*A sprawling complex housing the High Command of the Solenbaran Diarchy. The towering large structure dominates the surrounding area. Well protected it's defended by several turbolaser batteries and its own shield. All the military operations in the Diarchy are conducted from this place, as is all the planning and all the logistics attached to the war effort.*

The High Moff convened a meeting on the High Command complex, deep within its fortified bowels. He waited for every high-ranking officer and representants of the various branches of the Diarchy, sitting at the head of the meeting table; the multiple scarlet shadows of Commander Thrune and her trainees standing guard behind him. The commander's efforts were slowly producing results and the basis of an Imperial Royal Guard was already visible; Atash had personally chosen to make such a display before his underlings and associates. He reviewed some files before the first attendant crossed into the large meeting hall.

Captain Saren had appreciated the much needed rest after Mondder. To sleep in a bed for an extended period of time helped refreshed the officer as well as that of his crew. With all of them in a better state, mentally, they got to work with the Diarchy as diligent as before. Vidarr had been in orbit when the meeting was called. He was reviewing the damages to his ships and the losses in the recent Battle for Etti IV. Some ships would be cycled back to Bonadan for much needed repairs and requests were put in for new recruits to fill in the gaps. Leaving the remaining work in the hands of Commander Val Cardas, the Imperial heads back to the surface and to the complex that was High Command. Vidarr enters the conference room, saluting the High Moff before moving to take his seat among the other officers present. He adjusts his hat slightly, making sure it was firmly where it should be. He wasn't a high ranking person, but his attachment to the Lady Inquisitor's command, for all these years, did give him some influence and seniority. The future of the Diarchy could finally be discussed with the rebels on the run and their linchpin of their unity now in the hands of the Diarchs and their subordinates.

Zariel arrived soon after Vidarr with Silas Darkstar in tow. She took her seat at the opposite head of the table and indicated for Silas to sit to her left. The inquisitor spotted Captain Saren and motioned for him to take his place at her right. This would be an instance where she would show what loyalty and excellent service to her and the Diarchy in general could bring one. Vidarr's excellent coordination at the Battle of Etti IV had impressed Zariel and she wished to see him promoted. But that would be a matter to be taken up during the 'new business' part of the meeting. Jolin and Vara reflected the guardsmen that Atash so confidently showed off. Now that the boarders of the Diarchy had been secured and everyone had settled into the new capital, Zariel was far less eager to continue the competition between the two leaders, instead she had new things to focus on, such as finally breaking the Lightspawn and seeing what information Silas brought with him. As long as she remained an equal partner, she was content. But this meeting would set the tone of if she could relax or if the proverbial arms race between the Diarchs would continue. With her fingers steepled and a friendly nod to the High Moff, she was ready to begin.

The newly anointed Eye of the Inquisition followed Zariel into the chamber where this meeting of the Diarchy's High Command was being conducted. As he walked the room, his gaze scanned the crowd, looking for any familiar faces. Some seemed like they had been serving since the days of Plapatine, but there were also many fresh faced Imperials he had never seen before. As he took his seat at Zariel's left hand side, his gaze settled on one of the Naval Officers that the Lady Inquisitor motioned to join at her right hand. He made a mental note to learn more about this man later on, unless his identity came up during this meeting.
Silas then shifted his attention across the table to where Moff Atash Torkan sat. Despite the number of years it had been since he had seen the Deputy Director, little had changed about the man. Except perhaps his choice of fashion and a few more grey hairs. As to his retinue of Imperial Guards, Silas did not recognize any of them as having served Palpatine. Though he had certainly heard about various Warlords and Claimants to the Throne since that time making use of them. In any case, he sat silently and waited, knowing that it was not his place to speak first in this particular meeting

Another man stepped forward from a corner of the room, placing a hand over the top of Atash's chair -the High Moff exchanging a glance with the man-, before moving on and taking a seat in his proximity. His snarl was venomous and he exhibited sharp canines. The clothes he wore belonged to a long-lost order, a lightsaber pending from his belt. He pierced Silas' with his gaze.
I know you, prophet...
A voice hissed in Darkstar's mind. Atash, who wasn't sensitive to any of those things remained unchanged, but he did remember the man that had arrived with Zariel, vividly. An Eye of the Emperor, prophet of the Dark Side... he felt a cold drop of sweat down his spine, but he dismissed any thoughts around the matter for the time being. He coughs and clears his throat:
"The Diarchy has crushed any resistance! The slavers are rounded and exterminated, the survivors scattered like spacedust! We're victorious!"
He said, aloud, gesturing with both arms. However, he then returns to a tranquil stance, placing both hands extended before him, on the table.
"Still, there is much to do. The previous months have served us well, new facilities have been constructed, a government established. But, things have to be set in stone and properly organized, if we appreciate something in this chamber is, above all, law and order"
His eyes inspect everyone's faces.
"The head of this Diarchy remain unchanged, there is not a ruler but two, who share the power equally as was agreed beforehand"
He looked across the table.
"Still, for the sake of clarity our roles should be clarified. My colleague, the Inquisitor, does not concern herself with the chores of administration, which are more mundane than the ways of her religion, that, in turn, are beyond my expertise"
Torkan clasps hands.
"I will retain the control over both the bureaucracy and intelligence, which I believe are more my forte than anything else and, after all, I was High Moff before the Diarchy was signed and agreed upon. Governor duties are my prerrogative and, do not be fooled, both my duty and my burden. Is this agreeable to you?"
He asked, looking to Zariel.

The commander's efforts were slowly producing results and the basis of an Imperial Royal Guard was already visible; Atash had personally chosen to make such a display before his underlings and associates. He reviewed some files before the first attendant crossed into the large meeting hall. Mustering so far everything from behind the scenes, Azrea alongside those few, whom she considered the best among her soldiers of Death Corps, was observing the meeting silently as usual. It was hard to fulfill both the expectations of the High Moff and her own ones, when it came to forming the Royal Guard, as she was hardly pleased by the results. With the conquest of Etti IV concluded, barely any progress was made, given that Azrea's own forces had been locked in space, wheras the real fights were handled by the Lady Inquisitor and her hounds - which meant that there was no real opportunity where those, whom the Royal Guard Commander could test in an actual combat scenario for life and death. If it was solely by her own decision, she would stand there alone, those potentially being worthy just wearing the blazing red of the Diarchy's new elite Stormtroopers without the coat and ceremonial pike, as by yet there was still not enough trust into the abilities of the best of the best. Yet, a ceremonial guard looked better if there were multiple of them present - and sadly Thrune had to cut her Imperial pride for that moment to a point, where she decided that a hand full of her best soldiers were probably a disgrace for the Emperor's personal guard, yet good enough to at least prevent any obvious assassination attempt on the High Moff. And after all she owed him at least that much.
It was no surprise to Azrea, that the Lady Inquisitor would come along with familiar faces. The captain from last time had showed up as well, holding apparently some worth towards the force user. An information she would keep in mind, as she would probably need to obtain more informations regarding this individuum and their loyality towards the Imperial Remnant. The other visitor though wasn't known though and thus caught the Commander's interest. She didn't recognize the hooded man, but given his style of robe, it wasn't hard to guess that he was no ordinary person. Another force user? Thrune remained so far calm, as it neither mattered if this was the case. Unlike her bodyguard she would long for the challenge to combat two force users at once, if it was only to proof herself before her former mentor, Natasi Daala, and the one true Emperor, Palpatine, in a way to honor the memory upon both of them. The chances that she would get this chance soon was unlikely, given that the Inquisitor herself had kept her word and was assumingly content with Torkan's achievements so far as well.
Yet, Azrea knew that she would hardly be able to trust her. Just looking over to her, Inquisitor Zariel, the Royal Guard had already witnessed a brief moment of her silver tongue, words coated in silk wheras the daggers remained so far hidden, yet readied. With her own force pike in close reach, should it ever be needed, the Commander neither kept it different. Time would tell if these people would live up to the ideals of the Galactic Empire or disgrace themselves from it just like previous warlords before them.

The slightest of smirks appeared on Zariel's face. The Moff was right in part. The Inquisitor was not well versed at leading a civilian population, but she was an Inquisitor and despite her usual heavy stick approach, knew the value of gathering intelligence and had many in her organization who were quite skilled at it. Her cold eyes rested on the High Moff for a moment as she straightened out her reply. This had been a conversation she had long anticipated. But now came the time to put her own vision into words, a vision that would hopefully be found acceptable by her counterpart. Her voice was slightly less board than it usually sounded, if anything, driving home the point that this was not something she was attempting to blow off or be uninterested in.
High Moff, you speak true. I am no governor. I am a warrior and leader of soldiers. I have thought a great deal on where the division of powers should be drawn between us. And I believe I have a line that will be agreeable to both of us.
She paused mostly for dramatic effect, but also to allow the High Moff an interjection if he wished, but none the less she continued.
You should continue heading up our administrative efforts; the overseeing of civil law making, the distribution of funds, and so on. I shall be our Commander-in-Chief of our armed forces. Now, I believe Intelligence gathering is a skill we are both suited to, given our previous rolls in the Empire. Therefore I suggest we split this duty. I shell, as an Inquisitor and head of that order, will watch internally, insuring we suffer no dissidence or internal threat. While you shall look outward, keep tabs on our rivals and run counterespionage. Finally, I believe that our Department of Justice should be a neutral party from either of us. You and I will take turns appointing high ranking judges, with the other Diarch's approval of course, but after words, that duty will fall to the Judges to appoint lower level judges...
She paused for a moment, but then she seemed to remember another thing.
Oh yes, and of course, our Research and Development. It is my opinion that this is another department that would serve best under both our supervisions. Given how passionate for it you and your staff are, and how much of that R and D is directed toward the Military.
Another pause, this time though she nodded.
Well, what do you think of this proposal?

"Thus, two branches can be laid effectively, that of Order and that of Enforcement"
Said the High Moff.
"You will head the Enforcement: internal security, armed forces, defense, prosecution of wrongdoers and dangerous individuals"
He enumerated.
"And I will lead our administration and oversee the legislative apparatus, as you very well say. I will, thus, keep our new Order running"
He paused.
"The research shall remain independent, we only will have a joint supervision of their developments, because, I do believe it's better to let our researchers be, without a heavy pressure of being overseen by overzealous administrators. I thus suggest the leader of research shall be elevated to the rank of Director, equivalent to that of a Moff"
Atash looked at her from across the table.
"We are keen on intelligence, I concur. And, I do agree, I shall extend my tentacles far and beyond, while you and your hunters focus on the matters at hand. It's a fair distribution of the Intelligence duties and your Inquisitors shall excel at keeping peace within our borders"
He scratched his salt-pepper beard.
"The suggestion about Justice is a sound one, it shall be done. We will appoint high judges at turns, but the lower level officials shall depend on them. That, as much, is fair and guarantees Law is properly applied on our territory"

As the shadowed form of Rago Ap-Tunfass appeared from a corner and moved behind Moff Torkan, Silas subtly shifted his gaze to examine his old associate. It had been quite a few years since Silas had last seen the Dark Side adept, but he remembered the man well. As a Prophet of the Dark Side, Silas had been introduced to the vast network of Dark Side agents within Palpatine's Empire. Rago was one of those agents, and as far as Silas remembered, the man was a brute.
His gaze followed the Dark side Adept, while noting Atash's reaction to seeing him. He suspected the High Moff remembered well what Silas was capable of and wished to keep his own secrets well hidden. Silas merely offered forth a smile as he remained silent while the two Diarch's discussed the matters at hand, sorting through and settling upon the division of power going forward. Without so much as a sign of struggle, he pushed back against Rago It's Eye of the Inquisition now, actually... I see you still yet live cousin... I'd recommend you tighten the leash on your dog, but... I think we both know who holds the leash in your relationship...

Tunfass' mind was corrosive, a whirlwind of darkness. His thoughts were cold and sharp, hard to grab, like knives. He was too deep within the dark, too convinced of his role and too firm in his devotion towards the Sith that one lorded over him.
All you ever did was talking, Darkstar...
Hissed again the voice, like spoken behind teeth.
I'm now a hunter, a Moff's Hand... and I belonged to the Elite of our master in Vjun!
Flashes of the reborn Emperor dance through his mind. The silent admiration shared with Sedriss about Vader. The dark and ominous figure of Executor Skywalker. A ship so large that eclipsed the stars.
Those curs managed to slay our... god in thrice-cursed Onderon!
There was a hint of despair.

Silas might have grinned at the reaction he managed to goad Rago into. But he remained as smiling outwardly as before Come now, Rago... We have known each other for so long, at least use my name when you try to insult me... He did not back away from Rago's mind, even as the memories flashed by. Events that Silas had seen in his visions and witnessed from afar. Why Rago seemed so attached to Atash and still served the Moff seemed to escape Silas for the time being God's cannot bleed cousin, even you should know that... Our Master, rest his soul, whilst powerful, was no god himself... There was a quite pleasure Silas seemed to take in Rago's despair, while seeming to kick the brute while he was down with his words Yes, here we are, on either side of the board, on a new world... but with the same old story for you. Zariel nodded along behind her steepled fingers as the High Moff rephrased in more flowery terms what she had proposed. Glad to see he also agreed with much of her suggestions and his modifications to wishing the research department to also be primarily independent seemed to have merit as well. So as he finished Zariel gave one final nod and spoke, slipping back into her usual tone.
Yes, I can see how having too many hands on the controls of the research department could stifle their creativity. And as always you have an excellent way with words, High Moff. Order and Enforcement. It has a strong sound to it. Joining our strengths in this way will make us a formidable force indeed. What started as an alliance of necessity has grown into a partnership. A wonderful thing.
Zariel had sensed the shifting in the Force as two of the men at the table seemed to be matching wits in the Force. She would let it be for now, but prepared herself mentally, in case things did get... unruly.

The Sith that now live are but a mockery, a pretense, none of them belong to the line of Bane... cursed they're to the hundredth generation.Dark tendrils of thought came an go, but Rogo was no match for Silas in a battle of wits, so the adept only mantained communication. Don't understimate Atash, prophet. There's no king without queen, granted, but the same is true... The voice seemed to cower before Silas a bit, before raising in defiance again. Suddenly, the cold tentacles were retreating from Silas' mind as Rogo's yellowish eyes broke visual contact with the Eye, snarling. The Moff, oblivious to the exchange was listening to Zariel. "I do not back from my word, neither I am afraid of commitment, lady inquisitor"
He said with one of his very rare smiles. "This a Diarchy and such it will remain. United, we will prosper and thrive, Zariel, because we rule over hundreds of systems and keeping them in check is no easy feat"He looked at the datapad before him. "Now that we sorted out... our spheres of influences... remain those below ourselves, don't you think?"

It struck Silas as odd that Rago actually respected him. He figured the brute did not have an understanding of the term or perhaps lacked the ability to feel it for anyone not like himself. He left the comment unanswered however, and focused upon what the Sith Adept said next. Something even Silas could agree with On the Sith, we can agree... They're nothing but blowhards and egoists... Silas was amused by Rago's attempt to try and match wits, but ultimately the warrior conceded his defeat and the tendrils retreated But a king can certainly be replaced with ease under the right Queen... With that, he let Rago retreat and blocked off his thoughts to the Sith Warrior, giving the man a sly but subtle wink, as he put his full focus back upon the conversation going on. Ready to speak up if addressed. So far it seemed the conversations had come to amenable terms, and Silas would be monitoring the internal intelligence for the Diarchy. A task he had not expected to be undertaking when this day started, but one he relished all the same

Zariel noted that the exchange within the Force to her left seemed to subside, allowing her to turn her focus fully back to the meeting. Atash had reaffirmed his commitment to the Diarchy, which pleased Zariel. But now they would need to clearly define the roles of those who had been joining their growing fiefdom.
Well, I will of course be assuming direct command of all our military forces. However, I would not dare attempt to rob you of your guardsmen. As long as they understand, that I am the authority when it comes to their military forces. Otherwise they can continue their training program and role as Royal Guard to you, High Moff. I of course have Silas here who will be heading up my own arm of the intelligence gathering. And of course my ever loyal Captain Saren. Or should I say Admiral Saren. After proving yourself in the recent battle, I believe it is a long due promotion. Does this sound agreeable to you, Diarch?
Zariel did spare a glance to her right, to see Saren's reaction to the seemingly off handed promotion. She'd be sure he got all the usual fanfare associated with such a promotion later, but simply wished to get the announcement out of the way.

"I also I'm of the right to keep my own personal fleet, which was mine before the war started. The Imperial-class destroyers that have served me since my times at the ISB and their crews shall still answer to me, albeit I defer to your judgement in those matters"
He reminded.
"And, yes, he can become an admiral, it's a fitting appointment. And worthy"
He keys something before him on the table and the doors slid open.
"I hereby present you to my appointee for the treasury, His Great Obesity, Lord Yrabbo"
A massive alien, that almost didn't fit the frame, appeared, slithering with a bit of effort. He burps before speaking.
"Ma kurrock'shadda. Moffia Attashii conbunka rath hushus angaa, hohoho"
A black-painted protocol droid manages to surround the rotund mass of the Hutt.
"His Lord says it has been a pleasure for him and that Moff Atash was truly convincing and he decided to bring his... expertise"
"Chunga daga muuunga, Zarrielle"
His eyes focus on the female Diarch, tongue twirling in his gaping mouth, a skewed opening.
"Honored to see you in the flesh, lady inquisitor"
Atash nods.
"Dhankeee, Teaobboh"
Looks back at Zariel.
"He's a great asset, I guarantee you. But, I have to introduce you to my second collaborator"
A large humanoid appeared next, one of frightening appareance, a Phindar.
"Ortalisk"
"At your sservice, mah ladieh, tssh"
"They shall collaborate with me, personally"

Slightly in disdain, Azrea looked over towards the Hutt and the other alien who accompanied it. Scum. This is to where the Empire has fallen. Although it wasn't unusual for the Galactic Empire during its prime to sort out buiseness with species like the Hutts, the Royal Guard disliked the ammount of foreign species with which the High Moff had surrounded himself, no matter how necessary it was for their situation as a shard of the Empire's former glory. She was able to accept the naval officers from other species within the High Moff's fleet to some point, as they would anyways either serve or die, so she was at the same time content with the Inquisitor herself, as she was at least chosen by the Emperor, if her words were to be believed - a humanoid tolerated and loyal enough so that the Empire may endure it. But to see this Hutt creature behaving as if it was part of the Imperial military just felt like an insult. If it wasn't for her services towards Atash himself, she probably would have shot the thing right at the spot, putting an end to another chain of criminal corruption. Even during the times of the Galactic Empire the Hutts were seen as an necessary evil, yet nothing of what was truely desired by the grand shemes of the Emperor himself for the Galaxy.
Perhaps the Inquisitor would do Azrea the favor of killing these ones, as her only mission was solely protect the High Moff. She couldn't care less if one of those two aliens died as just the thought of cooperation with these... beings made her blood boil. It felt like a test towards her Imperial pride and thus she remained calm for the moment, focusing just on her duty.

Saren had been half paying attention. He expected more of the government's setup more so than promotions at the time. After all, the Diarchy had been formed by a convenient alliance and had yet to take its true form. Now, with Etti IV under their banner, the governance and departments that would make it a true state could be formed. However, when he heard Zariel mention his name, followed by the title of Admiral, Vidarr did take note of that. While he had served Zariel, for a long time, the Imperial had not expected a promotion. He had been content with the title of Captain, content to lead his task force. There were certainly greater individuals, especially with the inclusion of Torkan's ranks, that were more suited. Vidarr sits back down after giving his appropriate acknowledgement and gratitude. Now there was much more work to do... Admiral Saren would have to consider new promotions within his ranks and more. Now wasn't the time to consider it though as the topics changed and more was discussed.
Like Thrune, Vidarr was not accepting towards non-humans. Near-humans, the Imperial tolerated and accepted, especially considering his superior and the members of the Gang of Five that included three Near-Humans. They had proven loyalties and skills. The inclusion of a Hutt and a Phindar, into the upper echelons of the command structure, made him uncomfortable, especially the Hutt. Those slithering worms were nothing but deceitful and always sought profit over anything else. How could High Moff Torkan accept these individuals? The Hutt would likely skim funds for himself from the Diarchy's treasury. The Admiral held his tongue, but he was not at all pleased with these promotions.

Zariel watched as the High Moff introduced two of his newest lackeys. Her icy eyes looked them both over. Hutts were notoriously cowards who preferred to allow others to fight for them, but Phindar, they could be quite dangerous. She offered a rare small smile to the pair, as if welcoming them, but her board sounding words, had another message.
I'm sure you will both be very useful to our cause, or I'm sure the High Moff will request I show you our displeasure... personally.
The smile faded as the thought of torturing the two slipped away. Turning her attention back to Atash, she nods.
Of course, keep your fleet. I'm sure if I have need of your Star Destroyers the situation will already have you involved. And I do hope I won't have to trouble you for them.
