As for the IRI going forward, im going to work up some NPC representatives to be the initial High Council, characters that can be replaced at need.

Again this is a temporary placeholder of an idea, open to changes and edits, but for now something like this NPC council will exist for the purposes of getting the IRI RP started.

Sweet. As in the case of Hapes and Zeltros, i had intended the IRI's interaction with them to be with representatives of their respective Royal families.

As the Leader of the Onderonian Federation, I would be happy to Join the IRI. I will try to do a bit of posting this Friday and weekend. Don't have a lot of time in the evening during Monday to Thursday, but I only work half days on Fridays and sometimes only work the morning of either Sat or Sun.

Reporting for duty on Zeltros!

I'll work on creating my fleet.(Something I should have done a while ago.)

I'll also need to come up with a NPC for the council, I do have a few images that could work............ This requires some more thought.

High Council

8 planetary representatives, 1 minor worlds representative, 1 Hapan Queen Mother

Each representative to the High Council has one vote.

Any member can bring a matter to a vote, and votes are passed by simple majority. A minimum of five members must be present to vote, however, any member may call for a vote of 'substance' which requires a full council vote. A vote to decide whether a matter is of substance is itself a matter of substance, requiring all 9 representatives to vote.

The high council elects one of its own members as chief of state. The chief of state can break a deadlock, and has the power to veto any matter, except for a unanimous council decision. The chief of state has the power to speak for the Imperium, and functions as head of government and head of state both. In an emergency where the council cannot be convened, such as war, the elected chief may rule by decree with all decisions subject to review as soon as is practicable.

Representatives are elected or appointed by their member worlds, each under their own terms and laws. A representative can be recalled at any time by their member world's ruling authority. Members of the council can be expelled by a unanimous vote, and such individuals are barred for life from further service. The Hapan Queen Mother is exempt from banishment.
