Needless to say, I think, that section of the Rules and Regulations is confusing, or I wouldn't be here. lol
The page SEEMS to say one of two things: 1) There is a set base allotment for faction fleet sizes, but the "Faction Fleet points" are extras awarded based on how many members a usergroup has. OR 2) The "Faction Fleet points" IS the base allotment, you just don't get any unless your usergroup has 5 or more unique default members.
I get that Personal Fleets still stand even if you have a usergroup, but the way the system seems to be set up really makes having a Faction Fleet a disadvantage, considering four members with personal fleets will outgun any usergroup with the same number of members.
If I'm missing something completely obvious, let me know, but this section is confusing the heck out of me.

The Faction fleet bonus is, as you put it in (1), bonus points awarded to the Faction based on how many members the usergroup has.
I'm somewhat confused by the way you say that it's a disadvantage. But I think this is your misconception: The Faction fleet is not an either/or situation with the Personal fleet. Instead, the Faction fleet bonus is used to supplement the Personal fleet already in use of one of the faction's members (typically a faction leader). (Or, if there's multiple ships obtained thanks to the bonus, those ships could be spread among several of the faction members' fleets)
So let's say for simplicity that there's a group with 6 members. They elect, according to their bonus (for simplicity) to use those points to field a Heavy Star Cruiser Class ship. That means that that ship will, for all intents and purposes, be 'added' to one of the Personal fleets of one of the faction members. Hardly a disadvantage, I think?
After all, I don't see how five Personal fleets [not in a usergroup] will outgun five other Personal fleets [in a usergroup] that also get an additional ship which is larger (and more heavily armed) than any ship allowed for personal fleets.

I know what you mean now, though I was coming from a different angle, one where there WAS no actual faction fleet allotment, PERIOD. JUST the bonuses, which you've already clarified. So when I spoke of "disadvantages" I was thinking that there's a faction out there with four people, and is allowed one bonus point to spend, but considering they are a faction, they no longer have personal fleets in count, and thus, have that one Heavy Star Cruiser Class ship going against the amassed personal fleets of a non-usergroup. Keep in mind, while my confusion was in line with your train of thought, that scenario was little more than a random thought that got an unlucky amount of attention. lol
So I get it now: Personal fleets, counted together, ARE a usergroup's faction fleet, and bonus points allotted by group size are simply added onto to that. Gotcha, and done.
