We need an HQ at the very least. How we manage communication after that is easy enough, be it holograms as Stevan suggested or great big conventions or maybe a Jedi Weekly magazine, but there's gotta be some kind of palpable, solid base of operations here. The location doesn't matter too terribly much; Coruscant's dead, Yavin might actually serve better as something of a ruin post-Mando War (but that's me tooting my 'let player actions affect worlds and build history' horn), yadda yadda, so Felucia's really as good a place as any if you don't mind the glowing fungus everywhere.
Besides, we don't have the numbers we used to, basic fact. Getting us all in together would go a ways towards an actual unified order.

I can definitely understand why you may have been against centralizing the Jedi Order at one point, Aer. There was a time when Jedi were everywhere practically; an order on Dantooine, Yavin IV, Osarian, Corellia, Coruscant, and Felucia with several Jedi Councils. I also remember a few Jedi Coalitions existing at once, one of them being Corellia. The past times would have been a mess in trying to sort out centralizing the Order. But now, like most other factions, the Jedi are dwindling and now is the best time to centralize with the smaller numbers. Easier to manage through centralization and forming a single Jedi Council instead of many existing at the same time. Exactly what I am trying to do with Malvus in terms of bringing together various Sith, Dark Jedi and generally Dark Side users together to centralize ourselves.
I know that I can offer Crix Stratus's planet of Jabiim as a Jedi Outpost, but I am may drop that in favor of another world (probably one that he can manage in the name of the Jedi Order) or just have him be solely attached to the Order instead of worrying about ruling a planet.
Also, I approve of Stevan's suggestion involving the usage of holo-tech. Not everyone has to be physically present, a holoimage is more than enough to ensure your voice is heard and your presence is noted. I have used holoimaging plenty of times with Malvus and Nicademus, really relieves the stress of actually needing to be somewhere physically.

If I may interject with a suggestion, one way way in which you might be able to handle having a more centralized order while still allowing people to be out and about in the galaxy, even living at other outposts, could be to use the already canon holo-tech. In the movies we see the Jedi Council meeting multiple times where multiple members are present via holo rather than in person, and I have seen this approach work well on other Star Wars roleplay sites as well. That would allow people who are on the council to be "present" at the central location while still allowing them to be stationed at whatever outpost or location they are currently living/working at. This is exactly what we should do. I've been doing this for some time.

No offense, but we're far past the old days. Spreading out hasn't worked for any RP group, nor has any that have been forcibly constrained to a single planetary thread. I know, because I speak from experience upon all sides of the spectrum. Though my character isn't Jedi, as a writer, I think it would be a good idea to have an established base of operations that the Jedi could launch their peacekeeping missions from. Thus, in catering to both sides of the spectrum, and allowing people who've always wanted to write Jedi a place to do so with people that will respond within a decent time frame, the Jedi Order can rebuild and restore itself to glory, far better than the olden days. I don't disagree at all. Of course we need a headquarters. To me, that's very different than "centralization." I just oppose any mandate to withdraw from existing operations and concentrate RP on one single planet. Perhaps you should read my post again, and you would see what I actually said about the old days and why they don't apply anymore.

I have read it several times but that doesn't discount that the Jedi, in their present state, don't have enough people to maintain dozens of temples around the galaxy.
Nor does it even consider how people feel about things OoC.

I also doubt whether we actually need an IC Jedi Council at this time. We need OOC collaboration, but council meetings can waste a LOT of time and, sometimes, consume a writer's entire RP capacity. Just something to think about. Then again, if council meetings become just a forum for making reports from the field, and not elaborate ceremonies for which everything else stops, maybe it will work fine?
Edit: we've created an IC council for the whole Jedi Order at least 3 times in relatively recent history, and it's never worked, because as soon as the council members become unreachable OOC, the central coordination and collaboration falls apart. We need to avoid that happening this time.

Spreading out hasn't worked for any RP group, nor has any that have been forcibly constrained to a single planetary thread. I'm not sure the Jedi Order has ever tried truly spreading out away from their temples. But the more I think about it, my idea of spreading out actually sounds very similar to what Aerandir is suggesting, I was just focused on a differemt aspect and misunderstood him to be suggesting that we be forced to stay on one planet. Please tell me how far this scenario is from what you guys are suggesting: Keep one central headquarters, and everything else becomes an outpost (maybe manned, maybe not. Maybe public, maybe hidden). Leadership, orders, communication, etc, all flow directly though the headquarters to Jedi spread out through out the galaxy, which could be at an outpost, or anywhere else in the galaxy. We get rid of any remaining planetary level councils (Corellia's Jedi Council has been gone for years, except for the sole purpose of administrating our academy, and even that probably can go away at this point). Any significant RP events involving a Jedi should impact and be recognized by every other Jedi (assuming it's something we could know about). We establish some sort of IC communications network and hold most meetings remotely so that we do not leave the field. We don't stack ourselves too deeply at either the headquarters or the outposts. We are not bound by planetary or factoon boundaries, instead, we travel where we are needed.

Make enough replies there? I also doubt whether we actually need an IC Jedi Council at this time. We need to avoid that happening this time. The main thing I want to address is this: I think we should have an "IC Council" of people designated as such IC, but things are still figured out and proceeded with OOC. The IC Council would just be there to have figureheads IC to make things simpler; we never have to do any actual meetings or whatnot, sum things up separately, and we're there so that there are significant heads of the Order people can turn to if needed. Not that that makes any other Masters, like others' (and my own) NPCs, less significant, mind you. So far, it at least seems we're more or less in agreement to designate a main headquarters. We should find a way to proceed with that IC. In the meantime, we should probably also determine alliances, groups that consider themselves Jedi but not part of the main Order (and, as a first, we won't have to label them "Gray" just because they're not folded into the Order). Also we should probably get a list of Jedi locations in general that serve some sort of purpose. I'll start: Felucia - Active Enclave Belkadan - Safe Haven

I have an NPC knight stationed on Coruscant but I think he is the only one, so I'm definitely not going to call Coruscant active. The outpost on Naboo is abandoned, and the temple on Arkania was destroyed.

As far as the Council is concerned, I whole heartedly agree with Aer's idea. I will say this though, one of the issues we have had in the past with the Council, is that we've usually elected people to it that are really quite popular and are more seasonal writer's as opposed to year round wrtier's. Aer is an excellent example of the kind of people we want to put on the council, since he is literally always around on JvS regardless of the time of year, and so almost always can get a post done no matter what.

I'm not too sure about a centralised council. I quite like the idea of Luke's New Jedi Order, there was no council there for ages, just discussion and consensus.

The idea of one location that acts as a " central hub" for the Jedi Order - ie. where any Jedi can go to get assignments, find out where to be trained or be placed with an available Master, and so on - is a great one. As has been stated by others, given that Aer is available and present as often as he is, Felucia makes the ideal location to act as that central hub, so if we can all agree on that, I say we find a way to make it happen IC and then get the word out so that we can at least get that aspect of things up and running. It would also definitely be nice to have a single place that served as "the" official place for important news/ events/ etc. to be posted IC so that all members of the Jedi Order could be on the same page - as it stands currently, there is not really any easy way to keep apprised of all that is going on in the Jedi Order unless one follows all the RP discussion threads, all of the individual temple or academy threads, and so on.
I dig Aer's idea about the council being all or at least primarily IC, since it does make sense to have at least a few recognizable "faces" comprising the leadership of the Jedi Order. I especially like the idea of decisions being hashed out OOC rather than IC given how the latter almost inevitably ends poorly, with things being drawn out far too long. This thread would work out perfectly, I think, as the place to make any decisions the council might need to make/ it would be logical for them to make - we could give any discussions a time frame to be discussed/ voted on, and then the end result(s) could be posted IC by someone on the council in order to make things "official".
And I also like the idea of using holoprojectors and so on to enable writers that want to participate with things on Felucia (or where ever it is ultimately decided to make the central hub of the Jedi Order), as it is a means of doing so without necessarily interrupting whatever other story lines one might have going on elsewhere, and that eliminates the need to do tedious traveling back and forth posts.

We did have good success (albeit short-lived) with a similar model for the Republic Senate: hash things out IC, then announce and summarize them in the Senate. It shopped wokring due to a lack of numbers and availability, I think, more than any flaw in the process itself.

Alright, let's poll this. I want to give enough time for people to see and respond, but a week seems a bit too long to run the poll, so I'll give this four, maybe five days. Would prefer only primarily Jedi characters to vote, and of course, one vote per person please. Let's go: Was going to add one about whether we should have IC or OOC meetings... but I'm certain no one wants IC meetings.
