With the return of the Empire to Coruscant, and the First Order's slow transition into a true Empire, Nicademus declared the formation of the Supreme Council, modeled off of the old Moff Council that was prominent in previous Empires. In the past, this council wielded great influence and could compel the Supreme Commander, of the old Imperial Remnant, as well as the Fel Emperors to obey their will and direction. Yet, under the design of Emperor Nicademus, they serve a mere advisory role within the Empire. They are allowed to make suggestions, such as amendments to law, new orders, and such, but their power is very limited due to the absolute power of the reigning Emperor. A number of ranking offices sit here, such as the Grand Admirals, the Grand Moffs, the Chief of Staff, the Grand Marshals, and such. Despite the design to simulate some sort of bureaucracy, the Supreme Council is still heavily made up of military persons. Perhaps, in the future to come, this could change.

With the celebrations concluded, and Coruscant's position as the new capital of the Empire secured, a general meeting was called by the Emperor, the first gathering of the Moff Council. It was a most important meeting as the agenda was well known to those who were to participate. There was the subject of a financial administration for the Empire to oversee trade, economics, and such, a topic pertaining to the line of succession which Nicademus wanted to clarify with the move of the capital, plans for future expansion of the Empire's borders, and more to follow. There were rumors of promotions and rewards to be granted too.
The conference room would fill soon enough. Nicademus arriving early, with the Praetorian Guard present. Stormtroopers stood outside of the conference room, ready for ID checks before personnel could enter the room. The second to arrive was Baltasar Delvardus, one of the Empire's Grand Marshals. And following those two came all kinds of officials and Moffs, whether they were physically present or came via holoimage.

Once her involvement into the festivities was finished, Jenia would eventually join the meeting, as time was currently not of the essence. Despite her normally calm attitude in front of superiors, the former Rear Admiral knew that she was now in a higher position than before - even the regular admirals had to respect her authority now. Yet, at the same time she knew well enough that this hybris had costed already many imperial gouvernors and warlords their life - and given that her own father, Baron Kasalle had taught his children very well the lesson of humility in form of loyal subjects, serving their house, it was no surprise that she would treat those under her command in a similiar way. So far Jenia hoped for the best, as she had already made her plans. Plans of which she assumed that they would benefit the Empire. Yet, she was curious what the gathered council would have to add on it, especially when it comes to the opinion of her Emperor.

Ju'oda arrived in the earnest, actually quite interested in what the emperor could say on the matter of finances. He had dressed accordingly, in pitch-black synth-silk and tall leathern boots, a long cape covering his square shoulders. The badge of office over his chest, with the code identifying him as a moff. The striations of his face looked reddish under the artificial light, as the alien was producing adrenaline, excited over the prospects of the meeting. The responsible of Brentaal's administration took as seat where indicated by the Imperial valets and chamberlain. He inspected everyone and everything with cold demeanour.

A few days had passed since the festivities within the Convocation Hall had wrapped up. During that time, Harnan had remained on Coruscant to allow him to attend this first meeting of the Moff Council in person. Having decided to leave his sabers and shield in his personal quarters, Harnan still remained clad in his black armour. The guards taking one look at him, before allowing him to pass. He made his way along the length of the room and sat down at the opposite side of the room to where Nicademus was presently seated. Allowing the other Imperials a chance to try and seat themselves as far from him as they could before the room started to fill

Zahn strode through the hallways of the Central Administration Complex. Wearing a cleanly pressed dark grey military dress uniform with his Grand Marshal and Grand Moff insignia bands on his left arm. A pair of his newly formed Praetor Stormtroopers followed close behind Zahn, ready to protect him should anything untoward happen, even in the safety of the Imperial Capital. As they approached the hall, Zahn dismissed his guards and proceeded alone. His encoder cylinder verifying his identity before the Stromtroopers at the doors granted him entrance. Spotting Grand Admiral Kasalle, Zahn made his way around the room and took a seat near to her. Preferring the company of a familiar face to help him get through the coming meeting

Garrick Needa, as Grand Moff for the Bastion Oversector, was the next to arrive to the cold, grey meeting room. He looked over the room, and was reminded of the classical Imperial design philosophy; indeed, he was fifty percent sure that the table in the centre was a direct copy of the one on the Death Star conference room. While ordinarily many of the newer officers, including a certain General Zahn, might be displeased by this fact, he rather liked this harkening back to Imperial tradition; it helped cement the importance of the long history of the organization in the many forms it had taken, and as a result, he had no issue taking his seat at the council, ready to begin the meeting's proceedings.He did not come alone, however, as he brought with him the various other Grand Moffs who constituted as part of his oversector, such as Adelar Tarkin and Shel Hu , among others. They seemed to stand together as a unified bloc, ready and willing to defend their oversector against all threats, foreign and domestic, and to ensure the Emperor's decisions would best affect that region.

Shel entered silently with Garrick, she took in the Force Auras of the other Imperials in the room. She was hear to support her superior and keep the interests of Yaga Minor on the table. The young woman had never expected this, nor had she desired it. But when the Emperor told her he was promoting her, she accepted it as another duty she would bear for the Empire. Thankfully the Emperor had assigned her to the oversector of one who also knew the Old Empire, so it felt a little more familiar. The Miraluka kept to the back of the group, until seated, trying to remain as unobtrusive as possible. She had also made arrangements prior, to have any documents sent to her wrist communicator, which could replicate any document into braille, so she could follow along, with out needing to interrupt.

Brock moved through some of the most secure hallways of the new Imperial Capital glad to be unencumbered by the guards that had been forced on him ever since his promotion to steward of the order and the discovery of who his father was. The two lightsabers at his belt and the knives in his gauntlets and boots had always been more than enough protection for him and these secured hallways were all the excuse he needed to leave the guards behind. Slipping into the room after many had already assembled didn't bother him, in truth he wished he didn't have to attend this meeting, but the Emperor had asked him to attend in his capacity as Steward and so the white and gold armored man made his way to the chair indicated to him at the left hand of the emperor scanning the faces of the others at the table, taking special note of where the Ren were at all times. He had no illusions that this was going to be a fun meeting by any stretch of the word, but he was here, and he'd do his duty.... whatever that actually was in this setting.

*Merrik Piett, Director of Imperial Intelligence and Grand Moff, was far from the most imposing person to walk into this room for this auspicious occasion. The average height, young face, and old Deep Core Remnant Commander's uniform he wore all spoke of a low level officer of a forgotten military rather than what he truly was. As he moved there was a slight undertone of fear, not the same deep concern one might fight in most Imperial gatherings. The men and women in this room were some of the most powerful in the Empire and may not fear Imperial Intelligence as much as many of the rank and file did. On the other hand everyone in this room knew exactly who he was and what he was capable of doing should the need arise and that was enough for Piett's purposes. The emotionless man ran his crystal blue eyes across each participant already at the table as he took his own seat, making eye contact with all of them for just a moment before moving on to the next. It was time to see what this council would be... this should be interesting...*

Standash arrived taking her seat. She wore the uniform she had designed herself. The imperial grey tunic was tighter on her, showing off her body without going overboard. It continued past her waist to mid thigh in like a short dress with white. A white belt broke that apart from the top. Her grey form fitting leggings met up with her shinned black boots. Her Moff rank sat on her her left side, with code cylinders on her right. On her neck was a pin of a Caridan flower. Her long hair was done up in a tight bun on the top of her head. She took her seat near Grand Marshall Zahn as she served under him. She made note of the looks she revived when she came in, and who was already there. Once she sat, she made sure her data pad was ready. She had hoped to make her recruiting and aid proposal here today if allowed too. She had submitted to Zahn's office but had not received confirmation he had seen it, much less read it.

With a vast majority present, and more filing in, the Emperor began the meeting.
Ladies and Gentlemen, we have achieved much in the recent years. Our Empire has continued to progress further with mounting achievements and great momentum. The annexation of Coruscant is a crown upon our nation... the planet will be revived and made into a proper Imperial capital for my successors to reign from and for future generations to marvel at.
The Emperor leans forward, keying on a console in front of him. The first agenda involved the reminder of promotions handled out.
A number of promotions have been duly handed out and I would like to ensure all present know of these.
The promotions were wide ranged and almost looked like a reorganization of the Empire. The nation was slowly transitioning from a military regime to a true empire, with its backbone made up of a merited bureaucracy and seasoned commanders. The reconstitution of the Moff Council was evidence enough of the Empire's transition as well as the introduction of new departments. Among the promotions, several notables raised up a few ranks, some new faces were placed in the hierarchy, and even several members were given grand commendations. Some major mentions was the elevation of Jenia Kasalle to the title of Grand Admiral with her own Grand Moffship in the Borderlands of the Empire as well as the elevation of Thomas Zahn to Grand Marshal and his post in the Kuati Oversector.
Giving some time for the Council to review and examine these promotions, the Emperor would speak after a time.
There are still some promotions to grant out, but I wanted to ensure these were addressed thoroughly as the hierarchy has changed.
The Emperor then proceeded to hand out one more promotion.
Jenia Kasalle, your family has been noted for their loyalty and diligence. By my decree, your family is to gain control of Solomon Mines, located on Aargau. Xeonon Solomon has willed its control to the Empire and it shall be granted to your family. You may either keep it as a branch or absorb it completely.
Nicademus gives a curt nod of his head to the Grand Admiral Kasalle before continuing.
There are... several motions on the floor as well. It was decreed, shortly after our annexation, that slavery is abolished and that we will begin freeing the slave work force at a 1% decrease per month. The slave work force will cease to exist in three years time as a result. Majority of the slaves are located in the Bastion Oversector and handling of this will be monitored by the Stormtrooper Corps and the Imperial Knights, under my direction and that of the Imperial Civil Services.
A major economic change since the founding of the First Order. His talk with Dah'lis and Moff Ju'oda assured him that this was the best idea. Slaves were a costly part of the economy and it was best to open up these jobs to the newly gained Coruscanti population, which was still vastly unemployed and still actively seeking work.
Another motion is the creation of an economic department that shall oversee our banking, our trade, and our economy. As of right now, these elements are controlled directly by the military and overseen by a select committee. This new department, the Imperial Economic Administration, will still have a military presence as its function is vital to supporting our armed forces, but it will seek to standardize, regulate, and promote our economy through the Empire and beyond.
The Emperor took a moment of pause to allow the councilors to catch up and digest this new information.

Moff Ju'oda spoke, softly, but sure-footed.
"The emperor is right, honored moffs. Your Grace..."
His striations pulsated a moment. He nods to the Emperor before continuing to talk.
"Slavery is a hindrance to the free market expansion. The workforce must be liberalized and given the chance to move freely and dedicate themselves to more profitable jobs. Our studies demonstrate that we are actually losing valuable assets by this abusive and archaic system. And most the jobs carried by slaves can actually be conducted by robotic worforce, automatized and more efficient. We should relocate the freed slaves to more suitable tasks, where they can serve the Empire better. I suggest the creation of a fund for freed slaves, including scolarships and funding to attend academies and other facilities so they can receive formation in fields as important as ship-building, hydroponics or the textile industry. The Empire needs new talents, we should dig them out so they can be of us to the Galaxy as a whole. We need less slaves and more professional workers, one that will be part of the market, consume goods and pay both rent and taxes dutifully. Consider the works they are currently undertaking, mostly mining and farming, rarely leave any profit to the Treasury, while remunerated jobs will provide resources to the freed slave, but will also increase the number of taxes perceived by the Empire itself"
He inspects a datapad.
"I can also guarantee that slavers galaxy-wide tend to avoid the payment of customs and taxes, often rellying on smugglers and low-lifes to carry slave transport. Plus, they have a dangerous tendency to associate with dangerous Underworld elements whose wide-spread corruption has always been a cancer to the Galaxy, well before the times of the Empire itself. Plus, I foresee a future -and not inconsiderable increase- in the consumption of manufactured goods once the freed slaves have access to a proper salary. Probably increasing the benefits of our national industry by a good margin. Thus, slavery is not only a moral stain on our nation..."
Not that the moff actually cared about the well-being of anyone save himself, but such speech figures were required.

Valen silently entered the Council chamber, wearing his well maintained white uniform adorned with his Moff's insignia. He took his seat next to Director Piett, shortly before the Emperor rose to speak. He carefully inspected his surroundings, making note of not only who was present but who they had chosen to sit with.

Zahn gave a nod of his head to Standash, as the young woman made her way into the council room and took her seat next to him. The last few days since the ball had been filled with going over paperwork and dealing with routine matters. As such, he was all too aware that right now he would not be the most popular person with the young Moff. Despite any indication otherwise, he had indeed seen her proposal and had read the entire report. Orders had already been passed on to Kuat to begin preparations for her project. He had no intention of stealing the recognition that she deserved. For now though, he sat and listened as the emperor started the meeting.
He noted the other names on the promotion list. Some he already knew and recognized, like Jenia, but others were people that he had not yet met or were from much more junior commands and were finally stepping up into senior roles for the first time. His attention, however, was soon taken from the list and shifted between the Emperor and Moff Ju'oda as the next couple of items were raised. The abolishment of slavery throughout the Empire over the next three years, and the creation of an Economic Administration. The first matter was of remote concern to him, given the utilization of such a work force in the Kuati shipyards and in the mines of Arkania. Situations he would need to act upon to ensure a smooth transition for. The second matter, however, held little interest to him. He understood the system well enough to make use of it, but he did not care to try and run it

Breaking the slave trade will improve the Galactic reputation, a major point that Standash was pushing to. It also would bleed in perfectly to her coming plans. Freed slaves will need work, that is often a perspective lost in that noble deed. Vast numbers of manual laborers without education entering a workforce creates a huge shift in supply and demand. The military will be a perfect opportunity if spun the right way.

Quite the response from Moff Ju'oda, thought Nicademus. It was to be expected though as the Emperor had consulted him, among others, on the matter of slavery's continuation of its end. The abolition of this workforce did cause a momentary reaction. The Imperial suspected it would as many utilized slaves either within their households or within their governorships as a cheap means of labor. The Emperor decides to ensure people get the point.
Those caught, trying to skirt this declaration, may face a number of punishments. The worst of which is execution by firing squad.
This was to show the throne's resolve in seeing this through and ensuring that the slaves were freed.
Coruscant's population needs work! They need to feel like they can belong to our nation and work for the Empire. And I will give them the means by freeing up jobs as well as creating ones once the economy here is stabilized and companies being investing in the capital.
Moving along with the subject...
Now, with that matter settled, on the subject of our economy and the aforementioned Economic Administration, it will take some time for it to be formulated, but I do believe that the best person, for the position of Economical Director, will be Moff Ju'oda. He has shown his skill with Brentaal IV and revitalizing its trade for the Empire. The central government will continue working with the banking clans, the trading guilds, and other companies to ensure that this administration will ensure their economical purpose and role within our territories.
With that concluded, Nicademus moved onto a military matter that had been under wraps for awhile.
As those within Military High Command know, a new flotilla has been added to patrol our Outer Rim holdings. Malleus Squadron is currently under construction at Yaga MInor and I have been assured of its addition being imminent. Once she is launched, Admiral Rendrake will serve as an autonomous command within the Outer Rim sectors, ensuring our hold within the region.
The Imperial then keys the console once more, bringing up the schematics of a new warship, codenamed the Xyston-class Star Destroyer. Its appearance was that of an Imperial-class Star Destroyer, but the details betrayed its length was far greater and its armament more numerous. Most notably was an axial superlaser that was attached to its underbelly.
Foerost shipyards has been given the contract to construct the newly crafted Xyston-class Star Destroyer. Imperial Military Research assures me of its capabilities and thus a model is to be created in order to test this warships concept in reality. I am giving supervision, and command, of this vessel to Grand Admiral Garrick Neeeda.

Ju'oda's striations pulsated in bright red, excited, a shot of adrenaline surging through his veins. He was pleased with himself. It was but a second and, then, it was gone, his stripes were again pale under the meeting room's white artificial light. Director. The title carried some weight with it, not only he would oversee all the economic matters in the Empire, but, now, he outranked moffs and planetary governors with his newfound galactic influence. Another step climbing the ladder of imperial's hierarchy. Being a minister of His Majesty was no small deal and it would demand a greater effort of him, but numbers and making coin was an uncomplicated task for a man like Ju'oda.
"I will not fail you, my Emperor"
He said, with an accent that was hard to identify: Coruscanti? Maybe Commenor?
"If your Majesty allows me as much, I will appoint my own deputy directors and find proper personel to comprise the ranks of the new agency, sire"
The director then leans back on the chair and remains silent as the military matters were discussed. That was not his concern.

Standash, smiled and applauded the new appointment. She looked genuinely pleased, and maybe part of her was. Her parents raised her to be happy for others when they had good things happen to them. There was no limit on joy in the Galaxy, one person's happiness didn't take away from your own. There was another part of her that was annoyed with the roll he had been given. Glorified accountant with authority. When she had needs, there was now another person to deny her that may not share her vision. The plan she had would not be cheap, and its profit graphs would look the same as the lines on their new master's face. It would be worth it for the Empire, but she couldn't trust an accountant to see it. Lucky, he had a clear tell during negotiations. She gathered her thoughts, she was happy for him, and she should look to make him an ally.

Listening so far to most things being said, while applauding Moff Ju'oda towards his appointment, Jenia remained for the most time silent, even reacting barely when she recieved the news of the appointment towards her family. Solomon Mines was a strategical position in terms of their influence - with them incorporated into the Kasalle Company's buiseness, her father would probably have enough chances to increase the wealth of the household even more than already. With the new reforms incoming, it will hopefully allow Prakith to become once more prominent in terms of ore and mineral exports.
The Grand Admiral began to look up, when she heard about the newest military project of the First Order, noticing the larger cannon below the ship immidiately. Xyston. Although Jenia had served on many ships with a similiar layout of the traditional Imperial Star Destroyer, she wasn't necessarily impressed when seeing something, what was according to the details around the size of an Allegiance-class Star Destroyer. Given her own recent meeting with Kuat Drive Yards officials when it came to inspecting her own, new flagship, the Charybdis she tended to trust the informations of the shipwrights alongside the engineers of these vessels. Datawise this Star Destroyer hardly impressed her though - apart from the gun itself. "Pardon me, my Emperor, if I may ask for this ship's purpose", she asked while analyzing the ship model in front of her, "but is this project attempting to create a smaller version of the Mandator-line? I'm asking, as I am quite concerned when it comes to the power output of a heavy battle cruiser with this ammount of armament. How effective is it against other ships or ground targets with its main weapon?" Jenia hasn't so far read everything on the specifications, but she was trying to see things realistic. A vessel of this size could definitly rival a Recusant-class destroyer from old days with its main cannon, yet those ships sacrificed most times weapon power for shielding - similiar how older Interdictor ships of the Galactic Empire showed weaknesses within their shielding systems when activating their Gravity Well projectors. The Grand Admiral wondered to this point if the Foerost Shipyards had calculated in this potential weakness into their design as she wondered for what operations this offensively designed ship class could be utilized for, if this project is trusted to one of of the most expierienced Admirals within the Imperial Navy.
