While designs like the Kandosii & the ISD spread their focus into a wide range of fields, the Keldabe exists for just one purpose. This purpose is the domination of the local battle field. With the exception of hanger space for fighter craft, the design is made to ride straight into the middle of enemy formations, dealing out damage & taking just as much in return. It is a brutal, unsubtle platform fit for the most bloodthirsty of warlords.

I'd also turn the offensive category down to a 4, considering the Recusant isn't much larger, more heavily armed and is only at a 4 for offence.

A fair judgement, except for the fact that it is listed as being able to slug it out with the ISD in a one on one fight (though it lacks the utility features of an ISD).

Listed where? If it's not listed on Wookieepedia, it isn't considered Canon, therefore it isn't a valid argument and is taken off the table.
EDIT: My apologies. I found it. But just because it can compete with an ISD doesn't mean it deserves a 5 in offense. It has less than half the armament an ISD does.

Empire at War, It is used as the Zann ISD analogue. Rebellion Era source book (Wizards of the Coast system, the West End Games system predates the design) it has the same challenge rating as an ISD. & on the wookieepedia article itself, it is listed as "Ships of the class were able to compete with the Galactic Empire's Imperial-class Star Destroyers."
This means that in every source I have access to (disregarding the appearance & stats given in the newest RPG system, as I don't have that info) it is listed as roughly on par with an ISD

And that's fantastic. We only roll off of Wookiee Legends/Canon for our source material, however. And it says compete with, not beat. Given its weapon count, it isn't enough to warrant a 5 in the offensive category.

After looking at the Wookieepedia entry for both the Keldale and the ISD, I have to agree with Viox on this. The Keldale is completely outgunned in armaments and in the complements, and like he said the Keldale maybe able to compete with an ISD but it would never beat it.

An Imperial I has 60 turbolasers (same as the Imperial II) vs this ships 25. The Nebula-class, which was built to be a match for an Imperial II, has 40 turbolasers. Based off of other variations, which have greater armaments than the Keldabe, it is definitely outgunned in many categories. This definitely warrants a 4, Admy, not a 5.

You have to take into account the size difference as well. The ISD is one size up & will have a bonus to both its (O) & (D) stats (exact bonus depending on how the size bonus playtests work out). So for it to be competitive against the larger ship, it would need a high stats. Agreed though, that if it was in the same size rank as the ISD, I would more heavily lean toward it having a 3 or possibly even a 2 rank in Offensive.
Side note: did drop it to a 4.
