The Watchful-class station is coated in sensor absorbent stealth materials, and is shaped to maximise its stealth, able to remain relatively undetected in space. Where it excels is surveillance, with high powered long range sensors, and a fast acting encrypted comms system, allowing it to function in an integrated fashion with friendly forces and provide real-time intelligence. It can see vast distances into space with its multispectrum arrays and sensor grids, making it a fine tool for securing a star system against incursion.
Able to function alone or in conjunction with others of its kind, or attached to friendly forces, the Watchful is a useful tool in keeping an eye out for enemies. A grid of Watchful satellites positioned correctly can cover an entire planet or its approaches, while remaining relatively covert. The station is armed with short range but powerful proton cannons for defence, along with its heavy armour and shielding, making it a tough nut to crack.

After some thought and review, I do not think this is something that can be approved. The Space Station databank is meant for the stationary constructs in orbit similar to that of Golans and Mobile Dock Stations like the Harbor-class. Defense platforms, listening posts, mobile drydocks, etc. This entry seems like something, in my views, that you can drop in by a stealth craft and thus act like a satellite which seems different from a space station in terms of the intention of this databank. In my views, this isn’t a space station that would be acceptable but just a weaponized satellite (vs the weapon platforms/satellites that we know in more) which we don’t have categories for in this Databank. So hence why I do not think we can approve of this entry. Here is something acceptable in terms of “listening/monitoring” devices that are space stations. I would like other DOs to weigh in though.

Because when this expansion was made, we only considered space stations for it. Space mines, as weapons, would probably not be accepted by the Whills given that the many kinds could cause an immense imbalance. Satellites probably seem inconsequential as they don’t seem as important as space stations. Even lore seems to over emphasize one over the rest in terms of variety.

If that were the case, the size of the Small Space Station should be changed to reflect that you can't make things this small. It says 1-1000m.
Space mines, as weapons, are in the rules i linked above.
A solution I offer is that there should be a reduction in points available for smaller sizes. 11 points is probably too much for a Satellite or Space Mine.

Well the numerical value probably seemed inconsequential too. Cause, again, we made the expansion for Space Stations and nothing else in terms of space constructs. And I am not arguing the rules, it does say orbital defense allowance. This just covers the space station part of it, allowing for the entry of canon, legends, and custom stations.
I will take the solution into consideration, but again, Kaine, this doesn’t seem to be a space station at all, so I do not think we can approve it given the purpose of this databank’s category. As a space mine and satellite, it doesn’t fall into this databanks purpose. We have purposefully avoided new weapons and technology categories considering the Whills didn’t want any sort of R&D as it could seem to be that way.

We dont limit ships by size, there are categories for all of them.
All thats required is a reduction of points and a lack of troops/hangars below a certain size.
This is not a gamebreaky problem. It's not R&D. This isnt a new type of thing its just a smaller space station, satellites and mines are listed in the rules. All you need to do is adjust the rules for small stations, potentially less points and no troops hangars below 25m as with ships. Fairly simple.
This is no more R&D than a ship, fighter or golan station.

Having to agree here with Nic though. A space station is pretty much anything that's monitored by a larger crew, that is stationary within the orbit of a planet with only slow movement to correct course, if at all. A space mine doesn't fall even by logical standards into this category. If it would be for planetary defense measures, then the category would reflect that in name.
There is currently no system in place for custom space mines and it would be up to the Whills to decide upon such an expansion on the database. But right now it's only ships and space stations, as I would in general argue that a custom space mine would fall under custom weaponry tech - which can currently not be created, while certain mine types (such as gravity mines) require a point, when being utilized by a certain ship type.
edit: Since I didn't saw the edit of the original post, refering here to the old proposal where it was a mine. Will have to read through the new proposal

The new appearance reminds me of the stealth ships from the Expanse!
However, considering the Tantive IV is a 150 meters long, I do not think this could hold 24. Perhaps maybe four to six might be a better number?

Let's put this fact up:
- The Gozanti-class Cruiser, at ~60 meters, could only carry four starfighters, on it's belly. - A CR90 Corvette, at 150 meters, could be configured to carry a trio of A-Wings but had to be externally docked. - The Corvus, a Raider II-class Corvette, also 150 meters, was configured to have a small hangar bay for a pair of X-Wings, post-defection, and a pair of TIEs, pre-defection.
Now granted, those were starships and this is a space station. However, I don't think 12 would work for a station that's a hundred meters unless these starfighters were parked all over its surface. I'd say probably four to six, with six pushing it, would be fair.

I do think the space required for engines and hyperdrive more than allow for a dozen starfighters.
The Quasar Fire is 300m and flat (less space) and can manage 48.
I dont think 12 is unreasonable given a station will have more potential internal space than a ship of the same dimensions.
