The design proved resilient enough that it was still in use nearly four thousand years after its conception. The models used by the Galactic Empire were equipped with universal energy cages, holding cells, drop bays, and sparring chambers where Dark Side Adepts could battle captive Jedi. They were designed to intimidate and gained a reputation for never returning a captive who entered them. Guard droids were used to help prevent Jedi escapes. In order to ensure that prisoners couldn't revolt and commandeer a vessel, their navicomps only were able to hold two sets of coordinates, the home base and the destination, and so could only go to those locations. Though the Lictor-class wasn't manufactured for combat, it did possess 10 quad turbolaser batteries and two tractor beam projectors for self-defense. Within its hull, it could carry 400 wardens and 9,000 prisoners-8,000 in standard cells and 1,000 in special holding cells. In addition to the MandalMotors design, there was also the scaled-down Kiltirin-class, manufactured by Rendili StarDrive.

Given its armament, doesn't a 4 offense seem a bit high for a Star Frigate ship?

With 10 quad turbolaser batteries? I guess it comes close to one of those that could be either way. I know that some are about this rating 4 and some rating at 3. It does get a bit difficult sifting through the ships and trying to make a good gauge. The closest I can ultimately get as an approved four that has an overall equal total armament aside from the addition of a few laser cannons and ion cannons is this. boards.jedivsith.com/thread/4020/custom-anila-class-assault-cruiser

The Anila-class seems to have... more turbolaser variants though, given it has both heavy and medium batteries, plus the addition of ion cannons. If I am correct, I believe that means it has double, if not triple, the firepower than this ship. In my views, I would say that this is a 3. A 2 would be if there were less turbolasers.
I will see if any other member agrees or disagrees.
