Depends who is committing the crime. After all, heads of state and certain delegates are granted diplomatic immunity. But I imagine if some lone wolf was going around murdering people cause they were Jedi, or Sith, or Mando, or a Nightsister/brother than that would fall under such purview. Else all the mandos would have had to have been arrested for that holy war...

So basically all Heads of State of some type of Diplomatic Immunity, there is also a statute of Limitations on most crimes. Where Crimes such as Genocide, etc would not have it. Think of the Sector Rangers' Neutrality like the Neutrality of Switzerland. We are a Neutral third party whose only interest in the Galaxy is catching criminals and putting them behind bars. Essentially the Sector Rangers are a para-military organization whose main purpose is to keep the galaxy safe from criminals of all walks of life.

I think diplomatic immunity extends to a fair number of ranked members of each government, not just the head of state.
I would also like to point out on the side that Interpol can't actually arrest anyone. Their main function is to help other law enforcement agencies coordinate in joint operations & in the sharing of technical services & data. That said, I understand the point y'all were making about being international in nature. A closer example would be an FBI agent compared to state sheriffs. The state laws may vary, but they all agree that the federal laws have to be enforced.
On that note. I think a list of laws that would be enforceable across the map would be: *Counterfeiting *Smuggling (though what counts as smuggling would vary in one region to another. For example, pretty much anything is legal cargo in the II as long as you have a permit for it) *Organized crime operations *Smaller grade 'local' crimes (murder, theft, etc)
Things that would not be would be as follows: *Slavery (The II & the RA don't support it, but the FO & the Hutts do) *Terrorism (The main operation strategy of the RA in many places. After all, one man's freedom fighter ...) *Genocide (This is one of those crimes that would likely be state run in this situation) *Environmental crimes (Again) *Crimes against sentience (Again again)
Now some of those could be enforced in some nations & not others. Basically, you would have your list & the agreement with each nation would list the ones they are willing to let you enforce within their borders. This is just my guess, but the FO would likely only agree to the 'terrorism' line from the second block. While the RA would agree to everything else. Hutts would probably pass on the Environmental & Slavery. The II would be the only one that would agree to a full sweep. For the smaller neutral planets? Who knows.
Basically, avoid anything that is done by the government or military of the groups. Focus on crime by non-government people. Every now & again you might find that the target you have been tracking turns out to be a government agent, & then you have to step back & let them clean their own house. That would be the case regardless of whose territory you find them in. Now, if you find them in foreign territory (such as a RA agent working in the FO) then that is were the agreement has to be set up before hand on whether you tell the RA, the FO, or both.
