A voice finally spoke up.
Enough.
It was not a yell nor a bellow, but a firm command. The voice came from the Emperor who had remained silent for sometime, allowing those of the Moff Council to speak their piece and minds on the proposal of Moff Thul. However, it seemed the debate had fallen into other topics that were somewhat relevant, but not entirely. Nicademus' gaze looked out at the Moffs gathered, going quiet for a little time.
I gathered this council to listen to the views and beliefs of the many who serve this Empire. To be advised by the greatest minds of this nation from different points of view. I will not hear bickering over who is right and who is wrong nor inflict personal insults upon one another in my presence...
The Emperor knew that never was a nation unanimously united within its ranks. There were always people from different backgrounds, different ways of life, different political views, and so forth. It helped create nations, but it did create internal problems from time to time. Nicademus, himself, came from a privileged family on Eriadu and only became who he was today by popular support. There were others like him and others that were not.
The Imperial visibly exhales slightly, unfolding his hands to place them upon the armrests of his chair.
Still, I must give a reminder to all. For there were others who did not understand what this Empire stood for. But they took steps to attempt in imposing that understanding, contrary to the tenants and principles laid out by their Emperor... and they paid with their life for that mistake.
The Emperor would not have other people who were similar to the predecessor of Merrik Piett in his ranks.
Hope will not undermine the Empire. Fear and intimidation will not keep the people in line. When the First Order was founded, it was intended to unite the Imperial Sector, and other Imperial worlds, into a new nation. Yet, the galaxy had other plans for us and we have now reached a great height upon the galactic stage. Yet that intention has not changed, but merely altered. We will still seek to free systems from lawlessness and give them the peace, security, and prosperity that it's people desire.
Nicademus speaks, recalling the times before that others spoke with him about what the First Order meant.
The Empire is giving hope, a hope for a better future, to its people and showing the galaxy that it can be a beacon of hope among the stars. We are prosperous, stable, and strong. People want that and that hope gives them what they desire in order to live their lives out daily, without fear. As for fear and intimidation, we will use it on our enemies, but not our own people. Our ships are both the tips of spears in battle and the signal of coming hope to worlds. We are not just power, we are more than that.
With that said, the Emperor turns to Moff Thul. A commendable proposal by the newly appointed Moff. She certainly was trying to find a way to prove herself to her new allegiance. After all, everyone knew of how Thul had former ties to the Republic and the Galactic Alliance. That or she was doing a pretty good facade of allegiance to the Empire.
Your proposal has merits. I will make an amendment though. The future Imperial Humanitarian Division will be a sub-branch of the Imperial Civil Services instead of its own department. The ICS has long performed humanitarian aid to worlds that need it before, but I am willing to make the adjustment in light of the Moff's proposal. The ICS's budget will be adjusted, accordingly, with your proposal to ensure your new department has the money it needs. You will be its Executive, Moff Thul. Give me the actions that back up your proposal, show me that the Empire needs this. Is this agreeable?

Ju'oda appeared to cool off after Valen's ambiguous intervention, something he was confident did not happen often. Of course he continued his opposition, and Valen had expected nothing less, but he did take note of his ability to at least somewhat influence the outspoken Director.
Valen stat back in his chair, his hands in his lap, as he silently but intently listened to the the successive speeches made on the issue. He estimated that the Emperor would most likely approve the project, it would be in character and certainly in line with the reforms and measures he had been making in his attempts to distance his empire from its predecessor states. Valen was less interested in the debate itself, and more interested in analysing the words of his fellow Moffs.
The first to respond was the noble Steward of the Imperial Knights. He seemed to believe in what he preached, to hold genuine ideals of making the galaxy a better place. Respectable qualities, but naive. Next was Standash Thule, a faux populist politician with clear ambitions and, as evidenced by her quick realignment towards the Empire from the Alliance, flexible principles. He nodded politelyin acknowledgement as Thule provided her numbers which were certainly considerable, but reasonable. Valen had already begun to scheme how he could utilise such a program. Then came the domineering Grand Marshal, Valen put on a faint, but deliberate smile as he was attacked with thinly veiled racism. Many, perhaps most, would fire back against the fallacious claims implied by Zahn, about Valen's loyalty, merit and length of service. The Marshal seemed unaware, or perhaps unwilling to accept that Valen had served this Empire for just a long as Zahn, he had been there since the beginning, he simply remained in shadows. The lecture was tedious, and built on fallacy but it was interesting to see the response that Valen's speech had elicited.
Finally, the Emperor spoke up, ending the debate. It was clear he had listened to every word, carefully following the Council's arguments, and presumably its personal bickering. As Valen had predicted, he approved the project, though with certain conditions.

Standash was smart enough to recognize this for what it really was. This was not a victory, this was a challenge from the Emperor. She would take this and run with it. Thank you your Highness. I will not let you down. I am open to suggestions from those gathered her as well for ways for this to benefit the First Order. I will put together the fleet and submit it to your office for final approval. She noted the Director. Part of her wanted to gloat, but she silenced that part quickly. She did not come her to make enemies. She began to think of ways to reach out to him in the future. She may not need him as an ally at the moment, but she could later.

With that, the Emperor sought to conclude the first meeting of the Moffs.
There are some remaining topics before we adjourn for the day.
The Emperor considers which of the two to discuss first. He decides on the former.
Given their role, during the founding of the First Order and up until now, I will seek to advance our ties with the Knights of Ren. I will seek to integrate them into the Empire rather than keep them as an ally. They have proven their worth and they will prove a vital organ for the future to come. I will discuss with their leadership on where to best situate them in terms of the full integration.
Many within the Empire sort of forgot how the Knights of Ren were allies of the resurgent Empire. Nicademus recalled the arrangements beforehand with the gifting of the first Resurgent-class and, more recently, giving them a semi-autonomous authority over the Prakith system, ensuring they had a lair to call their headquarters. Now, the Emperor would see them fully integrated into the First Order. A move that he had long considered before they moved against Coruscant.
On the final topic...
A number of you will be receiving titles of nobility and fiefdoms in recognition of your services. This will begin a new layer of society that has been unofficial for some time. An Imperial nobility, based upon merit and military tradition, will form the backbone of the Empire's future. They will be the core in which great families will spring from and from which people can rise up and gain recognition for future generations.
The Emperor motions to an attendant nearby who brought a datapad over to him.
The following will gain titles in recognition of their services... Faina Nikulin, Marquess. Brock Ferrum, Duke. Baltasar Delvardus, Duke. Garrick Needa, Duke. Julian Arcavius, Viscount. Jenia Kasalle, Marquess. Merrik Piett, Viscount. Harlan Petrovsky, Marquess. Nicolina Foresi, Baron. Xeonon Solomon, Duke. All of you shall be granted an estate on an Imperial world, save the worlds of Coruscant, Muunilinst, Bastion, and Kuat.
All of the persons listed had been with the Emperor since his political career began with the Deep Core Remnant and were among the founding officers and personnel of the First Order. Some would likely have these titles until their deaths, others would have them be inherited by their offspring. Nicademus sets down the datapad, looking at those present.
This is just the beginning of the promotions. Eventually, others will gain titles in recognition of their services and their deeds. Merit is granted to those who deserve it, reward is granted to the hardworking, recognition is granted to the loyal. Ad Victoriam!
The Emperor raises his hand in the general salute of the First Order. With that, the meeting was concluded.

Standash nods. She was actually happy for everyone that received the new ranks of nobility. She was happy that people were rewarded for work. She revived what she had hoped for. The first council meeting had been a success as far as she could tell. She was already thinking of the next steps. She waited for the Emperor to leave before standing and heading out. She messaged her ship to be ready for the return to Carida. She looked around seeing if there was anyone that needed a personal touch.

With the meeting concluded, Grand Admiral Kasalle was so far content with most of the plans being mentioned, despite herself having less to say at the conference. Although it was an honor to be seen as noble peer by the Emperor himself, Jenia herself barely bothered about the Marquess title she had recieved. It might mean more to her family than it does currently to herself, given that she had always stuck with the Navy. Maybe, when she was younger she would have appreciated the title more, before she had joined the academy. Now however, her childhood had ended. And if it wasn't for a certain someone, there would be nothing more than her military buiseness. At the moment it meant more to her than any other honors bestowed upon her - which was why she would head to the Borderlands sector soon enough.Standash nods. She could feel the fire burning, just by looking into her eyes. To think that this woman had brought forth her agenda while withstanding the more conservative opinions of the Moff Council was something, what had indeed impressed her. Brave statements like hers brought forward the Empire - and as it was shown, even the Emperor himself welcomed the suggestions, proving once more his wisdom. As their eyes met, Jenia went forward and decided that she could at least compliment the Moff in front of her. "My congratulations, Moff Thul", she solely told her in a friendly tone, "You've done well, given the ammount of veterans present. Forgive me that I hadn't found the right words to support you back then in the council, but it was an interesting debate for sure and I was at the time indecesive myself. Yet it seems that I didn't need to help out - on a rhetorical level I'm not as good as a tactician unfortunately." There was honesty within Jenia's words, probably another reason why she admired Standash's cause for more humanitarian aid within the First Order.

Standash gave a nod to the approaching Grand Moff. There was already a familiarity from the party, and the meeting had officially adjourned, so she didn't feel too obligated to stand on titles and ceremony. Thank you Admiral. I know that had the need arose I could count on your support. I would rather your talents in the field to mine in a meeting room, but that wasn't the hand I was dealt. We can only do the best with what we have been given. Congratulations on the new title. The two women could share a secret smile here. Both understood nobility, and both understood it was secondary to actual work. Others could take pride in things like this. Your family will be well pleased I am sure.

So far remaining at Standash's side, Jenia nodded, her gaze fixed to the distance as she thought about it. "Most certainly they will", she remarked, sounding not too fond of it, "In the end it doesn't matter, as I wish I could see it in a positive way as you can. For you and my family it is a great honor, yes. My heart also tells me that it is a great honor, so does the Emperor." A brief pause followed, as she crossed her arms behind her back. "All those men and women though, who died alongside me, died under my command and those, whose deaths I could prevent, what hope is for them to know, that the title of Marquess was bestowed upon me?", she then asked, looking then towards Standash, slightly hesitating before continiueing, "The truth is, that the military is my family. I was recently at a crossroad, where my thoughts were with those, with whom I had grown up on Prakith and where I allowed myself to overwhelm myself by weakness. Yet, for my services and what I owe the First Order, I can't enjoy luxury and common things over my duties. And as long as new threats arise to threaten our domain, I can't afford the same luxury as others do. However, don't take me as an example, Standash. It is good, that people like you still remind me for what we also fight for it is so easy to forget, the further you go on the career ladder."
Jenia paused briefly, as she noted that she had adressed the Moff next to her with her personal name. Hopefully she wouldn't mind it too much.

Harnan had remained sitting silently opposite Nicademus the entire meeting. Everything that had been discussed up to this point had not been of particular note or concern for the Ren. While items like the reduction of slavery in the Empire would affect them, the impact would be minimal. Certainly the construction of a superlaser also presented its own set of risks and challenges, especially if the Jedi or Sith should learn of its existence. But ultimately such things were fairly standard matters. However, it seemed like Nicademus had been keeping the more interesting items for last.
It was a bold announcement for Nicademus to make regarding his desire to integrate the Ren into the First Order. It was certainly no secret how many Imperials felt about the Ren, nor the reciprocated feelings some of the Ren felt towards them in return. It would certainly require some discussion and a lot of planning to execute what ever plan Nicademus was forming. And while part of Harnan wanted to dismiss the idea as nonsensical, something about it gave him pause. Such an arrangement would certainly prove advantageous to the Ren's standing, especially if any Imperial sought to excise the Ren from the First Order.
For now though, he gave a nod of his head and mimicked the salute of the First Order. This particular meeting was over, but it was merely the beginning of discussions to come. He rose from his seat then and took his leave of the Council room, leaving the Imperials to talk amongst themselves as they were want to do

Shel was silent, still. She was beginning to quietly have her doubts about this being the successor state to the Empire she knew, but next to her was the Grand Moff she served, a man who stood for many of those same values. Perhaps, at least in their sector, things could be like how she remembered. But she would serve her Emperor to the best of her ability, as she had sworn to him when they met. Times had changed, and so had what it meant to be an Imperial.

Sometimes I ask myself why I ever left Alderaan, and each new job I ask again why I leave. I am a princess, was heir to the throne, and yet I leave it behind. Why do I do it? Because, like you I am guessing, the call to duty is too strong. I was born to lead, you were born to win battles, doing anything else would be self mutilation.

Feeling reminded by this statement of what Jenia had found out so far about Standash gave her a sudden sting within her heart. Alderaan was one of the first mistakes, which had happened under the Empire of old, one reminder of why they should be all thankful of the First Order and its controll over the galaxy by more regular means rather than threatening super weapons. Yet there was more to it, what made Jenia curious, partially even worried when it came to her own beliefs. Yet she still sympathized with her: The feeling of taking a path away from the old family was something, she herself only knew too well. "I... I admit that I wasn't aware too much about your past, so pardon me, if my thoughts went further than actually intended", the Grand Admiral apologized herself, "This building might not either be the best place to talk about those matters, so... I can solely agree, that we have much in common. You've probably shown me more today about myself than one would have thought, Moff Thul."

The Grand Admiral nodded, so far appreciating her honesty. "Very well", she concluded the talk neutral, "I guess then it's all I have to say for the moment. You'll know where to find me, if there is anything else to discuss. Until then, I'll wish you the best of luck." Briefly saluting, she eventually decided to take her leave, so far assuming that everything important was said.

It had been a long awaited meeting among the Supreme Council. Various meetings, behind closed doors, and among the senior leadership, had formulated plan after plan, moved forces about, and discussed with the Emperor on the proposed campaign to end the last of their opponents. Imperial Intelligence showed a... favorable outcome to the would-be conflict that would inflict a grave wound upon their last enemy. And from it, something incredible would occur. A feat unseen since the time of Darth Krayt and the Fels before. On a rather auspicious morning, shortly after the regular day on Coruscant began, several Imperial Guard stormtroopers entered the room and secured it for the meeting ahead.
Emperor Nicademus came in, situating himself at his usual set. Following him were Baltasar, Brock, even Octavian, who needed the new experience of understanding leadership and commitment to the Empire's future. With them were other notables of the Imperial Fleet and Army. Soon, they'd be followed by more such as the Grand Moffs, Grand Admirals, and similar figures that commanded the Empire's path towards the future. A future that would see the realization of a dream long thought to be just a dream.

Having arrived on Coruscant on duty, Grand Admiral Jenia Kasalle arrived at the front door of the council chambers, the Novatroopers of her squadron, that came with her from the Charybdis waiting outside. At a place like this they weren't needed anymore, when the Imperial Guard would maintain duties from here when it came to the safety of the guests and foremost the safety of the Emperor. Like usual her white uniform stood out from most of the darker dressed officers within the higher command chains, though of course she wasn't the only person wearing one. Waiting for what was to come, she took a look across the room until the other elites would arrive, now that another meeting of grand importance would take place.

At the appointed time, a small handful of seats flashed to life as holoprojectors activated. The seats were soon filled by the Knights of Ren, who were remotely connecting in from Prakith. Harnan's helmet gaze swept across the room, examining all those that were present while he waiting for the meeting to begin. Fiora, meanwhile, was seated just to his left, still dressed in her initiates uniform. Her training with the Ren was progressing, and soon she would be crafting her own armour. But for now, she sat with her face and long red hair on full display.
Harnan had heard whispers about an upcoming military strike, but thus far had been unconsulted. Today he would learn the full scope of this matter, and what Nicademus intended for the Ren's involvement in it all to be

With his appointment to Corulag taking up a great deal of his time and attention, Grand Marshal Zahn opted to also appear via hologram for this meeting. He appeared in a seat at the table opposite Grand Admiral Kasalle, in his own white dress uniform. Unlike the Grand Admiral, whom served upon the bridge of a Star Destroyer, Zahn had rare occasion to wear the dress uniform of his rank. Instead, his rank was denoted by the customised battle armour he wore during campaigns. Something he much preferred to wear, but also understood would not have been appropriate given the current setting.
As he waited for the meeting to start, he inclined his in greeting toward Jenia

As the council gathered, the Emperor would begin to speak. He keys a holodisplay on the table, bringing up the full concentration of troops and fleets along the border between the Imperials and the decaying Corellian Coalition. Major deployments had been made to the systems of Rendili, Kuat, Balmorra, Byss, and Khomm, indicating the largest movement of forces since the Reunification War and the Third Galactic Civil War. The channels in the military had done their utmost to keep this a secret, with some help from Imperial Intelligence. Now, the full plan was to be unveiled.
There is but one final objective, Corellia.
The Emperor speaks to those present, both physically or otherwise.
One final objective between us... and galactic domination.
This was it, the defining moment. The moment in which the First Order would be able to have an absolute power not seen since the days of Krayt and Palpatine. The ability to project a galactic order without anyone comparable or rival. The step that would make the First Order a galactic empire.
This will be the final war to end the dark age upon this galaxy. And when it is complete, our supremacy will be assured. Our domination unrivaled. Our order having the ability to stretch to the very ends of the galaxy! And we shall have peace and stability, forged by the crucible we have endured and by the efforts of our government.
Nicademus looks around the room.
Within a week, Operation Ascendant Star will go into effect. When it is complete, the galaxy will know of a new galactic empire!
