Merchant's Square was an area of Drev'starn. It was located near the Combined Clans Center Building.

--Combined Clan Center Building--
Holonet news teams had gained access to one of the most important Bothan councils of the last several decades and raucous debate had raged in the halls of government and within the streets. In classic Bothan form, kidnappings and ransoms had skyrocketed to a stunning level as each clan and the various coalitions attempted to exert their influence in charting the Bothan system's future. It had become uncomfortably clear that the current loose confederation of independent groups and star systems opposed to the First Order was not coordinated or equipped enough to win the war. Bothan spies had alerted the government as soon as there had been whispers on Mon Calamari that a triumvirate government would unite the so called Rebel-Alliance into a cohesive galactic faction. Sensing oppurtunity the Bothans sprang into action and immediately called a council of the 608 represented clans. It had taken over 2 months of constant debate, secret meetings, spying and sabotage that the powerful Bwau'tu clan, who had strong ties to the nascent "Galactic Alliance", proposed a plan to seize influence and importance.
The leader of the Bwau'tu clan proposed that they would commit themselves to the Galactic Alliance in exchange for GA contracts on the powerful Bothan Assault Cruiser, courtesy of Bothawui shipyards. The bothans would exert their influence to ensure that GA funds were directed to the shipyards, stimulating their economy and making them strategically valuable, ensuring that the Republic Military would have responsibilities to protect the world and shipyard.
However there was considerable opposition from clans that demanded the neutrality of the planet in order to offer their services to either side of the conflict, an important source of revenue for the smaller clans that did not have industrial ties to benefit from the Galactic Alliance.
Smaller side deals ensured that avenues for dealing with the First Order would remain open and that GA forces would be relegated to space so that the Bothans could maintain the culture on the planets surface as they saw fit. This was a compromise enough to win Bwau'tu's proposal the necessary support. A team of Bothan experts and politicians would begin to draft the offer to the GA and prepare themselves for negotiations.

Blue Shadow: Resurgence ~Merchant's Square: Project Site: Day 102~The merchant's square had seen better days - several of the smaller shops had been closed and while the word of the threat of Pandemic had been trickling in from the news agencies and the travelers moving to and from the capital nothing major had been done, and thusfar the capital remained untouched by the blight that was tearing up the country side of Bothawui. The Clan Center was still open, and had played a major roll in dispatching the medical team to assess the growing threat, but the rest of the Merchant Square was closed down. Several well renowned business had vacated the square leaving many shops open for surprisingly low rent. One of these had been opened the same day with no fanfare and no reason. The doors had remained closed and the windows had been boarded like the rest of the closed down shops - in fact the only indication that the building was occupied at all was the lights coming from the ally way, the smoke coming from the flue, and the sporadic comings and goings of shady figures in the night via the ally way entrance.
Within the building however was another story. Every inch of it was spotless, brightly lit, and most of it had been converted into a make-shift laboratory. Brightly lit computer terminals, various chemicals in storage along the side walls, and in the center of the room a large display port for a table sized holo projector. A half dozen bothans in plain clothing came and went without a word during odd times, and always in groups of two or three. It would have been difficult to see a pattern in their appearances but they were always around. If not in the building itself, close by. The only inhabitant that never seemed to leave was a Jawa dressed in a pure white robe tied off with a utility belt filled with several different gadgets. The hood was pulled close over his face shadowing his features as Jawa's were like to do, and the only visible feature from his face was brillant glowing blue eyes that shown out from the white hood. He chattered endlessly to himself as he worked reaching up to access the terminals that were clearly not meant for a creature of his size, but he managed.
in the dark hours of the night the holoprojector lit up, and the Jawa stopped what he was doing and walked over towards the projector to thumb on the activation switch which caused the great table to glow with life and the image of a cloaked female appeared upon the table. Her features were covered completely but when she spoke her voice was not distorted at all. There was a bit of a lilt to it, and a soft seduction that was obvious but not laid on thick - it was as if she came by the tone naturally rather than having had to have practiced it."Status report please?"The woman was not rude or commanding simply spoke with a gentle tone that made the soul want to answer, and even to please - whether the tone was enhanced by some technological or magical means was unknown. Regardless the Jawa did not seem to notice and eagerly began chattering away in his own language. The figure listened in silence as the creature seemed to ramble on and on for several long moments before the figure raised a hand - which caused the creature to fall silent with a sharp intake of breath and a slight "heeh"."Another will be in touch shortly, you are to follow his commands as my own... and do give my regards to the good doctor."Without waiting for a reply, the holo projection died away leaving the room a little brighter, oddly enough. If the Jawa was upset or put off by the dismissal he didn't seem to notice simply waddled over to a terminal chair worked to climb up into it - spent a few moments adjusting his pure white robes and then reached up and began working once again.

Kelam's crew made their way into the Merchant's square as per Rhakmar's plan. It was a bustling hub and no doubt a good place to pick up information. At least, that was the intended thought. Yet, when they arrived, it was much quieter than expected. It was more than enough of a sign that something was going on, not that Kelam needed to know such a thing. He knew what was transpiring; it was only a matter of figuring out where it was happening.
Without so much as a single word, the team began to spread out among the area, Voron taking the northern side, Rika, the south, Bellek the east, Rodirc the west with Kelam moving into the center. His mind connected to each of them to better grasp what they overheard the moment it came up.

Blue Shadow: Resurgence The Merchant Square was really sort of a misnomer, the 'square' consisted of about 2 square miles of shops, stalls, manufactorers and factories, however 'the Square' as the locals called it was the first dozen buildings within the inner ring at the center of the Merchant Square surrounding the Bothan Clan Building, even looking methodically building by building it would take the group of five men days to search every empty building, let alone the ones that seemed occupied. The Merchant Square was much the same as it had been for the past several weeks. Usually the street gangs of the capital stayed out of this part of town, but the capital security forces had been absent from the square for the last weeks which left the most bold of the gangs to exploit the few shoppers and business owners that remained. Only about half of those gangs were in the employment of the Good Doctor... but it was difficult to tell which. Regardless the crew from the Quarren Dominion were already being watched, their leader Kelam doubly so, and without subtlety.

Kelam knew that to pick through the area with a decent amount of detail would take time, especially considering how vast the area was as well as the current vacancy. He even suspected that any questions worth asking would be met with denial or suddenly ignoring them. The biggest task was just overhearing any kind of gossip to lead them in the right direction.
However, Kelam hoped to accomplish another goal. It wasn't like he blended in with the crowd in his appearance. If anything, it would draw out any possible gangs or shady individuals for one reason or another. And he kept himself alert, reaching out not only to his crew but to the area as a whole, it wasn't hard to pick up on the fact that he was being watched. Truth be told, he didn't even need the Force to sense them as they made it almost painfully obvious.
Giving a smirk, he decided to see if he could lure them out a bit further. Moving from his place in the central area of the square, Kelam moved to one of the alleyways, alerting his team to the possibility of being watched.

Blue Shadow: Resurgence The Bothan thugs hung back - ordered to keep close tabs on any newcomers but not to create a scene unless it came to protecting the lab. When the newcomer moved towards the alleyway the group of Bothans following him split up several moving into alleyways moving parallel to the one he was going down, while others still moved to the rooftops. The further Kelam got from the lab the fewer would be watching him, most casual observers and mostly unarmed, or wearing a few small concealed weapons, but the closer he got to the Lab the observers would often appear in groups and would be armed with clubs, vibroknives, and the occasional blaster. They were hired thugs, not trained soldiers - but for the most part they left the newcomers alone, leaving them the wander the Merchant Square at their will.

Even as he went, no one made an attempt to intervene in his path, only continuing to watch his movements. It was a bit frustrating when he was hoping to draw them out, yet it seemed that if anything was going to be done, it was he who would end up needing to make the first move. Then again, he was more for the direct approach rather than sneaking around. So he guessed now was as good a time to say hello.
Focusing the Force, he let his arms extend out to his sides slightly as he lifted himself off the ground, his skill in Force Flight quickly and smoothly carrying him up to the rooftops where some of the Bothans were. Upon reaching the roofs, he allowed himself to float higher as his dark golden orbs gazed down at his pursuers. He hovered there silently for only a moment before his voice began to resonate within the minds. <<Sneaking around and watching me? Now that's just rude.>> His voice echoed in a deep smooth tone, his voice echoing in a calming, charming, and sinister way. He always did wonder at times when he spoke if he drew people in or made them back off in caution. <<Perhaps we can have ourselves a nice conversation. Please, come closer.>> Lifting his arms up a bit, he curled them inward as if beckoning them towards him. It was the the Force began to wrap around those in attendance, gripping them and seeking to lift them off the ground slightly and pull them closer to the man. <<There's no reason for this to be unpleasant.>>

Broadcasting from an undisclosed location, a hologram once again lit up in the Merchant Square building. The figure was sitting, wearing a black cloak and an ornate mask reminiscent of those sometimes worn by the ancient Sith. His voice, either by the mask or the hologram, was heavily distorted, it was harsh and robotic sounding. "Report. How is the project progressing? What is the response to contain it thus far?" He was short and to the point. The man was frustrated, he was not informed of many details as of yet. He was unsure what exactly the plan was, and most frustratingly what the goals of the plan was. From what little he did know, he found it to be at best distasteful. However, he owed the projects mastermind an enormous debt, and his loyalty to them had come to outweigh that of his prior affiliations. For that reason he had agreed to aid in this project, something that years, even months ago, he would have viewed as unconscionable. His prior views on morality had no place in the galaxy, he was beginning to see that now.

Blue Shadow: Resurgence Merchant Square@kelam The group of Bothan thugs made no move to approach the offworlder, however one of them spoke up. "We've been paid to watch, not to interfere and not to speak."The group seemed to grow tense at the situation, not knowing the offworlders plans or intentions, several of them were armed with clubs and there was even a blaster or two at the hips of some of them, but they made no offensive moves against the operative. It was clear in their actions that the place there were supposedly 'guarding' was nearby, but they wouldn't speak of it, and it didn't seem like they were going to make a point to stop the operative from entering should he find it on his own. Their purpose was observation and nothing else.LaboratoryXakireThe white cloaked Jawa waddled closer to the hologram as it lit up revealing the dark cloaked figure. He chattered on in his own language trusting the vocal translator to accurately convey his words. He spoke of the Jedi and the Orginization members arriving on Mesa 291, said that the Doctor was on site and had matters well in hand and that phase one of the Project had just concluded. So far the Virus was at 70% efficiency, still transferable by water alone, and finally and most importantly its mortality rate had achieved 99%. There was one survivor. Patient Zero - a Bothan child held on Mesa 291. He had been infected with the Blue Shadow Virus for several months now and as of yet showed zero symptoms. He was contained and quarantined on the Mesa and while the Jedi had spoken to him he new nothing of his own immunity - the why or the how.
Phase two of the project was about to take place - the seasons were shifting on Bothawui and when the ice came back down the Frontier they would be ready spread the Virus further.
After giving his report the Jawa ended the transmission and moved back to work.

"This is an interesting place to hold a meeting of this... nature"
She said, looking through the viewports.
"We thought that the Old Mint would be a fitting place to conduct negotiations"
Her hand, wearing a single ring, silver and studded with a small stone, puts in place a roguish lock of graying hair that had ventured before her face.
"Indeed"
The square below was bursting with activity, but the airs were clear and the crowd was quite diverse. The minister looked at her interlocutor, a female Bothan of brown fur, bedecked in a finery befitting a high-ranking minister of the system's government.
"Arak's'aya, I do think we have met before"
"We did, senator Leonis. I belonged to a comittee that vied for certain rights to the peripheric systems in the Galactic Alliance. The body you belonged to had fallen into disarray and misrule started to have a dent in our economy"
"Certainly"
Said the aged Human woman, moving through the room and taking a seat, legs crossed fancily.
"We might start"
"A time as good as any other"
The Bothan sat in front of her, her paw caressing the fine fur on her regal chin.
"I fear I might disappoint you, but we have no intention of joining the Coalition..."
Pontia arched and eyebrow and supressed a smile.
So you say...

"What you propose is..."
"Indeed"
Leonis smiled slightly, arching an eyebrow. The sun had set and lights covered the horizon in every direction. The city didn't sleep. Neither did the minister or her interlocutor.
"The system shall retain its full autonomy in most matters, including domestic affairs, protection of its trade ventures and also against foreign investments and exploitation. It shall also have a preferential treaty signed up regarding the shipyards held within the borders of your domain, which shall be contracted to build a third of the expansion fleet of the Coalition"
Pontia puts down the delicate glass and she fills it herself with a golden liquid, which refracted the light of the lamps like an irisdiscent crystal, almost like a kyber.
"That is..."
"Colossal. Indeed. I see you have grasped the measure of this deal. It will feed Bothawui and its colonies with this huge investment"
The Coalition was expanding and diverting part of its military funds toward other worlds would lessen the fear of having a government centered on Corellia proper and ruled by ivory-tower-dwelling politicians, removed from reality.
"Many Bothans have died for the Alliance, the Republic or whatsoever is it called or it claims to be right now. Do you really think we can be bought?"
"Of course not. That would be a travesty. Never intended to say as much"
She sips, a smile curling her lips upward, playful.
"But, you're Bothan. You've been part of major politics since the Galaxy was on its infancy. You're politicians, born and bred. You've all resigned yourself to a mere system in the outer ringes. Powerful? Yes, indeed, maybe so. But not a major power anymore. Fey'lya once ruled almost all the known universe as head of the Republic, your kin were seating in the upper echelons of its hierarchy. And now...? Not so much"
Pontia crossed legs fancily and laid back, drinking, the left hand's fingers playing with the brooch on her breast. The female Bothan frowned slightly and raised a fur-covered hand.
"Enough. You cornered me well enough"
"Deal, then?"
"But, after our incorporation is formalized we demand a draft to be sketched"
"Yes?"
"Bothawui proposes that the capital of the Coalition, no matter how Corellian it thinks itself to be, must rotate between the members of the said faction. This must no longer be a Corellian Coalition if only a minority of the aligned planets belong to that system. I wonder what Thyferrans, Naboo, Hapans, Fondorians, Duro think of this"
Now was the time for Pontia to be surprised, albeit she managed to remain composed and didn't overtly show her shock. She had to grant the Bothan the ground and acknowledge there was strong reason behind the government's representative's words.
"This might cause an upheaval among some, but the issue shall be raised and discussed in the Senate chambers. And I will uphold it alongside whosoever you elect to represent the Bothan"
"Good, minister Leonis, we might still get to like each other"
Trastamara raised the glass and sipped, while the hovercars crossed the sky like dazzling meteors.
