A vibrant hub within Imperial Strategic Command, the department for Imperial High Command is the most prestigious place to be assigned to, whether to serve as an aide to a commanding officer or whenever one receives a high enough promotion. The Stormtroopers that guard this section are those drawn from the Imperial Guard, the Braxant Legionnaires, themselves, which serve as the personal guard of the Emperor, as well as Stormtroopers of the ComsarGuard, the Commissariat's elite soldiers. The presence of these two units patrolling the halls shows the importance and vitality of the commanders within this section of ISC. Here, both the senior commanders of the Navy and Army reside and perform their dreaded desk work. It is well known that, despite the Imperial nations of old, many officers of the First Order always desire to lead their soldiers into battle and to gain personal glory as a result. Still, work is needed to be done within offices and behind desks from time to time. Among those that could be found here are the dual Grand Admirals, Garrick Needa and Harlan Petrovsky, the Grand Marshal, Baltasar Delvardus, the Admirals Rendrake and Arcavius, among many others who have seen service as far back as when Nicademus ruled the Deep Core Remnant.

Director Ju'oda had crossed the landing pad and entered the complex following Mygeeto's moff without a word, just a nod of acknowledgement. Once inside he opens the black cloak, wrapping it over the left shoulder and right arm, creating a cascade of elegant drapery that strongly resembled the long, flowing tunics of Alderaanian classic statuary. The inside of the black mantle was lined with Khalat fabric, in shimmering, but slightly faded and dark gold, covered with a geometric pattern. The golden symbol of the IEA served as a clasp to keep the cloth in place, while underneath he wore a director's garb, but in pure black, the high collar framing the alien's angular features: the only color accent provided by his rank's badge with its ten colored squares. Ju'oda was followed by a score of attendants and aides, including accounting droids -Imperial-issued models, including some of the newest by Cybot Galactica, with black outer shell- because reviewing the files of such a large oversector could not be conducted quickly or easily. IEA personel protected the accounting assets, including some of the newly-minted enforcers, with black and gold armor. Ju'oda's own Death Troopers, their communication scrambled, remained outside the Grand Moff's office as he crossed the doorstep, hand extended before him to salute the Grand Moff.
"Garrick Needa, believe me when I say that it is my utmost pleasure paying you a visit. I think that you, among all of the Emperor's subjects, will be the most amenable to the fulfillment of my duty"

Garrick's office was not exactly in-keeping with traditional style, seeming to be more of the order of something a New Republic Senator might use, as opposed to someone who preferred austerity and efficiency as Garrick did. However, the office was personally requested jointly by his son and his staff, in concern over his health as he approached his older age. Not that he needed the concern - he was perfectly fine, but he went along with it for their sake. As such his office was constructed in a neo-deco style, emphasizing comfort and grandiosity of design, as opposed to his old offices, which he much preferred, in their simple, grey, very Imperialist appearance. With a small antechamber surrounded by screens, elaborate wood-and-gold paneling, and an expensive rug, the room was very fitting of a man of his status, even if Garrick himself would not actually agree with that assessment.On this particular day, Garrick was sitting at the desk in the center of the room, reviewing some last minute figures that the director would likely want to see, when a ping from the elevator informed him that the man had, in fact, arrived. Garrick turned off the holoprojector in his desk, before ordering the death troopers guarding the room to allow the director to enter. As he did, he stood from his desk, briefly fixing his code cylinders, before he greeted the Imperial director.“Director Ju’oda, the pleasure is all mine. I’m sure you will find that our handling of the Oversector’s economics division has been handling the matter of finances and economic direction in the sector to your liking. I’ve already had my aides transfer our economic data to your shuttle, though perhaps you would like if I gave you an overview?”

Ju'oda's handshake is firm, confident. His face's striations remain pale, as emotionless as his eyes, which were scanning the room and the man on it with interest. It was a predator's gaze, checking the environment. He takes a seat before the grand moff, making sure everything in his attire falls on place. The Khalat lining is obscured by the dense black fabric of the mantle's exterior.
"I don't doubt you have handled the matters in your oversector well enough, grand moff"
His fingers play with the code cylinder at the left of his chest.
"I would gladly hear that overview. I'm very confident about the finesse of your management moff Needa, but my people will, anyway, review the data accordingly, just to follow official procedure: no exceptions"
The near-human looked at the grand moff with his pale blue eyes while sketching a slight smile, revealing slightly sharper-than-usual canine.

He nods in the affirmative, before he gestures to one of the seats, urging the director to take a seat for the coming presentation. Once he had taken the seat, Garrick dimmed the lights in the room before activating a massive holoprojector concealed behind the wooden paneling in his office. Immediately, blue light filled the room, as a large map of the oversector filled the room, with various systems, trade routes, pie charts, and economic figures filling the air in his office. He allows Ju’oda to review the information briefly before providing his own summary of the data at hand.
“Our economic efforts in this sector have broadly been aimed at the privatization of non-essential industries, in order to help further economic growth in the region. This particular sector has long been a breadbasket of the Empire, and we aimed to keep it this way through our fiscal policy.”
He gestures first to a read out of the key edicts that had been issued economically in the sector, in order to give Ju’oda a better sense of what had been happening.
“As you can see here, these are some of the key pieces of policy that have been instituted, the first being a drastic decrease in corporate and business tax, along with a relaxing of regulation to increase ease of business. The second has been the creation of something of an angel investor scheme, in order to help encourage entrepreneurship in those industries not critical to the military. Another key piece of policy has been the creation of a sovereign fund, which shall be dipped in to in the event of financial difficulties. Likewise, to further encourage competition between these companies, a market cap of 33% has been imposed on companies in order to prevent monopolies in any industry. Finally, my administration has overseen an investment program in infrastructure to facilitate trade as well as ease the pressure on our military’s logistics, using majority state owned corporations in order to help keep free market principles involved in the infrastructure to encourage competition.”
He brought up a large pie chart.
“Here is a chart of the oversector’s spending for this year; as you can see, we are running a considerable surplus, while investing heavily in military development, as well as economic development, infrastructure, mining, and other such projects to boost the economy.”
He paused, allowing Ju’oda to ask any questions about the fiscal direction the government had taken, before he moved on to the individual performance of each planet.

Ju'oda's eyes wandered over the data, analyzing it. He eyed the charts and the moff alternatively, focused.
"The measures taken are exceptional, moff Needa. In fact, they're exemplary"
His right hand's finger pitter-patter the chair's arm.
"I predict an actual growth of a... 5.3% or more this year. This is a steady increase of income in revenues, taxes and customs for the Treasury"
His striations pulsate for a second.
"I received my own data from Brentaal and the hyperlane routes, both show an increase of imports and exports coming to and coming from your oversector. Your data confirms my suspicions. You not only managed to keep in check the economy of the oversector but to guarantee a steady growth that is almost off the charts compared to some economically depressed oversectors in the Empire, that manage to provide very little to our finances"
Specially the Deep Core, in hands of some cultists. The director leans forward.
"You should take further measures to prevent monopolistic overtures and incentivate investment from the Core's banking and trading clans. I already redirected a percentage of Brentaal's companies' investments towards your sector, grand moff. If corruption levels and piracy is kept as low as it's I expect a sizable amount of revenue consequence of the renewed trade between the Imperial Sector and yours"
He looks at Needa.
"How healthy are your main banking companies and investors? It's important to avoid inflation and also to prevent them from overexpanding or purchasing toxic assets, like bankrupt companies or low-profit companies and loans. Considering the Muuns have fallen of favour with His Imperial Majesty their behavior and that of their investors is a matter of great concern for the Empire as a whole, as you very well know"
The director's face is lit by the blueish holocrons, giving it an eerie feel.
"Is entrepeneurship rewarded and encouraged? With the end of slavery we want to foment the arise of minor companies and small bussiness, that will keep economy flowing and increase the potential market"

Garrick waved his hand, bringing up further figures surrounding the specific things that Ju'oda had brought up. These were questions he might have expected, and as such, his administration had previously taken steps to this.
"In regards to the monopolism of the Core, that is something of a concern, though the market cap should help prevent that. However, due to our strong connections in trade with the other oversectors, even especially with the core, due to the relative ease of doing business, geographically strategic location of our oversector, and rather crucially the production of crystals on Mygeeto, which is a service the core cannot provide, especially combined with the banking tradition of our sector, and the Banking Clan's established dominance over banking both within the First Order and outside it, our position against monopolism is comparatively strong, especially when compared with other oversectors."
He then brings up a specific chart surrounding the major banks in the sector.
"Our spending has been rather limited, and combined with the surplus we are running every quarter, inflation is comparatively a nonissue, especially given the fact that we have allowed our currency to continue on with minimum adjustment in order to increase investor confidence, and comparing to some of the other oversectors. In regards to the health of the banks themselves, our oversector has had a strong tradition of banking in the past, and that looks set to remain into the future. Muunilinst remains a financial centre with no parallel aside from Coruscant, and Mygeeto's mining of crystals has allowed us a stable natural resource to act as a fallback for investors in the event of a crisis. Likewise, thanks to the implementation of deregulation and free market practices, any investor or bank who makes the decision to buy a toxic asset will, in the long run, suffer the consequences of their poor investment."
Garrick smiles at the mention of entrepreneurship, as this was one of his greatest achievements policy-wise.
"To encourage entrepreneurship and start-up activities in the Bastion Oversector, our administration has instituted a special tax exemption scheme for angel investors called Angel Investors Tax Deduction Scheme. An approved angel investor who invests the minimum quantity required qualifying investment in a qualifying start-up is eligible to claim tax deductions under the AITD Scheme. Under the scheme, the approved business angel can enjoy a tax deduction for each Year of Assessment (YA) based on 50% of his investment amount, at the end of a two-year holding period. This, combined with our strong stock exchange, access to developing markets elsewhere in the First Order, and strong amount of capital in the oversector already, has helped further develop entrepreneurship. With the release of the slaves, a large quantity of which are concentrated in our sector, we are expecting a large boom in entrepreneurship in our oversector."
An officer walks in, carrying a bottle of Alderaanian Red, and two glasses.
"You caught us on short notice, so I didn't have time to prepare the appropriate hospitalities, would you like something to drink?"

"Hyperspace does dry my throat"
Ju'oda nodded and grabs the glass of wine. He sipped, approvingly.
"You, certainly, rule over the most prosperous oversector and what this region provides cannot be replaced. Mygeeto's mines are indeed a wondrous asset to the Empire and its economy, fortunately I know that under your rule they're well protected and exploited"
He said, with a slight smile.
"If the program is successful make it a raise to 52.5% and 51.5% deduction for the first and second year. We will still earn a wider margin in taxes than that minimal deduction and, on the other hand, it will be encouraging to a wider class of entrepeneurs. I've, indeed, seen Muunilinst's exchange is enjoying a healthy standard semester and growing steadily. I will make sure to depurate the stock market: my people are already making auditories to lesser trading and banking clans. In the Imperial Sector there were many companies with... doubtful foundations. Those which are in debt, or have no safe income, or could become potentially poisonous will be intervened by the state and their assets seized, partitioned and sold out in public auction. The Empire's economy and banking must remain healthy, for we need them to run the immense apparatus of the regime"
He sips again.
"Some of our fellow moffs, I believe, think that credits grow on wroshyr trees, like nuts. Without a good credit reputation and continued growth out economy would be stalled, our bureaucracy paralyzed and our military, unpaid. They really haven't figured out how much building a Resurgent costs, the billions of credits involved"
Ju'oda allowed himself a mirthless chuckle.
"I remain at ease knowing our economic center is in good hands. And the numbers will say as much, once reviewed"

Garrick nodded with a look of approval on his face as well. He was certainly glad that the First Order's economics lay in the hands of someone like Ju'oda, who, at very least understood the field well enough to prevent rampant economic damage to the Empire. After all, a happy populace is one that is well fed, has rooves over their heads, well clothed, and taken care of, along with having enough money to enjoy some of the comforts that the prosperity of the Empire offered them, and thankfully, the citizens of this sector were able to enjoy all of these.
"And I remain at ease, knowing the finances of our Empire are in good hands. I appreciate your confidence in our work here, and assure you that it is not ill founded."
Garrick swirled the wine in his glass, before bringing up a further set of figures that would likely be interesting to the director as well, specifically surrounding the shipbuilding industries, the caf industries, and other planetary industries not already mentioned.
"In regards to your idea of a gradient system, we were considering something of the order for the next ten years, especially for the near future given the massive amount of consumers and entrepreneurs that are about to enter our economy. Now, in regards to the other major planets in our sector, Garqi remains a stable source of income, with seemingly limitless growth, as the planet as a complete monopoly over the production of caf in the galaxy, an extremely important resource from an economic and workforce perspective. In regards to Yaga Minor, its shipyards, backed by all of this productivity, have continued to produce designs on the cutting edge of Imperial technology; indeed, with the revealing of the TIE-X, we have managed to pack all the technology for an advanced fighter into a frame no larger then a vulture droid, meaning that it is a rather resource efficient operation indeed, freeing up resources to be placed into other such things. And Bastion has been a longstanding hub of trade in the sector for quite some time now, and will likely continue to be so into the future, especially given the geographical location of this oversector and our pro free trade attitude."
He also chuckled at his comment, as he is well aware of what he is talking about. The Knights of Ren were infamous for their seeming inability to manage anything properly, aside from mindlessly slaughtering hordes of enemies. Not that the First Order didn't need that - but they were simply unfit to be governing anything.

I wish to have a delegation of the IEA on Garqi's soil, to personally oversee that trade and ensure the viability of the planet's growth. I also request permission, moff Needa, to establish a central office in Muunilinst -that will serve as liason with the banking clans- and another one in Bastion. The Emperor himself is of the mind that my agency should have a greater hand in the affairs of Muunilinst, something very reasonable, don't you agree?"
The director leans back in the chair, sipping. And, soon enough, Ralltiir should be under his very grasp.
"Don't see this as an interference, grand moff, on the contrary. Simply put, there're matters that the IEA must handle personally or watch closely. This auditory of mine serves the purpose of both checking the oversector's economical life -yours is beyond exceptional- and to establish the agency's authority on the terrain. We're no longer a military junta ruling a remnant in the Core, but a full-fledged Empire. This is necessary. I do believe you'll be willing to collaborate, others... not so much"
His striations are reddish for a few moments.

Garrick nods, before typing a few things into his holopad. When he was informed that the Imperial Economic Authority was in the space above Muunilinst, he was initially dreading this meeting. However, it ended up being an incredible pleasure the entire time, and as such, he was amicable to the idea."Certainly; since it seems the IEA's economic goals and plans align with ours, and you seem to be a master of what you do, so this would be of no issue to us at all. I'll contact one of my aides, and the local Moff on Garqi in order to help you get set up as quickly and smoothly as possible. With any luck, you'll be up and running in around two weeks or so, but if not, then expect to be fully ready in about a month. While its not ideal, I am sure it'll be more effective then some of the... other groups you mentioned." Garrick sighed somewhat, before placing his glass upon the table. While he trusted the Emperor, he couldn't help but question some of his choices for the positions of commanding oversectors, particularly in his selections in the Deep Core. Publicly, he supported the Ren in their opposition to the enemies of the order, while offering no opinion on them directly, at least not in official propaganda. Those close to him, however, knew his true opinions, as he privately believed they were unworthy and not reliable enough to be entrusted with the amount of power they had been, a concern he would at very least subtly inform to Ju'oda."I am very well aware of the activities of some of the other oversectors economically, which have not been done with exactly the same goals as we have. A word of advice - avoid the Deep Core if at all possible. You will not like what you find there, both financially and otherwise."

"Good. I guess there will be structures I can requisition to house the Administration here in Muunilinst. Or empty public buildings from the time it was the capital of the Empire. Certainly it must be a befitting building"
He fantazised for a second about setting office in a classic Muun building, with its splendid architecture. The decorative patterns were exquisite, as the combination of horizontal and vertical planes in the facades.
"In Garqi, though, anything will work, I will ship my employees as soon as possible. Thanks for your eager collaboration, moff Needa"
The director frowns.
"I'm aware. But are we to leave billions unsupervised in a private feud? So much potential wasted for a little man's ego"

There are many other oversectors that have far more amiable Grand Moffs." He took a sip from his glass, before looking into it rather pensively, considering the situation, weighing the possibilities. After a few moments, he looked up from the clear object."A word of advice for when you do visit them; beware the one called Harnan Ren. He is the most dangerous of all of them. Not so much due to his power, which is still good, but not the best among the group, but due to his lack of hesitancy about using it."

However, its an unfortunate reality that we have to deal with. Particularly in the administration of the Prakith SAR." Garrick deactivated the holoprojector, as the review of finances was over. The yellow, more natural light that normally filled the room rapidly returned, illuminating the room as it was meant to be, with the natural tones of the gold and wood returning. He smiled at the Director's comment."Whenever I am next on Coruscant, I will be sure to pay you a visit. Perhaps we ought to meet up at some point anyway, to discuss the goings on in the Empire - I have a feeling we would agree on a lot." He takes a sip of the wine, then chooses to make a comment on it."And, at very least we appear to have a similar taste in wine."

Ju'oda's eyes adapted quickly to the change of light.
"Yes, I do believe we would"
He empties the glass with a longer sip.
"I do believe we should remain in contact. And that all the likely-minded officers of this Empire should remain aligned, like a covenant or a faction of sorts, employing our resources and wits for the improvement of the Empire and its people"
Ju'oda smiles slightly.
"I will soon be back to your planet, grand moff, to deal with the Muuns and make sure everything goes smoothly in the new office. I cannot thank you enough for your hospitality, moff Needa"

Under the Emperor's Authorization, (codes attached), the newly requisitioned Imperial Navy fleet assembled at BILBRINGI, code named DOOMSDAY is transferred to IMPERIAL INTELLIGENCE for disposition. Station Commander Malice is hereby relieved of duty and his post and transferred to the custody of the Imperial Intelligence. Operative codenamed MAGNETAR is appointed Admiral, and will formally arrive on Bilbringi to take control of the fleet with all speed on behalf of the I.I. [Magnetar's confirmation codes attached] All personnel of the fleet are to be considered outside the Bilbringi chain of command once Magnetar assumes command.
The Imperial High Command will relinquish control of Imperial Army project DarkWing, and transfer all DarkWing forces, personnel, operational assets and command through "PULSAR." [Pulsar confirmation codes attached].

It didn't take much time for the white Upsilon-class shuttle to find its way into the First Order's shuttle yard and neither were there any problems. Escorted by her own Novatroopers and one of the local ComsarGuard captains and his men, the Grand Moff quickly arrived at the place she was assigned to, the center of what was planned to be her new workspace. It was more the Emperor's will than her own. Her mentor and now colleague, Grand Admiral Garrick Needa had run the planet and its surrounding sectors for quite a while now. And before there was the Emperor himself, who had reigned this place, as most of the First Order's successes started here. The end of the Braxant remnant and the beginning of a new era. It filled Jenia with pride to serve now as one of the most influential individuals among those, who had elevated the First Order into the position they are now. Yet she was uncertain whether she could even master this task, do better than her predecessor, the old veteran who still remembered the tactics of the Clone Wars. Hopefully he will understand the Emperor's decision... and I hope Lucien will too.
The guard eventually arrived at one of the main conference rooms, ensuring that it was clean and not used. Although they were at the inner heart of the First Order's facility, which kept the capital city of Harnaidan and surrounding places in check, the ComsarGuards nontheless checked the vents and even the portraits in this room for any espionage tools. Even if Imperial Intelligence was keeping the room safe under their watch, the Grand Moff ensured that double-checking was never a bad idea. She neither needed informations of what was to come leaking through before the conference ended nor was she keen of seeing a fourth attempt of assassinating her. The six Novatroopers at her side, the best among the best, would ensure that nothing would happen to her, yet she couldn't trust solely in her bodyguards alone. For the enemies of the First Order had many ways and approaches of how to bring down a Grand Admiral.
"Inform the present admirals, generals and moffs regarding my arrival - and if he is present, Grand Admiral Needa as well", she told the ComsarGuard captain dryly, her voice feeling as usual like cold ice, "Furthermore, whoever is currently in charge of the Commissariat, the Imperial Guard, the local Imperial Intelligence, the Medical Director and who else runs a major military department on this sector. If they ask who sent you, tell them that this is a direct order by Grand Moff Jenia Kasalle on behalf of his grace the Emperor Nicademus Delvardus. Tell this to your superior first, as it will make things easier for assembling everyone as discrete as possible." "Understood, madam!" As the trooper left, Jenia decided to take her place at the head of the table. Usually where the ruling Grand Moff of the sector sat. While she waited, she decided to eventually load up the data, she had brought along her on the holotable in front of her, showing eventually the image of the planet itself. Muunilist. The planet she was supposed to reign. The sector she would restructure in the image of the Emperor. A jewel, granted to her. She would ensure that this jewel would shine, brighter than ever before.

The newly appointed Agent SENECA (formerly Leeta) arrived at ImpCom. She was wearing the white parade uniform and black pants of the imperial intelligence agency. She wore no rank or other insignia other than the First Order and Imperial Intelligence badges. Her long hair was pulled back into the regulation bun, revealing her AJ^6 cyborg construct headgear. Her clearance codes denoted her as an I.I. department head, under a division of the Imperial Intelligence Office of Secret Services records and auditing department. She filed into the conference room behind the numerous other leaders and imperial department heads. She stood with the other unimportant staff in the back, while the higher ranking/more important leaders sat at the table.
She stood next to an officer in black stormtrooper armor, with his helmet under his arm. He bumped into her. He apologized. "Pardon me." He then looked back to the conference table. "It's alright... Colonel." She noticed the white hair at his temples and his removable shoulder insignia that he wore while on base. (Death troopers wore encrypted rank in the field). She moved so that she was behind him, and watching over his shoulder.
She waited for the meeting to begin.
