The three speeders split once they had come within sight of the cliff side castle. Two of them returned to the spaceport while the one containing Vinyaya and the Mandalorians was set down on the landing pad. Outside we’re more royal guards dressed in New Mandalorian armor, 4 butlers, and a single man clad in New Mandalorian commander armor standing at the head of this other group. As the group stepped off the speeder, the guards saluted Vinyaya, who disappeared into the complex, before the lead man stepped forward. ::Hello. I am Gustav, chief of the Count’s royal guardsmen. Now if you would please follow me, we will be headed into the neutral zone:: He started to walk forward, before turning around abruptly. Oh and, may I have your weapons please? No blasters are allowed into the Neutral Zone. Neither are your vambraces or rocket packs. The servants stepped forward and the Mandalorians handed over their weapons (albeit very reluctantly). Gustav then nodded before gesturing for the men to follow. As they entered the palace, they were hit by the fragrance of flowers. Gustav led the way across the lobby, turning into one of the larger hallways. As he did this, he explained the situation with the neutral zone. Please, do not believe we are pacifists. That isn’t why we have created this neutral zone. The only reason that we have is because the Count knows that all sides covet the wealth of Serenno. The capital whoever controls Serenno stands to gain is truly massive, enough to fund the projects of the government for many years. The group entered a smaller lobby area, where several guards stood watching over an open portal into the next room. He merely wishes to protect all that wealth. Although he is a Jedi, he is hesitant to join the Galactic Alliance, for fear of failure. Who knows, he might even choose to join the First Order. They walked through the open portal and found themselves in another small lobby. However, this one had a heavy, elegant door set into the back of the room. Gustav gestured to the door. Behind that door is the office of His Excellency. Enter only when you are ready, for the Count does not tolerate unpreparedness. The Mandalorians did not hesitate when walking up to the door. The guards unlatched it, and they found themselves in a sparsely furnished room. There sat a large chair behind an elegant desk, two large pots holding in them some pink flowers, and three smaller seats in front of the desk. However, what really caught the attention was the view. A large, circular window looked out onto the beautiful valley, presenting scenic views at all times of day. And there, behind the desk, sat His Excellency, Count of Serenno, Aderon Dooku.

As the servants approached the group of Mandalorians, they were met with blank silence & a complete lack of action. None of the trio was equipped with jetpacks & none of them carried obvious weaponry. However, that request to remove parts of their armor was one of the gravest insults that could be aimed at a mandalorian. If it had come from a complete outsider, it would have been met with a polite explanation. But since it came from a group claiming to be mandalorian or at least dressing like them, the reaction was far different. Even if the guards were only dressed like mando, that was in & of itself a heavy insult. Turning to face the so called mandalorian, the lead figure spoke again, the first time since they left the spaceport.

Aderon and a platoon of commando droids rushed out onto the landing platform before things got worse facing the lead figure, he spoke. Please! Stop. I meant no offense to you. You may keep your armor, and the New Mandalorian armor is by no means an insult. I hadn’t any idea that they would be so inconsiderate. Please accept my humblest apologies. He turned to Gustav, a scornful look on his face. As for you, I didn’t expect you to be so inconsiderate. You and the rest of your pathetic squad is dismissed permanently, effective immediately. Turning back to the Infinite Imperium diplomats, he spoke again. I’m terribly sorry for their rudeness, gentlemen. I assume you are the emissaries from the Infinite Imperium?

The trio had not been expecting to deal with the new planetary head personally, but it wasn't extremely surprising. After all, the potential contract was a serious, major project for the planet if it was agreed to. The three figures snapped their heels in unison, an effect that was amplified by the metal nature of their boots. A moment later the three bowed from the waist. It wasn't a particularly deep bow, just enough to show some level of respect to a planetary head from a multi-sector government.
-Lead Figure (Nickolas Toba) Apology accepted. I am Nickolas Toba, Tribune of the Infinite Imperium. I am here to provide a summary of the survey & findings for the construction contract. As you are aware, my services to date have been paid, as have the costs for the surveys & the various planning optimizations that I will be instructing you on today. Should our consultation takes more than twenty four standard hours, or if a plan is chosen for implementation, additional costs will be incurred. Please provide verbal confirmation of your understanding of these terms.

The trio of diplomats followed the Count to his private office. While they were isolated from the scent of the flowers, the sensors on their suits detected them & displayed the info for the three. The office was fairly impressive, by planetary standards. It was a far cry from some of the wealth & other displays of power that were often included in such places by despots, but it was still fairly early into this one's reign. If the simple & direct design of its layout carried over into it's owner's personality, the meeting would be both quick & productive.

The Count sat down at his desk, activating the hologram projector built into it. Turning to a servant droid that was standing by, he spoke. “Droid, get myself and these gentlemen something to drink.” Turning back to the diplomats, he activated the hologram. A 3-dimensional image of Serenno came up, with three markers pointing out the locations of Saffia, Fiyaro, and Carannia. Another marker pointed out their location, and the image was colored based on the geography of the land. “As you know, historically Serenno has been a very import based economy, relying on the rest of the galaxy and the wealth of the noble families to get by. I aim to change this. I’ve come to you because I’ve heard many praises for your work, and so I trust that you can handle the job. This map is a rendering based on your survey. Here we have all of the usable industrial land.” The areas were highlighted in red to distinguish them from the rest of the area. “What I’m looking for is an economic model that would work within the Galactic Alliance’s single market. However, as I am yet to appoint an economics minister, I would like your recommendations on the matter.”

The drinks were politely refused once they arrived.
-Toba Certainly. Based on the data points provided to us, along with the surveys, it is highly recommended that you establish a primarily high tech infrastructure, With light vehicles or droids being the the top two suggested industries based on the current climate of the Galactic Alliance. In either case, your limiting factor will be the training & application of enough locals to provide a technically literate workforce for your facilities. A secondary contract, in addition to the construction contract, will be available for help in training up your work force.
With a few curt motions, a wave of secondary symbols appeared on the map. The most numerous were little green gear icons. After that were little landing pad icons. Those however were two different colors, nearly two thirds were green, with the last third red.
-Toba The majority of the construction efforts will be of a subterranean nature. However, there will still need to be fairly extensive surface emplacements. This will limit the ecological effect of the transition on the planet, while providing plentiful volume to build into. The surface areas can be further reduced by concentrating their locations & relying on subterranean transit for primary cross shipment, however, this will reduce the effectiveness of the facilities slightly & will provide a greater threat in the case of an attack. On the other hand, if your defending forces are limited, it would reduce the number of deployments needed to secure the facilities.
Another wave & yet more symbols appeared. This time it looked like a miniature fish. All of these icons were spaced out throughout the world's oceans.
-Toba It is also extremely highly recommended that you choose to provide the food consumed on planet locally. Primarily due to the extensive & long term unrest & civil disturbances experienced by the entire galaxy over these last hundred years. A number of aquaponic facilities would provide a solid backup in case of disruptions or blockades, while requiring a minimal input of effort or workforce.
Another hand motion caused the hologram to shift to a rather complex table. Those well versed in economic trade or the demands of high industry would be able to read it as more or less a number of shopping list for the top ten industries recommended for the planet by the Imperium. To anyone else, it would be a confusing block of abbreviations & shorthand symbols.
-Toba Finally, this represents an ideal list that you would need to fulfill in order to supply the material needs for the various choices we have supplied for you to pick through. Your economic advisors & trade ministers should have no trouble pulling the relevant information from this document. We were not able, however, to provide a supplementary listing of planets that would be best suited to provide each requirement, due to limited time during the assessment period & the current state of war between the First Order & the Galactic Alliance causing unrest in the local sectors.

Aderon paused and thought for a moment. Droids could work to his advantage, especially since a small percentage of the production capacity could be diverted for military use. “Given my current situation, I think droids would be a good industry to pursue. As far as infrastructure goes, this brings me to my next proposal.” Several red lines appeared on the hologram, crisscrossing the planet. “What I propose is a system of high speed railways. Each train would be capable of reaching about 500 kilometers per hour. These cargo trains would be layed under the surface, connecting production facilities to automated hubs, who would in turn load the cargo onto other trains that run direct to the three cities.” The red lines sank under the surface of the hologram, save for 3 connecting the major cities. “Finally, for easier travel between the major cities, I propose use of 3 above ground passenger hovertrains. These would be capable of 570 kilometers per hour, and would be built on an elevated series of loops, minimizing ecologic impact.” Aderon paused for a moment, looking over the map to see if there was anything he hadn’t missed. “As far as establishing the hydroponic sites, I agree to that proposal. You are right, some self sufficiency is important in times like these.”
(Note: I don’t know if that’s the speed high speed trains would travel at in the SW universe, so correct me if I made a mistake.)

As this meeting was taking place, a secret project was happening. Under the cover of darkness, a massive space was being cleared out inside of a mountain. This space had been already covered with metal on the walls, and the entire House Dooku droid army was being moved inside it.
-9 Hours Later-
The massive MC-90 cruiser had been squeezed inside, and so the massive hole in the side of the mountain had been covered. Here the droid army would wait, away from the prying eyes of the galaxy, until it was needed again.
(Note: The complex is beneath the mountain but it extends deep into the crust. Therefore, it is able to fit the massive MC-90, various other ships, and all of the droids.)

Toba nodded, it seemed the Duke was mostly on the same page already. The droids option wasn't the top of the list, but it was far enough up that it wouldn't pose any oddities to the construction crews.
-Toba Yes sir. The underground network was already included in the second implemented option. The passenger line was not in the pre-generated package, as the focus was industrial infrastructure. However, such a project would be of limited cost compared to the over total of the project & would be a relatively minor change.

Aderon nodded contently. “This project will secure the economic future of Serenno for years to come. When you are ready to leave, Vinyaya will show you to the speeder. All money that is due will be payed in the method of your choice to the Imperium palace on Lehon. Send your Queen my highest regards.”

Toba, & his two shadows, rose & repeated the bow from earlier. They didn't bother correct the mistaken title of the head of the Imperium. The actual title was a lot closer to Emperor in Galactic Basic, but few sentients in the wider galaxy actually spoke rakatan any more, so it was an excusable error. Once it was obvious they had been dismissed, the three turned & follow the indicated figure back to the speeders.
The payment for the actual building projects was required in nova crystals, a detail that had been included in the in depth report. The crystals had a much more stable value as opposed to the multitude of local currencies or even the main regional currencies. With the added note that he was wooing the Alliance, the regional power with the weakest currency at the moment, the fixed value of the crystals was more or less required. Of course, the actual payments would be in installments over the lifetime of the building project. Once the payment was secured for each stage, that part would begin, with the next part waiting for the next payment. It was somewhat more drawn out than a lump sum, but it was far more affordable for minor planetary governments. It also kept the customers from trying to get out of paying their bills. An important detail in a galaxy where planets changed leadership on sometimes a yearly basis.

Today was a great day indeed, because the planetary scanner system has been rebuilt. There was a collective cheer from the workforce as the machine was activated. Truth be told, not much had needed to be done, but this would allow the SDF to keep track of incoming ships. Also being constructed were 4 massive flak towers, which would serve to shoot ships down of the sensory system didn’t clear them. For now, though, only the sensors were online. In addition, a flak tower was being built in each of the cities.

The first construction task the FV lucrehulk set to work on was the large aquaponics farms located scattered through the world's oceans & seas. The compounds were large & complex, but would require little in the way of organic oversight. From the surface of the water, the farm would look like nothing more than a collection of solar collection arrays & a cargo transfer dock. Of course, if needed, even though could be retracted below the water for protection. On the floor of the ocean however was a different story. Down deep in the water, the farms were a collection of discus shaped building, each sitting a few hundred feet above the ocean floor. Anyone well traveled enough would recognize the general shape & structure as those found on Kamino. Using the power provided from the solar arrays on the surface of the water, the individual buildings were packed with automated farms that grew a wide range of edible flora & fauna. Unfortunately, due to the design, the mix was heavily tilted toward aquatic plants & animal life. Though there was a range of more traditional plants. Grains & similar stock, as well as most ground based animals & large aquatic creatures were simple not possible to raise in such an environment.

With the advent of a new peace setting over the galaxy, Aderon felt it was time that he take up some different pursuits. Knowing the beauty of Serenno, he had grand plans for the expansion of the planet. Though he had once coveted Galactic dominance, he instead decided on a much different sort of enterprise. Though his droid foundries were providing a stable income, Aderon felt that their presence tarnished the reputation Serenno had. With the mere funds possessed by the Counts, it would be simple enough to sustain the planet for millenia to come. Looking at certain cities, he had decided to take on the role of a more elusive sort of system. All the infrastructure was in place, with some cities already completely prepared for this sort of enterprise. With the last of the droid army buried underground, not to be touched unless the need well and truly arose, a new set of security forces had been created. This new group was built off the old one, the Serenno Defense Forces, now renamed the Serenno Guard. With new objectives, they were now similar to ESPO’s, with orders to quash any disorder. Armed with different weaponry, they would focus on the removal of pirates and other scum, along with keeping in line of the thousands of clones being imported. Cloned from the DNA of certain laborers deemed the most efficient, they would serve as the backbone of the labor force needed to maintain the dozens of racetracks, casinos, resorts, high rises, and theme parks being created. With citizenship being granted only to those who could afford it, the planet was soon filled with the wealthy and established. Yachts, pleasure craft, aquatic luxury vehicles, flashy speeders, and the sound of glasses tinkling would soon fill the planet as those who came from the rich would come to enjoy the planet’s beauty, amenities, etc. With free spending came the sort of opulence seen almost nowhere in the galaxy. A shining planet in the midst of chaos.

Far in one of Serenno’s plains, William and his crew were resting. Serenno was one of the few places along the First Order border that was next to neutral in this mess. Though the new Counts had imposed a strictly no Scum policy, a few of those more skilled ones managed to get in. Even though they were technically supposed to be gathering supplies, William and Vanessa had taken the time to relaxin the massive green field. Playing with Vanessa’s hair, he layed in the grass, close to his lover. With her head tucked between his head and shoulder, William was starting to relax for one of the few times in his life. He was not expecting, however, as Gavin and Rae came running out of the forrest, followed by Infi. The two of them sat up as they were about to lock their lips in a gesture of love before turning to their out of breath comrades. Vanessa! William! There are troopers coming after us! William sat up to face an out of breath Rae. She had a look of panic on her face. It was nearly nighttime, so they were leaving soon, but this was unexpected. Picking out 4 fast moving specks in the Sky, beaming blindingly bright spotlights onto the forest. The two of them stood up quickly and began to make towards a road leading to Saffia.

Captain Avalon was in charge of this operation, and he took it very seriously. From a police gunship, he coordinated the speeders in their hunt for the foolish pirates who dared intrude on their planet. Two more gunships were on standby for whenever the imbeciles has been found. With the arc lights cutting through the darkness like a lightsaber on metal, he was confident that the pirates would be found. With checkpoints set up at entrances to the cities, it wouldn’t be long before they were caught. Just then, Avalon heard a beeping over the radio. Picking it up, he pressed his ear against the cold metal, trying to make out the voice over the rush of wind surrounding the ship. This is Flash Four. I’ve found them heading up a side track, it looks like towards Saffia. The Recon Officer who had found them was on the younger side, a new recruit. Lieutenant Bazzi. He was a little too energetic, but he had the skills needed for a quick ascension through the ranks. Well done, Lieutenant. Follow them at a distance. Arc lights off. Use the infrared sensor on your goggles. Turning to the Pilot, he walked to the front of the gunship. Pilot! Tell all units to hone in on Lieutenant Bazzi’s signal! The pilot complied, before steering the gunship towards the pirates. “It won’tbe long now”, he thought to himself.

At first there wasn't much of a change in the work crews. But as rumors spread through the spaced out, but heavily connected workers, things shifted. Work slowed down to a crawl, & eventually halted completely. That wouldn't be too worrying however, as they had completed the parts they had already received payment for. The worrying part however, was the fact that what should have been automatic payments to keep the work continuing had instead be repeatedly denied & returned. A week after the first returned payment, a message was sent out from the Imperium governor that was in charge of the ongoing construction efforts. It was a rather short & to the point request for a personal meeting with the Count Dooku to confer on an issue that had arisen during the constructions. So far only a little below half of the oceanic food stations had been completed, with only preliminary groundwork being done to prepare the primary factory sites for the incoming construction equipment. It would obvious from the working of the message that no further work could be completed until the matter was settled.

Off the coast of Serenno, a new city had been built. Consisting of 3 interconnected rings with large, equally spaced structures coming off them, this was a massive city designed to project power over the area. This was originally intended to be the fortress of a warlord; however, Jedi Koi Deo has cleared it out in order to make room for her new capital. While the city wasn’t yet fully complete, and work was still ongoing on the structures coming off the third ring, it was mostly complete. The rings themselves were several stories high, and consisted of machinery spaces for the rings that anchored the city in place. There was only one way for non registered craft to enter or exit, and that was through the submarine shuttle that ran from Carannia. The structures contained living areas, recreational spaces, large atriums to give the feeling of spaciousness, and all the other things the city would need, including, perhaps most importantly, massive devices that separated the hydrogen from the oxygen in water so that they could fill the city with breathable air. Several smaller submarine battleships surrouded two Leviathan-Class Submarine Carriers as they began making their way out towards several massive structures built by the previous government to produce crops but now controlled by warlords. They would first attack all of the platforms nearer to the coast in order to secure every single one, and then take control of the deepwater ones, where they had a near complete dominance. Koi was on the bridge of one of the Leviathans as it made its way toward the platforms. They carried Acklay-Class Mobile Fortresses and Aqua Troopers to assault the platforms. As they headed into shallower waters, Koi could see shoals of fish swim by, and she took the time to look at all the wildlife. She personally preferred wildness to controller environments, and wished that she could be running through the forests, free of her modest trappings, able to do as she liked. She knew, however, that this base desire had to be suppressed, and that she needed to practice serenity. She pondered on these thoughts as she sat on the command chair, the weight of the responsibilities of her newfound position crushing her like a can. She would have to get through this if she was ever to get anything done.
