THE GRAND CONFEDERACY
OF THE OUTER RIM
The Grand Confederacy of the Outer Rim is the secessionist state formed by the Harch Admiral Krennel Gulch, when he and his fellows split from the Galactic Alliance. With the GA failing rapidly, the various Senators from Outer Rim territory quit the GA Senate, opting instead to take up seat in the newly formed National Executive in Geonosis, and voting to enable the creation of a new nation.
Centered around Geonosis as the capital, with control over the planets Malastare, Rodia, Utapau, Kamino and with resource gathering facilities on Bespin, the Grand Confederacy is a militaristic power, with an open aversion and animosity to the First Order.
The Grand Confederacy claimed its independence with a massive military parade on all of its worlds, and Admiral Gulch - appointed the first Military Consul of the Confederacy - made a speech detailing the rifts and weaknesses of the Galactic Alliance which was played openly on the HoloNet.
With the increasingly dark times in the Galaxy, the Grand Confederacy seeks to put a stop to First Order aggression, and to seize a firm hold of the Outer Rim.
Government
The National Executive - a conglomeration of the Civil and Military Executives - exists to elect the Military Consul and the Civil Consul, who are the respective Premiers of their branches of government. The National Executive also reserves the right to set the budget for both Sectors of government. As the National Executive is simply the two Lower Executives sitting as one - in a separate chamber - setting budgets can become a very complicated and tense affair. It also has the exclusive right to declare war.
The Military Consul is elected from the Officers of the three branches of the Confederate Military. As Commander-in-Chief, the Military Consul sets overall military policy, goals and strategy. It is not uncommon or frowned upon for the Military Consul to actually take personal command of a front, or even a battlegroup. Subservient to him is the War Cabinet, made up of Intelligence Directors, the Chiefs of Staff, the Fleet and Army Marshals and the various departmental ministers. While most of the War Cabinet is made up of officers who hold permanent rank, the Departmental Ministers are appointed from the ranks of the Military Executive - usually from the ranks of the Military Consul’s Political Party. The Military Executive serves simply to ratify expenditure, approve expansion of the military, and to provide and opportunity to veto the Military Consul’s actions - though a notoriously high quorum makes this an extremely difficult task. The Military Executive is itself elected from the Confederate Military’s Officers.
The Civil Consul operates as Premier of the Civil Sector of Government, managing the various areas of civilian government. He has powers of veto over the Civil Executive, as well as the exclusive right to set foreign diplomatic policy. In his service is the Civil Cabinet, made up of the Departmental Ministers for the various aspects of Civil Government. Unlike its military counterpart, every member of the Civil Cabinet is appointed anew with a change of Civil Consul. The Ministers are in turn appointed from the ranks of the Civil Consul’s Political Party in the Civil Executive, which has powers over taxation and other civil policies. The Civil Executive is elected by a first past the post system, with one representative per constituency. Overall, with three systems to govern, there are near 1000 members in the Civil Executive.
Military
Confederate Army
While the vast majority of the Confederate Army is made up of droids, the officers are still flesh and blood. In fact, other than a few native regiments and volunteers, the entire rank and file is made up of Droid Divisions with living commanders. Such a structure removes the requirement for any but an officers’ ranking system, and native regiments and volunteers are largely left to their own devices for non-commissioned ranks.
Marshal of the Army - A position of extreme honour, Marshal isn’t so much a rank as a title - technically a Marshal is still a General, but their achievements and service have rendered it necessary to give the highest possible honour available in the Confederacy. Marshals carry a gold and platinum baton to signify their position.
Divisional General - Divisional Generals are given command of a Droid Division. In large scale planetary invasions and the like, where more than one division is involved, one of the leaders of the Divisional will be assigned the posting of Captain-General, a position held for the duration of the campaign or until higher powers deem a removal from command is necessary.
Brigadier General - A General in command of a Droid Brigade.
Regimental Commander - The lowest rank of any note to find a living species at in the standard Confederate Army, and often Tactical Droids are appointed as Regimental Commanders as well. These officers, obviously, have command of a Droid Regiment.
Company Commander - A rank held primarily by OOM Battle Droid, made obvious by their yellow insignia, and occasionally by Tactical Droids. Company Commanders take command of a Company, and it is a rank almost never held by a living officer in active service - though technically all Army applicants to the Confederate Military Academy are assigned this rank to begin with.
The Confederate Army is made up primarily of B1 and OOM Battle Droids and B2 Super Battle Droids, with various vehicles, such as the Armoured Assault Tank, the Hailfire Tank, the STAAP, the NR-N99 Persuader, the Multi-Troop Transport and the Droid Transport Skiff, along with Droidekas. The J-1 Proton Cannon serves as the primary artillery piece of the Confederate Army.
The Confederate Army follows a very different military doctrine from the old Confederacy’s Droid Army - rather than rely on overwhelming numbers to win battles, the Confederate Army instead relies on speed and precision. With transport skiffs and Multi-Troop Transports, Droid Infantry is advanced forwards swiftly, rather than relying on slow moving massed columns. Strategic and tactical skill and precision are relied upon and emphasized, rather than sheer weight of numbers.
Confederate Navy
The pride of the Confederate Military, the Confederate Navy is a powerful beast of war, utilising starship designs from the Clone Wars. While many would consider these designs to be outdated, in reality the automated nature of many Confederate ships allows for extremely easy modernising, and the Confederate fleet very much benefits from modern weapons, armour and shield, as well as sensors and other important systems.
The Confederate Navy is largely formed around the Providence-class 2’000 metre Dreadnaught, the Providence-class 1’000 metre Battleship, the Lucrehulk-class Battleship, the Muunificient-class Frigate and the Recusant-class Destroyer, along with a large plethora of smalle support craft such as corvettes. The Confederate Navy also operates the Muunificient-class Interdictor Frigate, a Muunificient equipped with a gravity well generator in order to provide the diversity present in modern fleets. The Confederate Navy also operates swarms of Vulture Droid Fighters, Tri-Droid Fighters and Hyena-Droid Bombers.
Marshal of the Fleet - Like their Army counterparts, the Marshal of the Fleet is the highest title a Confederate Admiral can achieve. To signify their status, Marshals carry batons of gold and platinum, engraved with emblems of the Confederacy.
Admiral - The highest rank in the Confederate Navy, Admirals usually take command of Battlegroups. In the event of a major push involving more than one Battlegroup, an Admiral may be assigned the posting of Fleet Admiral and given command of the whole task force. Such commands last for the duration of the campaign, or until the Admiral is removed from the post by a higher authority. Admirals usually carry a sigil on their flagship to provide easy identification.
Vice-Admiral - At the rank of Vice-Admiral, it becomes possible for officers to ‘raise their flag’ - that is to say adopt a command sigil for their flagship. Commanding a Squadron, Vice-Admiral is usually where all but the best careers end, and it has not been unheard of for Super-Tactical Droids to hold this rank.
Commodore - Commander of an Attack Group.
Commander - The Commanding Officer of a Capital Ship. Tactical Droids have been known to occupy this position.
Captain - Commanding Officer of any ship not designated as a capital ship - often OOM Commander Droids and Tactical Droids can be placed in this posting.
Confederate Intelligence
Lacking experienced agents, Confederate Intelligence instead compensates with corporate spies, mercenaries and commandos.
Events and OOC Comments
As it stands, however, I do have some minor stuff - plus one major SL - drawn up for the Grand Confederacy at its inception. A small conflict with the Blackguard has been arranged, as well as a possible minor conflict with the Tapani when they spring up.
However, the major SL to rack the Confederacy will be a civil war. Odd, I know, to start a faction then rip it apart, but its a chance to fight among ourselves for a bit of craic. The only thing scripted in this civil war will be the cause - to be handled over a series of HoloNet broadcast rps - and the outcome - which is simply Krennel Gulch achieving absolute rule as First Consul.
However, military will not be the only avenue. If you like diplomacy, there be plenty of that! I hope to push the Confederacy towards establishing a kind of anti-First Order Napoleonic Coalition from the various remnants and other galactic factions, and ambassadors will definitely be needed to achieve that.
Finally, if you like being a rogue - come along! Confederate intelligence will need all hands to compete with the First Order’s own intelligence groups!
