How does it not make sense? You really think that in the whole history of the galaxy no one ever would ever have come up with a philosophy that resembles socialism or communism? Every other form of government has been explored in the SW canon. Republicanism, Imperialism, Tribal, Autocratic, Militaristic, Theocratic, why not Socialist?
And your right Russia was never communist, in fact true communism has never existed. What Linen established was what Marx called a "vanguard party" he never intended for the Soviet party to last as long as it did. Marx wrote that socialism like the USSR had should only be used as a stepping stone to transition to pure communism.
