High Port this is LV-114 we are here to inquire as to employment and service to the First Order. There was a long silence as the High Port's security begins speaking with higher authorities present. Coincidentally, the Supreme Commander's brother, Field Marshal Artemis Delvardus, was on station, reviewing the training of special operations troops. When news came of a possible recruit, he permits the request and tells security to have whoever is visiting to meet him in the hangar bay.LV-114, you have been approved by Field Marshal Artemis Delvardus who will meet with you as a senior representative of the First Order and on behalf of the Supreme Commander. He will be awaiting you in the hangar bay. Please be advised, observe and obey all Imperial laws during your stay on Muunilist.

The Lambda shuttle follows the most direct route to the designated hanger and sets down. The boarding ramp lowers with a hiss as the pressure in the shuttle equalizes with that of the hanger bay. First down ramp walks Captain Shelby. Dressed in a brown overcoat his cybernetics are not readily apparent save for the faint red glow emitting from his right eye and the visible mechanics of his exposed right hand. Shelby is followed by his long time friend and brother in arms Lt. Karath who is likewise dressed in rather plain but practical clothing, dark gray pants and sporting a bomber jacket. Shelby spies an imperial whom is clearly a high ranking officer and approaches.
"Franklin T. Shelby, captain of the "Freelancer" and this is Lieutenant Victor Karath my First Officer. I assume your the representative I'm supposed to meet with?"

Artemis Delvardus, High Marshal of the First Order and the standing commander of the Imperial Core Army. As the most senior member of the First Order's staff, he held a great amount of influence, perhaps second to his older brother, the Supreme Commander. Although there are debates of his sister's influence as the First Commissar matching or exceeding the Field Marshal, debates he tended to ignore, least he get jealous of his sister, Azria. He was present on High Port, examining special forces of the First Order when the Imperial was called forth to represent for an arriving personnel.
He looks at occupants of the LV-114 vessel, Captain Shelby and a First Officer. With the Field Marshal was a squad of Stormtroopers, always present at his side, as well as a personal attendant. Artemis nods to Captain Shelby.
I am indeed he. I am Field Marshal Artemis Delvardus. Forgive the Supreme Commander, my brother, he is rather busy right now with matters of state. However, he will make himself available when he can. Come, let us walk and talk, I don't like standing around.
Artemis gestures for the men to join him as they left the hangar bay.
So tell me, what sort of services do you wish to offer the First Order?

Disembarking from the LAAT/i once it has set down, Nicolina sighs softly as she gazes out at the comforting sight of the area of High Port that serves now as home to the ISB. The quiet sense of certain, constant order that always prevails over all here never fails to make Nicolina feel as though, no matter what she endured whilst away from High Port, no matter the slings and arrows of fortune she or her troops suffered, she has endured and suffered while fighting the good fight, and does so in order to ensure that the sure, certain, steady and constant sense of order felt here can be spread throughout the universe so that all might be sheltered by it.
Turning when Faina exits the Lartie, Nicolina says, Come on, I'll show you where you can set up your quarters, office and whatever other space you'll need. Beginning to walk from the gunship as the pilot and other crew set about their post-flight routines, Nicolina continues, You'll probably want to bring your own security people, or aides, or whatever, eventually, but just let me know if you need anything and I can detail some troops in the meantime.

Nodding when Commander Foresi asks her to follow, Faina only half-listens to her as she goes on; catching the gist of what the Shadowtrooper says if not all of the specifics. Exhaustion, both physical and emotional, makes focusing on anything more than putting one foot in front of the other difficult, though Faina suspects that the complex tangle of thoughts and emotions brought about by the Supreme Commander's decision to promote her - pride at being chosen to lead the Imperial Knights leavened with the sobering, weighty knowledge that her first duty will be to purge the ranks of the Imperial Knights of those who are anything other than absolutely loyal to the Supreme Commander and First Order - will prevent her from seeking the refuge of sleep for some time to come.
Shaking her head, having absorbed enough of what the Shadowtrooper Commander said to know that she does not require anything more at the moment than to know where her personal quarters will be, Faina says, "You don't need to detail any troops. Details such as aides and offices, Faina thinks tiredly, can wait for another day. The Imperial Knight's Tower never having been more than a place to rest between assignments, Faina finds the idea of having an office and possibly even aides both mildly amusing and a reminder of the changes she will need to make if she is to live up to the responsibility given to and trust in her that the Supreme Commander has shown. That thought reminds her once more of the first task she needs to fulfill, and recalling the Supreme Commander's suggestion that Commander Foresi might be able to help her in purging the ranks of the Imperial Knights of all traces of disloyalty, Faina asks, You wouldn't have some time to spare now, would you? I want to begin planning hoe to rid our ranks of any traitors or those of wavering loyalty or belief as soon as possible, Faina explains, and the Supreme Commander suggested that your expertise might be helpful. Frowning as it occurs to her that the Shadowtrooper undoubtedly has other matters to attend to more immediately in light of the loss of two of her troopers, Faina adds, Or we could arrange another time to meet if now is not convenient?"

It had been a few days before High Port was alerted to the arrival of the Supreme Commander. Nicademus, however, came here on a personal visit to speak with two individuals, Grandmaster Nikulin and Commander Foresi. His meeting with the Knights of Ren had been enlightening of a growing topic being spoken among the Imperial Military and broadcasted through propagandist channels across the First Order. As the leader of this Imperial faction, he had every right to stifle it and end the topic being spread, but in truth, the Imperial welcomed it as a long-awaited motivation to plans he sought to achieve.
Yet there were others who thought just like him, the emergence of this Imperial Rebirth, or Empire Reborn, faction among the ranks of the First Order Military was proving to be the epicenter of the growing movement. A movement that sought to see the transformation of the First Order into a new, and stronger, Galactic Empire, with Nicademus as the founding and first Emperor. He had desired to establish a dynasty, a new empire and a strong legacy for his son, Octavian, to continue one day. The Imperial had been an Emperor before, but of an Empire that was sinking into the sands of time. It was not worth saving, so he gave it a proper death, a mercy killing.
His person, guarded by a squad of Stormtroopers, would find both Foresi and Nikulin eventually, especially once they learned that he was seeking them out. The Imperial sought opinions, and theirs would be just as valuable as anyone else in the First Order. His gaze turns to the Grandmaster first, having heard some reports of her new activity as leader of the Imperial Knights.
I hear that you have great determination in your work, Faina. It proves that my choice was rightfully so. I am glad though that Foresi has begun offering her aid as I thought she would. The two of you together will certainly make the Imperial Knights more loyal.
Without further words, the Imperial pulls out a datapad and hands it to Faina, for the two of them to see.
From the looks of the datapad, it was a proposal made on behalf of a faction known as the Restoration or Imperial Rebirth. This group, within the First Order, sought the elevation of the Supreme Commander to the title of Emperor. The datapad had a full detail of the proposal, including the desire for Muunilinst or Bastion to be the new capital, support from within the First Order that agreed with this, and signatures from even senior members of the military. It even noted the establishment of a new dynasty with the Supreme Commander having fathered two children, one of which was a son.
Once it was examined, the Imperial inquires as he walks over to a viewport to gaze out at Muunilinst.
Your opinions?

In the midst of a strategy session with Commander Foresi to discuss the ways and means they have formulated to uncover and deal with disloyal elements within the ranks of the Imperial Knights when informed of the Supreme Commander's arrival to meet with them, Faina had set aside the files and datacards she had been reviewing before going to meet Nicademus.
Settling on her office as the venue for the meeting, Faina welcomed Nicademus and his squadron of Stormtroopers, stationing four Imperial Knights chosen for their proven loyalty to stand guard along with the Supreme Commander's escort. Once greetings have been exchanged and Nicademus had explained the nature of his visit, Faina had thanked him for his praise, her pleasure with being recognized for her determination obvious despite the respectful, professional demeanor she as always maintains in his presence, before accepting the datapad he presents to her.
Handing the datapad to Commander Foresi after reading the proposal so that the Shadowtrooper can examine it as well, Faina is silent at first, choosing her words as carefully as ever once she has taken the time to consider the question posed to them both. "Speaking for the Imperial Knights, Faina begins once she has given the matter careful consideration, I can say that this proposal would meet with immediate and enthusiastic support within our ranks. Explaining her response, Faina says, Many of us, myself included, never truly ceased to think of you as Emperor, and the return to that title would mean an openly recognized return to some of the tradition our Order was founded upon." Never one to waste words, believing that her thoughts, stance and opinion have been made clear where the matter being discussed are concerned, Faina decides not to go on at length, instead smiling as she adds a more personal note, "Congratulations, Supreme Commander, on the births of your children. I trust that they, and their mother, are well?"

Wearing her black Imperial Stormtrooper officer uniform instead of her Shadowtrooper armor for the strategy session with Faina, Nicolina stands at attention and salutes Nicademus when he arrives to meet with them both. Hesitating briefly before making herself at ease despite the lack of being given any order or permission to do so after Nicademus presents Faina with a datapad, gauging from Nicademus' demeanor that he doesn't expect her to stand around like a statue while reading whatever it is he has brought for them to read on the datapad, Nicolina resists the urge to read over Faina's shoulder and instead waits for the newly appointed Grandmaster of the Imperial Knights to pass it over.
Listening to Faina's reply to Nicademus as she reads, Nicolina is already nodding her head as she reads through the last lines of the contents of the proposal. Stepping close enough to Nicademus to hand the datapad to him without getting so close and with her free hand in plain view no where near her holstered sidearm so that it won't give any of his personal guards palpitations or itchy trigger fingers, Nicolina says after taking a few steps back from Nicademus to keep well out of what a personal guard would consider the danger zone, "I concur, sir, and also believe that the proposal is one that everyone serving you can get behind. Rephrasing less casually after replaying it in her head and realizing that she might want to shoot for a more professional sounding assessment, Nicolina hastily says, That is, sir, I believe that all branches of your military would support the idea of elevating you to Emperor without reservation. Her often irreverent wit surfacing briefly, Nicolina cannot resist adding, And everyone knows how much the Sith and other Dark Siders love an Emperor. Sniffing and rubbing the tip of her nose with an apologetic and nervous shifting of her feet as it occurs to her that Nicademus may not share her sense of humor, Nicolina rephrases once more, That is to say, sir, that I believe that all of our Force sensitive allies, she glances at Faina to include the Imperial Knights in her assessment, would support the proposal. The title of Emperor has a weight and depth of meaning that is somewhat lacking in others. It sends a message, sir, that what you're doing, what you're building, goes beyond simple military conquest for the mere sake of it, or for personal fame or fortune. You're uniting worlds under the values and ideals we all hold dear, sir. Assuming the title, the responsibility of being an Emperor, shows the universe that you mean to build and foster something to withstand the test of time, something strong, disciplined and orderly with the strength to last generations, not only as long as you live."
Aware that she had unintentionally lapsed into making a bit of a speech, Nicolina absently adjusts the brim of her officer's cap, saying, "Those are my thoughts, sir. Standing at ease, Nicolina remembers that Faina had congratulated Nicademus on the births of his children, including a male heir, and so feels comfortable adding her own, And congratulations, sir, on the births of those children."

Faina had the right words; there were those within the First Order that still viewed him as Emperor, the rightful Emperor. This sentiment laid heavily within the senior military staff and the more veteran forces of the nation. The new recruits, most of them coming from worlds with deep Imperial history, desired to see a new Empire rise in the Outer Rim and throughout the galaxy. The Imperial Rebirth faction was only the recent addition to those who desired to see the Galactic Empire be reformed with Nicademus as the Emperor. Even Artemis, his younger brother, tried to persuade him to take the mantle of Emperor once more. An idea the Imperial fervently denied over and over again. Yet, with the war winding down, and the First Order larger than he could have imagined, perhaps taking the title of Emperor would be the right step.
At their congratulations, the Supreme Commander nods his head to them, acknowledging their statements in turn.
Illaria Ren is fine and the children are well. Their midi-chlorian count is rather high in fact... the examination showed to be around 9,000. Which means my children are fairly Force-sensitive, due to their mother. I plan for my son to be trained as an Imperial Knight.
Especially if a dynasty is formed, it would be ideal for the eldest son, and heir of the Empire, to be trained as an Imperial Knight. A tradition that was done by the Fel Dynasty before his time. A tradition that would certainly be revived if the Empire was reformed and the Delvardus dynasty was bent on enduring the passage of time. It had been his dream to establish a dynasty, force-sensitivity was something of a bonus. Illaria had given him the means and Nicademus wished he could show more than just gratitude.
I have long thought on the question... of using the First Order to craft a stronger and more stable Empire. My mentor told me of the various times such entities were reformed on foundations made of quicksand. Something I witnessed when I was Galactic Emperor for a short period of time.
What if that was the true reasoning behind the First Order's existence? What if it was a means to transition into a stronger Empire, one that would certainly endure and have learned from the mistakes of its past. Certainly, the military was unified, the government was stable, the nation was prosperous and thriving. The First Order had created a beacon in the shadows and darkness created by the Galactic Republic, it gave worlds security and a means to prosper again.
A key though to reforming the Empire and legitimizing my dynasty would lay upon the Imperial Knights. After all, they once followed Emperors and were formed by an Emperor. Tell me, how goes the progress in weeding out the dissidents and disloyal?

"I am glad that everyone is well, Faina tells the Supreme Commander after he answers her question about how his new family is doing. Inclined at first to say that she is also pleased that his children have been determined to be Force sensitives, and that he intends for his son to be trained as an Imperial Knight, Faina ultimately elects to say only, The Imperial Knights would be honored to train your son, when the time comes." As an Imperial Knight herself, Faina is all too well aware of the weight of responsibility that comes with entering the ranks, with the physical and emotional challenges one faces both as they train to become one and afterwards. That the Supreme Commander desires his son to be an Imperial Knight is clear, as are the additional implications of his decision given what he came to discuss, but as Faina does not know how the idea feels to the man as a father, she does not feel comfortable saying that she is pleased that his son was born with abilities that mean he is capable of facing the challenges that lay ahead for him. Faina remembers her own mother telling her once how she felt a complicated mix of positive and negative emotions when learning that her daughter was a Force sensitive, and imagines that the Supreme Commander and his wife feel a similar combination of thoughts and feelings about their children's sensitivity.
Faina nods, lips pursed in thought when the Supreme Commander speaks of his hopes, and of what he learned from his mentor and from the brief time he was the Emperor. It seems to Faina that the Supreme Commander, as evidenced by the undeniable successes of the First Order, has learned enough from his mentor and from the past to build something, as Commander Foresi had said, that can endure the test of time, but she she keeps the thought to herself as the Supreme Commander's words seemed to her to be as much for himself as for his audience.
When asked about their progress in culling the ranks of the Imperial Knights of those who are of anything less than absolute, unswerving loyalty, Faina frowns, less in displeasure with their success thus far than in sheer distaste for the fact such a task needs to be undertaken at all. "The Commander and I have already . . . removed several individuals we were able to confirm possessed traitorous leanings, or who were determined to be of questionable loyalty. Faina's tone is calm and even as she speaks, only her blue-grey eyes hinting that she is troubled by some of the things she has needed to do in order to see that the rot is cut from within the ranks of the Imperial Knights before it is allowed to spread and infect others. Faina took no joy in interrogating and executing those who should have been her brothers and sisters, but duty demanded that they pay the price for dishonoring themselves and the Imperial Knights as a whole, and if nothing else she can take solace in the fact that her actions will strengthen the Imperial Knights, and remove the tarnish from their reputation. The Commander and I are also planning an operation that we believe will remove many, if not all, of the remaining dishonorables. She will not be loved among her fellow Imperial Knights, Faina knows, for what she must do to ensure that their honor as an Order is restored, and so that their strength is not lessened from within, not at first. Time, however, Faina tells herself, may enable the Imperial Knights to understand why her first act as Grandmaster was to thin their ranks to remove the cancer eating them from within. All traces of disquiet evaporating from her expression, Faina says in a tone containing equal parts resolve and fervor, her words obviously meant to express her personal vow to him, I can promise you that the Imperial Knights can be counted on to be all that you require of them, and will serve you with complete, absolute loyalty."

One of those silences that happen in a conversation when everyone is waiting for someone to say something and not sure if they are the one that everyone is waiting on happens, and after going over the last things that were said by everyone in her head, Nicolina is pretty sure that she is the someone that everyone is waiting on. Clearing her throat and shifting in her seat, Nicolina tries to think of something to add to what has already been said, and comes up with, "The ISB Special Forces Division is behind you, sir, one hundred percent. You can count on us too." What she says is absolutely true, the loyalty of everyone that made it through Darth Rebellious' rigorous screening and training program beyond the shadow of doubt just like her own, and Nicolina feels proud to have been the one to say it to Nicademus on behalf of all of her troops, and looks forward to when they will all be told of the changes Nicademus has in mind.
Neither a philosopher nor a Forcie, Nicolina doesn't feel qualified to speak to any of the other subjects that were raised, and so holds her tongue, pretty sure that she has said enough that it is someone else's turn at the conversational plate now. Empires, and the Emperors or Empresses leading them have come and gone, sure, but Nicademus has survived the death of one Empire, and probably learned more about what he needs to do to ensure the one he is building now will be strong enough to last than she has any hope of understanding. Life is a stage, like some artsy fartsy type once said, and everyone has their part to play; Nicademus is made of the stuff needed to make a strong Emperor, and Nicolina is pretty sure her part in the grand scheme is not to give him advice on things way above her pay grade and well outside of her wheelhouse. The talk about dynasties and the Imperial Knights' role in the one Nicademus hopes to establish seems meant more for Nikulin, who is probably happy in her uniquely stoic way to know that he plans to have his son trained as an Imperial Knight, though Nicolina does wonder absently what the son's mother thinks when she belongs to a different group of Forcies that has fought for Nicademus too.

As the shuttle drew close to the collection of spheres that was High Port, the Interceptors broke off and joined the steady stream of ships orbiting around the massive complex. As the shuttle entered the lip of the hangar, it's white color contrasting against the polished black floors and grey walls. The ramp of the shuttle opened, and a group of 13 stormtroopers and 5 officers exited the shuttle. Arranging themselves alongside the shuttle, they waited for a moment. A bit of pressure was released from the nozzles surrounding the entrance of the shuttle, and out stepped Admiral Needa. The years had treated him rather well, but he nonetheless was a shadow of the man he once was. As he walked down the center of his troops, he nodded to the various officers before reaching the end of his troops. The two Death Troopers behind him were emotionless as ever as two First Order stormtroopers approached the group. Garrick silently, and nearly instantaneously, noted the various improvements to the Stormtrooper's equipment. Nodding silently to the two, he waited for them to lead him to the Emperor.

The Stormtroopers present parted to reveal a red-haired individual about early thirties and wearing a white Imperial officer uniform. He did not wear the insignia of a Grand Admiral, but those of the Imperial Army. Decorations and medals for services at Dantooine, the Imperial Sector, the Unknown Regions, the Coreward campaigns and beyond. Balthasar Delvardus was the younger brother of the Emperor and a sibling of the First Commissar, Azria. Balthasar sat upon the Senior Military Committee, which had long advised the Emperor, during his tenure as Supreme Commander of the First Order and even before then.
The Grand Marshal, who was known as Moff Delvardus officially, gestured for Admiral Needa to follow him. High Port, once a major hub of the InterGalactic Banking Clan, had been turned into a major post for Special Operations and the Imperial Knights. After going up a few levels, Moff Delvardus showed the room where the Emperor was standing with other military officers as they watched the match between two green companies within their Special Ops department. Here, there were no Stormtroopers present, but rather five red-armored Imperial Knights. Two at the door they entered, one on either side entry and the fifth by the side of the Emperor.
Balthasar walks over and whispers into his older brother's ear. Nicademus nods, moving away from the match to attend business. The Imperial wore a traditional Imperial officer's outfit; a charcoal grey general's uniform, black gloves, a polished officer's buckle, traditional flared-hip breeches, and insulated boots. His command cap was not present but could be seen on a table nearby. Upon the right side of his uniform was the red and black insignia of the First Order. Nothing too extravagant as the Emperor never really like the luxury of the title and such a life.
Nicademus steps forward with the Imperial Knight keeping close.
Admiral Garrick Needa. I know a lot of faces, but not yours. What brings you to Muunilinst?

The minute Admiral Needa saw the emperor, he knew he wouldn't like this. He followed people based on weather they had the experience to lead or not. However, just looking at him confirmed his fears. He was nothing more than a youngster who had not seen the galaxy the way he had. The men he had seen on his walk to this room looked young and inexperienced. All together, none of the people he had seen working for the First Order looked like they had the experience to lead. Still, he wouldn't judge based on appearances. If this was the path of command he was going down, he knew that soon he would be forced to listen to those who had not seen what war could do like he had. In any case, his troops were experienced and had fought under the Galactic Empire alongside him, so he was quite honestly fine with whatever position he was given, so long as he would not have to deal with inexperienced fools. He had followed Palpatine's doctrines simply because he knew that the man had all the experience needed. He had steered the Republic out of crisis, or at least that's what he publicly maintained. In truth, he had always doubted this, but stayed loyal simply because the man had proved he had all the necessary credentials to lead.
Getting down on one knee as was customary when meeting an emperor, he tilted his head forward slightly. His Death Troopers were luckily waiting outside. He did not need them in here for this meeting.
"Emperor Delvardus. It is an honor to meet you."
Truthfully, he had expected a more experienced man to be leading; however, he did not let this show. He did not want to sour this meeting. The red Imperial Knights were an obvious threat, and one not to be taken lightly.
"I come here with the wish of joining your Empire."

Nicademus gestures for Garrick to rise and be at ease. Then turns to one of his officers; an older female.
Major Julia, get your datapad and access any logs and information on a Garrick Needa.
Major Julia was the commanding officer of the Imperial Records, an archive of past and present information that spanned a great length of time. It held the records of officers high and low, campaigns, government measures and the sorts. Nicademus had inherited this vast wealth of information from the Deep Core Remnant, the previous Galactic Empire and long before them. The female begins searching through her datapad diligently and efficiently before handing it to the Emperor.
Admiral Needa... captained a number of ships; an Imperial-class, a Victory II, and a Consular-class Cruiser. Graduated from a Republic Military Academy, had a father within the Judicial Forces... noted as a rather fervent convert to the Galactic Empire and served well under the banner. A number of various battles, of which are well noted within our history.
The Emperor's eyebrow goes up slightly at the mention of something on the datapad.
Not your first time to Muunilinst though.
Nicademus hands the datapad back to Major Julia before giving his undivided attention to Needa once more. He was Old Guard Imperial material for certain. The Admiral had the appearance, the record and the attitude. All his officers had recent experience, the Third Galactic Civil War and the conquests that made the First Order strong and the Empire strong again. He remembered those empires and Imperials before him that built their nations on sand, not concrete and steel.
I see no reason to deny your request, Admiral Needa. None at all. My officers have experience with the recent conflicts, but not as deep of a record as yours. They fought on a dozen worlds, you fought on double their number. My soldiers are veterans, your soldiers are the fathers of veterans.
Nicademus reveals his gloved hand to Admiral Needa.
The First Order and the Empire welcomes one of its own back to the fold.

Admiral Needa listened quietly to the words of the Supreme Commander, looking for anything he could use to get a bit of a better judge on the man's character. Noting the diligence and efficiency of the young Major Julia, he could deduce that at least some officers were not brash and inexperienced as he had feared, at least when not under pressure. He hoped he could count on the rest of the organization to preform equally well under any circumstances. As the Emperor listed his various achievments, he showed no emotion. At a younger age, he would have been flattered by this list, bursting with pride. However, a this age he knew they were just a small dent in galactic history. He had never done anything memorable like his mentor Thrawn. He had never changed the fate of the galaxy like Palpatine. He was just another cog in the ever changing machine that was the galaxy.
A moment after Nicademus extended his hand, Garrick extended his own, unclad hand to the same level. Shaking the young Imperials hand, he got the feeling that he was a man of the military, and he could relate to that. The trappings of emperor did not seem to fit this man, who instead would infinitely prefer the task of a military leader, similarly to him. "My thanks for the welcome, Emperor. I hope that I will provide valuable contributions to the Empire."

I am a man who only demands loyalty and results, Admiral. Show me both and you will thrive in the First Order.
Nicademus turns away, gesturing for the Admiral to join them as they watched the exercise continue below. The present match-up was between Red and Blue Companies, both of them green recruits. No more than fifty men in total; thirty grunts, fifteen specialists, and five officers all coordinating in a stun-fire exercise utilizing an augmented reality and obstacles. These friendly exercises were good for building teamwork, trust, an obedience towards commanders and knowing your troopers.
As the exercise continued, under the watchful gaze of the Emperor and the senior staff, Nicademus would speak to Admiral Needa. He felt that the Imperial needed to learn of what had changed in order for the First Order to become what it is and ensure the Imperial legacy continued.
We are not like the old Imperials, Admiral. We do not believe in rule through fear and destruction. We believe in rule through obedience and loyalty... we have an extensive propagandist department and Imperial commissars that help the populace. Either keep old worlds loyal or help new ones adjust.
Nicademus glances at the Admiral as he speaks.
This is my second time being Emperor, third time ruling an Imperial state. The intermission between the two was a decadent and failing Empire... founded by a Sith who left us dry one day. It was riddled to the core with corruption and dying like an old man. That time, upon that throne, helped me learn what Imperialism needed. And that was change, Admiral, change for a better future.
Nicademus turns his eyes back the exercise, watching squads coordinate and officers give their orders.
We have sought a revolution to help Imperialism become stronger and more effective. Now, the First Order has become the foremost government in the galaxy. We control one-fourth of the galaxy and have enjoyed great stability. Our soldiers are loyal, our commanders efficient and our planets stable. And now, we have a stronger Empire to continue building on those foundations.

Garrick silently accepted the Supreme Commander's invitation to observe the training exercises. He carefully watched over the simulation, like a father watching over some rowdy children. He tightened his lip as one of the officers panicked briefly. These recruits, though talented, were reckless. Undisciplined. Inexperienced. He was a strict commander who kept a tight watch on his men, for their own good. He had seen time and time again what happened when men were given to much freedom. The Battle of Jakku had been lost in this way, when a single captain panicked and left the Ravager open to be destroyed. He hated seeing things like this, but ultimately knew he had to accept them. This was, after all, a new generation. The Supreme Commander was right, it was time for a new order to rise. That did not mean, however, that the old would simply stand by. They were the mentors, the veterans, the soldiers who would guide those that came after them. He raised a hand up and stroked his chin. "Impressive, Emperor Delvardus. Most impressive. Perhaps you are right, the Tarkin Doctrine did open up more problems then it offered solutions. The philosophy of governing through order resonates with my own ideals. You seem to be one who fights with honor, and I respect that. It is difficult to find people who will stand by morality and honor in our galaxy."
