was just an idea. Feed back would be appreciated, or, even, if this would be a better idea just for a singular profession. O<o Maybe peeps are more comfortable with the way things are now, or maybe the need for that kind of "involvement" as far as guilds has passed. But, its an idea, and I'd be remiss if I didn't put it out there.
