No, it doesn't say build, but it does say possess 80 ships, because it is the specificity that so bothers Belf'ima, as does the mention of RSD.
So based on the debate, who would vote for it? Keep in mind that due to need, we'll pass something like it, we're just voting on this incarnation of it.
I vote no. I'm assuming Georj and Darma are yes (unless they correct me). 1-2. (please keep a tally).

Georj would vote for it to be amended to address the concerns of the other worlds. Georj doesn't feel it has to be this exact, specific bill, but he feels that there needs to be one similar to it, and actual legal requirement rather than a softer resolution.

I never said 80 ships, and neither did he, but points. And he clearly states that RSD will make ships for planets who meet the provisions.
Levy ships and pay the tax to have RSD make it. I know how to read motions, as much as they are terribly written and formatted, we are not gunna fault anyone for that. I am sorry, I am just a little erked that people are saying I am confused. But at this juncture, and at any really, it doesn't matter. The motion won't pass. Or shouldn't, at least. Darma isn't married to the bill as is. He doesn't have to vote for the bill as is. He just needs a defense bill passed.

Well, to be quite honest, IC wise, I think it's too soon to have the vote. I think what needs to happen is that there needs to be an agreement made that is about examining the bill's proposition and going away to look at it. I think saying now, yes, or no, is too black and white. And too sudden.

... though I suppose one option is a procedural motion being put forward to, instead of voting on the bill outright now, refer it to the Military Council for review and "fine tuning", so to speak, prior to an official vote. It was something that I saw happen a few times at University on our Student Government (or rather, something similar to it). So we can save having to fail the bill and then bring it back for yet another vote and potential review by just having the Senate decide to refer it now.

Cihlbar, my sincerest apologies. I misunderstood. Since the (80+pts) was IC, I interpreted it to mean 80+ parts, or ships in the fleet. That has been the reason for my OOC argument, though I still think that does not change Belf'ima's reasoning nor arguments. Still, I never meant any insult to you. I'm sorry for anything I said that seemed otherwise.
Perhaps, and this is not a criticism but only a suggestion meant to help my small mind better understand, that in the future, anything like that which is not meant to be known IC could be placed as narration instead of in parentheticals. I would consider it a personal favor to me.

So who will make the motion to refer to committee (as Dav said in not so many words)? That way it can be argued by a few and the session can come to a close? Or it can move on to another issue that is pressing on other people.

What last time? No they didn't, I chaired the judicial committee (which never met IC) and you pretty much chaired the Military Council with my NPC Admiral and another Senator. I have been at this since before the Senate was formed.
Where are we at with the posts? If it's committees, everyone just keeps their posts and whoever wants to be added, I can make a post appointing them and the next the Senate meets, we can RP a formal confirmation; but until then, the appointee can operate as the appointed position until they are denied said position.
And where is everyone else? Kel? Jago? Zeph? Koronov? Dred? Mikey?

Done? I hope not. But there's no point in holding Fresia in suspense while we debate another issue entirely. Let's hold that vote, then we can get back to the debate, and Fresia can join in! Wait, I thought the motion on the floor was to require member states to have fleets, not to raise taxes. You thought correctly, though increased taxes may be a side effect if another solution isn't found. (Perhaps we fund a portion privately, though will need to carefully thought out to prevent abuse there)
