I think it's kind of a toss up between some of the biggies in the Order of the Eye (Dragi, Bacca, Morti)... They've even made the Old Sith weary to be around them IC.
A good portion (C'thulu, Reign, Feral) WERE scary... like 3 years ago, some even longer, when they actually were still writing these characters.
Others were BAs but turned around and got "redeemed" (Inky). Pissssssh.
And are we talking about; scary destructive? scary looking? scary manipulator? scary smelling? Because there are soooo many places each of the above mentioned could be categorized.

Az was pretty scary IC. Very intense.
Carnifex is a very close second. Horrifying bastards. Most of those aligned withe the mighty Cuke were unsightly enough to haunt one's dreams.

The only one on the list I ever interacted with was ATD, and he seemed to be more bark than bite, given that he got the entire RP canned when it wasn't going his way.
As for my picks, I'd have to say Brask, followed by Tir Kaarn. Those are the only two characters on the site I've ever had any misgivings about facing.
