I don't think I have to elaborate on the why of this proposal, we need to resume our Galactic-wide activies and re-open our wider economy. As Yrabbo pointed out to me in occasion..."

I wholly agree, High Moff. We will need trade and possibly allies if we are to survive in these early stages of our state. While many in my organization are not quite suited for diplomacy, I can send some of my lesser servants to serve as escorts for our diplomats.

The statement, involving the various CSA conglomerates and monopolies, was quite the bold statement. The original Direx Board, the executive authority of the CSA, had fifty-five members, all of them business executives. On top of that, there was a long list of affiliated companies, signatory sponsors, voting sponsors, and contributing sponsors, all of whom made up the Direx ranks. Some of these people who very very powerful individuals, representing companies like Tagge Company, Rendili StarDrive, Kuat Drive Yards, Bank of the Core, Cybot Galactica, SoroSuub Corporation, and more. There were certainly a number of companies, more the local kind, that would face such punishment. Admiral Saren felt he needed to speak up about that matter, causing him to turn to the High Moff.
We should be careful on who is to be punished, High Moff. The ranks of the former Direx Board were filled with people who represented powerful corporations. If we are too severe, some companies may pull support and funding from the Corporate Sector in light of the governmental change. Something that cannot be lost.
Saren wasn't an economist like the Hutt adviser, but he could feel the thin string that could easily break if companies felt that the Diarchy was too draconian. He suspected that Torkan had a plan in mind, but it was either he speak up or say nothing. The Admiral tended to do the former. Something that Zariel would know better than anyone else here.

"Admiral Saren, we simply nationalized the assets of several companies which were held by board members who decided to question my adquisition of the CSA, first and, later on, plainly refused to be integrated into the Diarchy itself"
Explained the High Moff.
"Those include the likes of Corporate Sector-based companies like Park Holdings, Pri-Andylan Propulsion Systems, SecuriTech, CoMar Combat Systems, Rossum Droidworks, Delban Serv-O-Droid, the Drearian Defense Conglomerate, Ulban Arms, Ulig Abaha Limited and Unlimited Horizons Incorporated. All of them, if you see, are companies focused either in armament production and development, droidworks or propulsion systems. All those companies have been the ones providing us with the required assets to build new ships like the Aniquilador and equip our troopers effectively. However, the continued collaboration of the greater companies, like TaggeCo, KDY or Cybot Galactica has been pending, cause we have shut of trade and closed the borders. I want these affairs handled, part of which I suggested we shall send envoys to the Greater Galaxy as soon as possible. Our envoy to the Empire shall negotiate with KDY and Sienar, the one to the Sith with SoroSuub in their planet of Sullust, whoever is sent to Dac with the Quarren engineers and the MonCalamari shipyards. And so on. I hope I made myself clear"
He clasps hands while the Hutt looks on.
"That is why Lord Yrubbo is much needed, he was one of the fifty-five board members, owner of several of the companies included in its ranks, and he knows how to navigate the financial world, which, I assure you, is as dangerous as an open battlefield; believe it or not. Now, we rule over hundreds of star systems, the sector's economy is of great concern to me and resuming contact with the other factions is of the essence"

Zariel watched the exchange between her new Admiral and fellow Diarch. This is one reason she valued the man. He had never been afraid to speak up to his superiors. The Inquisitor was no economist, or had a head for numbers, beyond what was needed to pay her troops. Just one of the reasons she needed this Diarchy. But it would seem a plan was in place, along with other steps to ensure the economy remained stable. This was enough for her. And if the Hutt betrayed them or failed, she wouldn't hesitate to have him dragged before her in the Cathedral.

Silas sat in silent contemplation as the discussion continued to move forward, with Atash presenting a Hutt and Phindar forward as collaborators of the High Moff's. It was an odd choice for one such as Atash to have non-humans filling such pivotal roles, especially given the obvious superiority of humans over such aliens. In fact, much of the Empire was built on the notion of humanocentrism. But here Atash was, using aliens to fill some of the highest echelons with such scum. If anything seemed to unite those seated around the room on both sides currently, it was their common disdain for the Diarch's choice. Even if the Hutt was as pivotal as Atash seemed to claim, it did not seem to put any of them at ease.
Silas made a mental note to keep close tabs on both of those introduced, so that the moment they slipped up, he would be ready and waiting to present their traitorous heads to Zariel. For now, he continued to watch and listen. Making plans for the future

The Diarch convened the High Command to discuss pending matters of great importance, like which status to give to the first conquered world beyond CSA space. Thus, all high-ranking members of the nascent Imperial regine would attend such a reunion in the grand meeting hall within the safe walls of the sprawling command center. Torkan, as always, wore an impecable uniform, as well-trimmed and decked as any previous occasion.

Having returned from her previous mission at the Maw, Azrea Thrune arrived next to the High Moff while prefering to stand rather than to take an offered chair. Compared to the Sovereign Protectors around her, the figure of the Royal Guard looked almost unique and more traditional - a reminder of what was once the Empire's elite, the bodyguards, that once formed the shield between the Emperor and his enemies. While even then the Emperor wasn't helpless. Although Azrea despised this petty meeting of imperial officers as she usually did, her oath towards the Grand Moff was always the silent reminder that these traditions of the Galactic Empire still lived on within the Diarchy. Atash's protectors were handtrained by her and probably had the potential to even win a fight, where they were outnumbered against expierienced warriors. Yet, even they faded in the presence of Azrea, as she didn't even seem to move a muscle when she stood there. Always vigilant and always prepared, her arms folded. For betrayal doesn't bother about ranks and was always something she suspected in others.

Unlike the meeting before, Admiral Saren would not be present in person. A holoimage of him would come to life, on a device, brought by an aide from High Command. Vidarr was still heavily involved with the ongoing naval reform and had become quite focused with the shipyards at Bonadan. A transmission had been sent, politely excusing his physical absence, but still stated he would be present by holoimagery. Even now, from the deck of his old flagship, the Hercules, Vidarr occasionally glanced at the ongoing construction at Bonadan. With Telos IV captured, and the Hydian Way wide open, resources, namely from their Imperial neighbors, the First Order, were flowing into Bonadan by the tonnage and helping with the reformations and upgrade of the Diarchy Navy. Soon enough, Torkan and Zariel would have the navy that they desired.

—It was still an odd sensation, being present in such a meeting. For too long during his time with the CSA did he desire to be within the highest ranking members, allowing him to always be in the know. The Diarchy had seemed to present a better opportunity to ascend the ranks, especially given the war that raged. It had proven to be a wise choice on his part. A large, new, start of the art fleet was granted to him alongside his promotion to Rear-Admiral.
And though he basked in the glory he had fought for over the many years of his military career, being here in this room seemed a bit surreal. In one aspect, he was a soldier that preferred to be on a ship in thick of battle. The others part was simply the fact he was here. Looking around, he took in the sights of who were present. Diarch Torkan was already present with his guard, Azrea. Admiral Saren was present through hologram as the rest of the Admiralty were present in some capacity. His fleet was near the system when the call came and elected to attend this meeting in person.
Dressed in his red uniform, complete with his Rear-Admiral insignia, the man waited as the remaining members who were summoned arrived and for the meeting to begin.—

Much like Saren, Silas had been otherwise engaged with his duties as the Eye of the Inquisition. Work was currently underway converting the former Jedi Academy on Telos IV into a proper outpost for the Inquisitor's of the Diarchy. It would serve as a training ground for those wishing to rise through the ranks, as well as an outpost for those conducting missions along the Hydian Way and beyond. The monochromatic blue visage of Silas appeared above his assigned seat at the table to the left of where Zariel would be otherwise seated

"Regards"
Said the Diarch dryly. He clasped both hands before his face, resting its weight on them.
"As everyone here knows, Telos IV has been subjugated. There was a paltry resistance from a pitiful cadre of so-called Mandalorians"
He changed posture and clicked something on the tabble before him. A projection of the conquered system hovered over the polished surface.
"The system is rich. The landmass dedicated to agriculture is significant. You know that our forte resides in our plentiful ore reserves and mineral-rich worlds. But to feed the expanding population and house more colonists within our borders we need foodstuff. Telos will come in handy. Not only the world is fertile, but also several moons in the system"
Data flickered on everyone's datapad.
"But, it is not an integral part of the CSA and, thus, has no proper administrative infrastructure, neither can it be treated just like another world in the Bonadan system, just to put an example"
He raised an eyebrow.
"I suggest we erect a governorship over the planet, with a moff at its helm. The first of many. Eventually, every conquered world shall be part of a march of systems that will guard the core of our domains, the Corporate Sector"
The map changed, showing expansion lines across the Tingel arm.
"This is ours for the taking. Stopping there, respect given to the Emperor in Coruscant"
A border was marked, that of the First Order. It was also hinted that Nicademus was considered a pretender, yet not the rightful emperor.
"Each conquered world and system shall be overseen by a moff, until they are again a college, a council of moffs to assist us in the governance of the nascent Empire, following the template of His Majesty, Lord Palpatine and all those who led the rightful regime of this Galaxy after him"
He clasped his hands again.
"However, we might have trouble with neighbouring powers: the Jedi Lords, that foolish pretense of a faction, and the Mandalorians. I believe the former to be of a greater concern, all things considered, and maybe our steemed Inquisitors are thirsting for a venture against those Lightsiders. The beskar-clad warriors are of little importance, isolated and self-centered. I have reports about their new leader, Mandalore the Gardener, he seems focused on growth, so they shall be no threat, for now. But Mandalore is ore-rich and could be a potentially desirable annexation, in due time"

The holoimage of Admiral Saren shimmered a bit before he responded.
It was the Empire's folly to underestimate an enemy, High Moff.
His gaze turns to the Diarch.
The Imperial occupation of Mandalore was costly and our predecessor had a galaxy's worth of resources compared to the mere fraction we control now. Our intelligence may indicate that the Mandalorians are focused in internal growth, that doesn't make them less of a threat. Our late Emperor underestimated the Mandalorians, the Rebel Alliance, and many more... he was even a fully trained Sith and had powers beyond anyone in this room. Yet, these miscalculations ensured our ultimate defeat.
A defeat that all present were too aware of.
If we are to survive in this galaxy, we should never underestimate anyone.
Vidarr had experienced these firsthand during the many jumps between systems that stretched his crew to the limit, prior to joining the foundations that became the Diarchy. These experiences hardening him over the course of years. The recent battlefield at Drog proved that as well, considering the trump card the Corporate remnant fleet had hidden away carefully. They had been tenacious to the very end... despite their hopeless situation.
We must be vigilant in a galaxy that is ever-changing.

Said Torkan without moving a muscle.
"I was a director of the Bureau before you wore the uniform of a sargeant"
He gestured with his left hand.
"I am just long-term laying the vectors of our expansion and categorizing our potential threats and venues of conquest. Just that. As in any other military briefing"
The Diarch clasped his hands.
"Until the Tingel arm is under our full control we won't be able to engage in a war against one of these neighbouring factions. Unless they provoke us into one by attacking"
He keyed something before him and the projection disappeared.
"So, tell me, Admiral, how're the tasks assigned to you proceeding?"

Admiral Saren knew he had to speak nonetheless.
It would be the neglect of any subordinates role to, nonetheless, be a voice of caution from time to time.
A number of times, Commander Cardas, his second, was that voice that needed to be spoken. Ensured the Admiral lived to be an Admiral and not be one of the many corpses that likely floated from star to star within this immense galaxy that they lived in. Vidarr learned that it was better to speak as such. As a result, he had been the very same voice to Zariel prior to the Diarchy's formation and presently.
At the mention of the reforms, Saren's holoimage moved as he reached to key a console near him. Thorough reports were being sent to the High Moff as a result. The Admiral had been keen to keep the Diarchs up to speed on the efforts at Bonadan.
The shipyards are running at full capacity as we speak. The latest campaigns, against the CSA remnant and Telos IV, proved the capability of the new warships and starfighters that the Military Research division has crafted. I have even considered taking an Imperial III as a new flagship to bring my own fleet up to speed.
Once more, another report flowed in after keying a console.
I have also ensured that new crews are being drilled for ships and pilots educated for our corps. Fresh and able cadets for our expanding military. Myself, and the senior staff, have begun to hand out long awaited promotions, namely to those below the rank of Admiral. Rear-Admiral Vasili, who is with us, is among those who received an elevation for their merit and loyalty to the cause, High Moff.
Saren's holoimage gestures to Lucius as a result.
I have also begun... inquiries into lax commanders and suspicious officers. Our military needs staffs of active and capable leaders. We cannot let the corruption of our past continue with us. Once that is complete, I will have a report sent to the two of you and to our Inquisition, High Moff.

If it wasn't for Saren's absence nor her loyality towards the High Moff, Azrea probably would have killed Admiral Saren for his treacherous claims regarding the Emperor's failure regarding Mandalore and the Rebel Alliance. Failures in the eyes of those, who were blind towards Palpatine's foresight and who forgot, who made them Imperials in the first place - not better than the false usurper at Coruscant currently, if they wouldn't have chosen to serve the Diarchy! Yet, despite the prior outrage, the Royal Guard agreed at least with the individual in question when it came to declaring war upon Mandalore directly. As much as she would have desired to shoot these traitors to the Empire down at Telos IV, the reality for the Diarchy meant that they had to take any negotiation offer they could get in order to secure their own position as a Remnant within the galaxy. Once the time was right and the moment to strike was given, there was always the possibility of letting the masquerade fall and to restore order towards the Empire. The Imperial Navy was in Azrea's eyes nothing without the Emperor, whose will alone was capable of making the crews aboard entire Star Destroyers more capable, but she agreed when it came to sorting out officers. Incompetence was a problem among many Imperials and the past warlords had shown this directly. Without people like her mentor this decadency would have costed the Empire any chance to reunite the remnants into one major faction at all.
Thus she kept silent for the moment despite her mixed feelings about Saren and the Inquisitor. Although she still distrusted the fellow Diarch, Zariel was in terms of power closer to what once Darth Vader was within the Galactic Empire. Even though the Royal Guard served in the end the Emperor and currently the High Moff in the Emperor's absence, she nontheless felt some slight respect towards the inner council around her. She might disagree with them, but in the end they were like-minded Imperials. The vision all people gathered here was the same, even if it varied slightly. Yet she remained still on guard, for the enemies of the Empire were always ready to strike, when it was least expected.

Said Torkan, as many others on his shoes had said before, like Grand Admiral Thrawn.
"I've seen the reports. Our war machinery performs admirably and the new fighters are tremendously powerful. The bombers melted through older ships' hulls with extreme ease"
He clasps his hands.
"I will soon have a project for our shipyards that will keep them busy for the time being"
Added the Diarch. A cherised project of his, an imposing ship to proclaim the Diarchy's might.
"Discipline, loyalty and order are key. I want no rabble among our officers and tripulations. The requirements to access to higher ranks shall be strict and based on merit solely. I want not the decadent ways of the CSA, based around wealth and relations to intoxicate the chain of command. I want the old ways purged. This shall be an Empire, united around order, law and control. We don't want incapable officers in charge of our ships. If draconian measures have to be adopted, so be it, it'll have my seal and approval. But I want the corps of our officers to be as disciplined as the underlings who served Tarkin himself"

—Lucius listened as the High Moff began the meeting, the very start speaking of their newly acquired holding of Telos IV. He had not been present for the battle as his attention had been directed with his promotion in dealing with the remnants of the CSA. The discussion did bring about an interesting thought within the Rear-Admiral’s mind. To become a Moff and govern a world all his own within the Diarchy. It was an appealing prospect considering the advanced it brought with it. He was a being of ambition and desired to climb the ranks in every fashion he could.
Yet, the more he thought on it, there was a dark lining to it. As a Moff of the world, that would be where his attention laid. He was a warrior and soldier, his greatest desire to be on a ship in the middle of battle. Taking leadership of a world would remove that ability aside from protecting the planet he watched over. As such, it was but a quick decision that such elevation was not in his best interest. However, other opportunities for advanced still waited before him. He just needed patience.
Then came the discussion between the Admiral and the High Moff, discussing the matter of the Mandalorians. Whether it was a disagreement or a misunderstanding of words was anyone’s guess at first glance, but even Lucius, for all his styles a d tactics of battle, knew the Mandalorians were to be respected. He had heard stories of he people they were, a culture of warriors that sought out the toughest of opponents, even seeking battle with the Jedi. Throughout their history, some changes to their society had come so trying to guess where they truly stood at this juncture was an unknown.
Though, he had thought to voice his own thoughts on the matter, the discussion moved on swiftly, covering any thoughts he would have had himself. For now, he remained quiet and attentive, ready to step up and vocalize his feelings should the need arise.—

Silas stood silently as Torkan recapped recent events and mused about what to do with Telos IV, before going on to talk of his future plans. Before he said anything, Admiral Saren already put forth the concerns Silas had about Torkan's concerning view toward the Mandalorians. True, the Mandalorian's were inward looking meaning, but that just meant any unprovoked attack would only end dearly for the Diarchy and it's fledgling power. Not even the First Order had tried subjugating the Mando's, and it stood in possession of nearly a 1/3 of the Galaxy. And while Torkan passed it off as future planning, Silas made sure to not it down as well as mention of the Jedi Lords. A faction that was one of the Diarchy's closest neighbours.
In truth, the Diarchy was hemmed in by the Jedi Lords, The Quarren Dominion, and a group of Sith that had taken residency in the Sith Worlds. His agents had reported Blakcguard Reborn forces were there previously, but a new banner hung upon the worlds. Beyond their most immediate neighbours, stood the First Order to the west, and the Mando's to the south west. The Coalition and the Hutt's rested much further out. Even with their alliances to the First Order and the Quarren Dominion, the Diarchy would need to be careful and grow their ranks considerably if they ever hoped to break free of their shackles and remove the usurper on Coruscant If you need any help with your inquiries Admiral, know that I would be more willing to provide any assistance in this task that I can. Admiral Saren's holoimage turns slightly to address Silas Darkstar.Maxir, and the Gang of Five, have been most helpful in the preliminary examinations.The Dark Jedi had their worth in the Diarchy. He wouldn't need much right now, but once things went into full swing, the Admiral imagined that the Inquisitors would flood the ranks of the Navy to weed out those that were deemed unnecessary and worthless to the future of their nation. They needed to work quietly, for now, but soon enough, the thunder would clap over their heads of the suspected and guilty.Once the report is sent through, I will definitely expect the full cooperation and support of the Inquisition. Your talents will be useful and much needed when the time comes. For now, I am trying to keep this... quiet and under wraps. We don't need defectors and troublemakers after all.
