The Senate Building on Taris was a rarely used conclave, but the Imperials still allowed the free gathering of the elite and political. Given Taris' strategic and economic importance, one would find merchant princes, Imperial nobles, Tarisian elite, and First Order commanders among the gathering, usually convened by the Governor or Lt. Governor of the planet. The purpose of these gatherings? Mostly local measures in terms of the tariffs, taxation, law adjustments, formal agreements on how to use public funds on this or that project, and, most importantly, confirmation of new agreements with companies and acting as a mediator for disagreements. It was a rare form of 'democracy', but it was better to be called an oligarchy, only the few privileged enough to rule the masses.
