In Faction Fleet it should be listed as
Heavy Star Destroyer Class (3,201m to 4,000m) (1 Point)

The Faction Fleet bonuses are still pending a revision (which we should have completed by now). I'll see if I can nudge that along. :^)

This is written correctly as-is, actually.
The Heavy class for Player fleets has its length cut off at 3200 meters. But for the Faction fleets, we allow length up to 4000m (the fact that we have them under the same name is admittedly confusing).
There were a couple of appropriate reasons to do it this way.
The best way to think of it is that the Heavy class spans all ships from 1801m to 4000m, but ships larger than 3200m are deemed OP for player fleets, so they're faction-only.

I do see what yer say'n.
But, I think a simple edit would be best if placed in the personal fleet section. just so that this do not confuse player's in the future.
