The Commissariat of the First Order stands as the driving force behind both military and civilian aspects within the Empire. Its existence has ensured that military academies of this Imperial nation were standardized, unlike its predecessors before. Due to its presence, the Stormtroopers of the First Order, and their officers, are a new breed and generation. More thoroughly trained, equipped, and highly loyal unlike the armies of previous Empires and Imperial nations. In terms of their civilian role, the Commissariat works with the Imperial Civil Service, an organization that works with indoctrinating new worlds of the Empire by spreading word of the virtues of Neo-Imperialism, instilling fervent loyalty within the populace, and promoting the necessity to serve the state in whatever capacity that people could perform. As a result, youths and adults alike have sought employment within the Imperial Army, Navy, and other branches, due to the propaganda of the Empire and the commissars of the Commissariat. Originally founded by Azria Delvardus, sister of the Emperor, the Commissariat ensures that methods in educating both the population and their soldiers are refined and evolved. This has resulted in a strong emphasis in psychological conditioning, without the usage of technology or chemicals to do so. Propaganda is regularly examined and distributed among the systems of the Empire. Although its founder has since vanished, the Commissariat continues to be a driving force within the Empire, seeking to ensure that this nation will last, even beyond the death of Nicademus and for generations, of the Delvardus Dynasty, to come.

A few days had passed since Fiora's unscheduled trip to the Underworld of Coruscant had occurred. Despite some of the chaos she had caused, Fiora had mostly gotten out of the matter. Imperial Knight Elayne Thane had not been court-martialled or executed and was still assigned to her body guard. However, several Royal Guards had also been assigned to her, to ensure she did not slip out during the night once more. It was this entourage that joined Fiora on her visit to the Imperial Commissariat. The department that her late Aunt Azria had once headed up.
While Fiora was not all too familiar with the exact nature of the Commissariat, it was the one place she still felt connected to her Aunty. As such, she made an effort to visit the Commissariat facilities at least once a month. Today was that day, as Fiora made her way into the central command room where officer's were busy preparing propaganda and overseeing various training material...

In the back of the conference room, sitting quietly, observing, was Grand Moff Standash. She listened to the ideas, making her own mental notes. Though she didn't say anything, her presence was felt, she could have that effect. One of the speakers from the navel academy stuttered a bit while he was speaking every time he made eye contact with her. She wasn't doing this to be mean, just to keep people on edge. She then made eye contact with someone she had been wanting to meet for a while. The Imperial Princess was there with her guards. Standash frowned a little, more guard presence than anyone would think while being in the central complex. She made note, then smiled and nodded at the girl.

Fiora took her seat quietly, doing her best to not disturb the ongoing proceedings as the ongoing discussions continued. The Officer's had grown accustomed to the Princesses appearances and she had told them on many a previous occasion to forego interrupting any meeting just to bow as she joined. Some, she suspected, were glad for the Princesses seeming interest in the Commissariat. Perhaps wondering or hoping she might one day replace the seemingly empty space left by her Aunt Azria. If anyone held out hope for that, they would be sorely disappointed. She did not have the same kind of technical mind and ruthlessness that had allowed Azria to succeed in this environment. But that did not mean she had no interest in following what they did here.
After all, the Commissariat was in charge of the Stromtrooper training program and the Civilian Education programs within the First Order. Something she may have to one day know, whether under her Brother's rule or, should the Force deem it so, her own rule.
Her gaze wandered around the room, noting the names and faces of those present at the meeting. Many of them were the usual suspects. However there was one person she had not seen at these meetings before. A certain blonde haired, blue eyes woman whose name Fiora recalled as Standash. She had seen the recently promoted Grand Moff on very few occassions, the most memorable of which had been the wedding of her Father to Empress Faina. She returned the smile before diverting her attention to the ongoing meeting, waiting for it to be over, before she could find out why the Grand Moff was in attendance

Standash listens to idea and propositions. She doesn't comment, there are other representatives of the Academy here, she lets them challenge and ask questions. Her presence may have impowered them to be a little more bold. They new she would back them, so they spoke more freely. It became clearer the divide between the army it's self and the other specialized training schools. She was very proud of the troopers that graduated Carida, and felt bad that they would never get the credit they deserved from the rest of the First Order. She sat and listened as the discussions wrapped up. Standing up, she looked around and wondered if any would approach her. She didn't feel the need to go to anyone, she could summon any that she wanted to talk to in more detail, but she would grant others the opportunity to address her.

Fiora did her best to pay attention and make sense of what was being discussed, but there were certainly aspects of what was discussed and underlying politics that escaped her. But then, at last, the meeting was over and the various officer's, staff, and Commissar's started to disperse. Those that were familiar with Fiora's presence gave her a nod or bow in goodbye. She waited a few moments, giving those present the chance to say goodbye, before shifting off her seat and making her way around the table and sliding into one of the seats closer to Standash. Her guards dispersed to the edge of the room, covering the exits in case she attempted to escape.
She understood their paranoia, but was well and truly past any desire to venture out into the City again any time soon. She'd more than had her fill of Coruscant for now. Memories of what happened still made her feel uneasy, but nothing that showed in her expression as she turned toward the Grand Moff. Given her age, she did her best to muster up her most official sounding voice You're Grand Moff Standash Thul, right? I've heard a lot about you... Well, that wasn't strictly true. Her Father had certainly taught her and Octavian about all of the Moff's and Grand Moff's, but she had definitely heard a lot of grown ups use the expression when meeting certain people. This situation seemed applicable for use of it. At least, she hoped so anyway What brings you to the Commas... erm... Commissariat today? She blushed a little at the first mispronunciation, the word still feeling quite weird and tongue twisty to her. She avoided too much further feelings of embarrassment as she decided that no one ever perfectly pronounced everything they said

The young Grand Moff smiled at the younger princess. She lowered her head. That is right Princess Fiora, nice to officially meet you. I have heard a lot about you...There were a number of rumors around the princess's recent activities. A former princess herself, Standash never really contributed an opinion to the rumors. Most of those talking had no idea what it was like to be child of power. There was pressure they couldn't imagine. I am here to support the officials I supervise. I may not have as close of a roll at the Academy I did as a Moff, but it still over see it. I also care deeply about our troops, it is easy for those in power to loose site of the people they command. These are men and women with families that matter to them. These are the people that suffer when people like me send them to war. How about yourself? What brings you here? Looking for another adventure?She knowingly asks the girl with a kind but mischievous smile.

Fiora nodded in understanding. No matter how it might seem on the outside, her father cared a great deal for the Stormtroopers that served the Empire and enforced his will. He had ensured they were better equipped and trained than previous iterations under other Empires had been. He had impressed upon Fiora and Octavian to never just view them as expendable resources simply because they were faceless and nameless. They were to be respected for their courage and bravery in service to a greater good.
Fiora blushed again, as Standash asked if she was looking for another adventure. Given the lockdown the palace had gone into, it was doubtless that many affected by it would have come to conclusions or learned about her disappearance. With some more time, she would feel a little less embarrassment about the whole affair Nope... no... no more adventures for me right now, at least unscheduled anyway... No, I'm here because it's part of my duty to know how things are progressing. Without my Aunt around to lead things here anymore, I like to visit and find out first hand the direction everything is headed. We send them off to war, it's only right that we ensure they are equipped and trained as best as possible so they can come home...

Words like this from Force users made the back of Standash's mind tingle. The Galaxy had seen enough loss when force users get angry. That wasn't the girls fault, and Standash let the thought pass quickly. She pitied her a little. It was very hard to live with this much expectation. It wasn't right for her to be here listening to troop training policy and protacal. There would be plenty of time to do that. Standash hadn't heard the specifics of the Princesses recent trip into the under-levels, other than it happened and people were punished for it. Kids, even royal children needed the opportunity to be kids. Tell me princess, have you ever seen a wolf-cat or a nerf?

Fiora regarded Standash with curiosity, the question catching her a little off guard. She wasn't sure what either creature had to do with anything, but she was willing to take the bait and see I've read up about them and seen images and drawings of them in books. But I've never seen either one in person...

The young woman smiled at the girl. By now the room had been mostly cleared, Fiora's very vigilant guards and a couple of Standash's Hapan gaurds stood at the edge waiting for their charges. Standash though that they may be interrupted, but there were only a handful or so people in the First Order that would seek to interrupt a Grand Moff. She began her story. When I was, a year or so years younger than you, my cousin, who was thirteen at the time, thought we needed to leave the palace and go on an adventure. Now Alderaan, buy most ideas, is much safer than the underteaches of our capital; however, there are more natural dangers. My cousin had the idea that we should go nerf surfing. Its a silly game a lot of rural children on Alderaan play. You first make sure there are no herders around, they are mean and grumpy, and will get you in trouble even if you are a princess. The you pick out a nerf, run as fast as you can, jump on its back and try to stand as long as you can. It was a lot of fun, the type adults are supposed to tell you is bad. We were near the mountains playing, I was doing well. Then without warning the nerfs seemed a little spooked. They would twitch faster, and run away. My cousin and I couldn't figure out what was happening. It was that moment they pounced, five wolf-cats. They are excellent predictors, a full pack could decimate a herd, but they always like to go with the smallest target in the group. They want to be sure they get something. Well I was the smallest target in the group. I was bigger than one or two of them, but the five had me surrounded. My cousin was farther off, and was running but it would take some time .I thought I was dead for sure.

Fiora sat looking at Standash with curiosity and fully attentive. Much in the same way any child would look at an adult telling them some kind of interesting yet dangerous story. Azria had told her similar such stories regarding a monster, but whenever Fiora had pressed her for information, Azria had always said she'd explain when Fiora was older. Adults always said that when they thought something was too scary or too complicated for a child to understand. Fiora leaned forward in her seat, listening and not wanting to say anything for fear of interrupting Standash

I had been trained to fight, and I used it. I punches one in the nose, kicked another in the ribs, but it was pointless. They didn't care that I was the heir to the throne of the world they lived on. They did care, that even as a child i could command hundreds of servants. They didn't care that I was destined to rid the galaxy of the corruption of the Republic, lead the Galactic Alliance, or become Grand Moff of the First Order. At that moment, I was the same as every girl in the galaxy. I wasn't special. Standash paused for a moment, hoping the point here was heard before continuing.It was then that I needed a non special people to save me. One of those grumpy herders came running with a staff. He stood over me and beat the wolf-cats back. They decided that I wasn't worth the risk and ran off. That herder didn't do it because of my title, or what he could gain. He did it cause someone needed help. By this time my cousin had come back and saw, he wanted to fight the man, thinking the man, who just saved me was trying to hurt me. Luckly, the man was big enough to get my cousin stopped and to get him to guide us home. The man's face when he realized we were going to the palace was something else. He was in awe, but wasn't impressed. It will always be with me. My parents of course were very angry with me, but happy I was safe. They kept trying to give rewards to the herder, but he wouldn't accept anything. Until, we got to my punishment. I had to work for him everyday for a season. A princess mucking stalls, pulling weeds, herding nerfs! I learned a lot that summer...She trailed off inviting the question.

She didn't interrupt Standash once, so enthralled by the tale and needing to hear how it had ended. Obviously Standash had survived, but the how of it all was what made her curious. It didn't take long for Fiora to start connecting some of the dots and noting some of the similarities to her own recent misadventure. Though, it was not quite an exact copy in that Jin wasn't exactly as normal as Standash's Nerf Herder. But they both existed in similar parts of society. Though in truth the real moral of both their adventures was that it doesn't matter who you are and who anyone else is, you can't do everything alone. But it was their punishments that differed. While her Father was strict and could deal out punishment, Fiora was pretty sure even he would balk at sending his own daughter to work for a Nerf Herder What exactly did you learn? I don't think my father would ever make me do that...

She smiled, at the younger girl, and at the thought of the Emperor ordering a similar punishment. Standash wasn't even sure what a Coruscant equivalent would be. No, I don't suppose he would, not many Nerf herders around Coruscant... I learned hard work, for starters. There is a large difference between getting up early for training or school, and getting up early so you have enough time to get everything done. It it was difficult work as well, I have never seen so sore as that first week. I learned how things work outside a palace, for all the regular people. How one small event could mean death for a family or village. I learned different forms of negotiation in the markets. Mostly I learned that I was not special. My family name and abilities may give me more opportunities than most, but I was not better than any one, many of them were probably better than me. With the wolf-cats I could have died as easily as a princess as a peasant girl. The muck in the stalls didn't care who my family was, it just needed shoveled. The Nerfs didn't care that I could command a a legion of servants, they just needed protected by someone. It made me realize that things were much simpler than I had thought. I never realized how much I was protected from in the palace, the outside became like a place in a story book, it wasn't real until i experienced it. It sounds like you could learn similar lessons from your own little misadventure.

She smiled in response to Standash, but it did not last long. Her expression taking on a more somber tone as the Alderaanian Princess spoke of the lessons she learned working with that Nerf Herder. She could get the point Standash was trying to drive home. Perhaps as advice for when Fiora grew up or because they were her personal beliefs that she felt others should also believe in While our stories have some similarities, they diverge significantly... The Palace here and on Muunilinst did protect me, as your own did on Alderaan. But my name draws trouble toward me. Not because I am better than everyone at everything. Nobody is that good. No... it is because of who my family is, that I landed in danger... What happened was because people cared what my family name was... It's a blessing and a curse... But you are right, it was like a story book. No matter how much people tried tell me about it, I had to experience it for myself to truly know... But it did help me understand I am not ready yet...

The girl had missed it, Standash laughed a bit to herself. That was ok, much of what she learned, Standash didn't understand until much later. In the end the girl did draw a good conclusion.That realization is one that takes most leaders and people way to long to figure out. I will let you in on a secret, no one is ready. I will face a problem tomorrow that I will not be ready for. What is needed it to be prepared so you can adapt to what you weren't ready for and handle it. That is what training does.Standash chuckles, this time audibly.I had a similar conversation with your brother actually.

Fiora felt a bit of pride in herself for seeming to get Standash's approval at least in regards to the conclusion she had come to about not being ready yet. It was curious that others took so long to come to the conclusion, but perhaps that was just their ego or vanity that lead them to believe they were always ready for anything. She blushed out of embarrassment then as Standash mentioned her brother, Octavian Yes, training and experience do help improve your ability to deal with things... My brother has certainly got a bit of a head start on that over me... But then, I suppose he is the crown prince and an Imperial Knight to be... But I'll be caught up soon! She said the last part with conviction, certain her own training would begin advancing again soon

The woman looks at the girl inquisitively. The way Fiora had spoken, the body language had let something slip. They were effectively alone now. The gaurds were far enough away that the young women could talk privately to themselves. When did you start getting jealous of your brother? There was no judgement in the Grand Moff's voice, mostly just concern.

The feelings she felt when Octavian had been mentioned were definitely not jealousy. Thought it was possible others might misinterpret what she felt as such. After all, he was the Crown Prince and she was just the Princess. Some people had it in their minds that such a fact was already driving a wedge between them. But such a fact was untrue I'm not jealous... I'm just... embarrassed... My brother is just so much more ahead and I feel like I'm holding him back...
